MODULE 1: Codes and Regulations

INTRODUCTION
The study examines building construction from various perspectives, including life safety,
architectural and service systems, materials, sustainability, life-cycle analysis, accessibility,
technical documentation, building enclosures, and interior finishes. The lecture course will focus
on developing knowledge about building systems. The module will focus and will foster the skills
necessary to adopt a building systems approach. In accordance with the Philippine National
Building Code, Architectural Code, National Structural Code, Fire Code, National Plumbing Code,
and Philippine Sanitation Code.

National Building Code of the Philippines

The National Building Code of the Philippines (NBCP) is a presidential decree issued by former
Philippine President Ferdinand Marcos. The exact decree number is P.D. No. 1096. It was signed
into law on May 18, 1978.
The NBCP outlines the minimum standards and requirements for the design, construction, and
maintenance of buildings and structures in the Philippines.
The Architectural Code of the Philippines is not a presidential decree. It is a set of guidelines and
standards established by the Professional Regulation Commission (PRC) under the Professional
Regulatory Board of Architecture. The PRC is a government agency responsible for regulating
various professions in the Philippines.
The Architectural Code of the Philippines was adopted and implemented through Board
Resolution No. 12, Series of 2010. This resolution outlines the specific requirements and guidelines
for the practice of architecture in the Philippines.
The code covers a wide range of topics related to architectural practice, including:
• Professional conduct: Ethical standards and responsibilities of architects.
• Educational requirements: Minimum qualifications for becoming an architect.
• Licensing and registration: Procedures for obtaining a license to practice architecture.
• Scope of practice: The specific activities and services that architects are authorized to
perform.
• Building standards: Requirements for the design and construction of buildings and
structures.
• Professional liability: Insurance and legal responsibilities of architects.
REFERENCE:
• Professional Regulation Commission (PRC): The government agency responsible for
regulating various professions in the Philippines, including architecture.
• Professional Regulatory Board of Architecture: The specific board under the PRC that
oversees the practice of architecture.
• Board Resolution No. 12, Series of 2010: The official document that outlines the
Architectural Code of the Philippines.

The National Structural Code of the Philippines (NSCP) is a set of guidelines and standards for the
design and construction of structures in the Philippines. It provides minimum requirements to ensure
the safety, serviceability, and durability of buildings and other structures.

The NSCP covers a wide range of topics related to structural engineering, including:
• Loadings: Types and magnitudes of loads that structures must be able to withstand, such
as dead loads, live loads, wind loads, and earthquake loads.
• Materials: Properties and requirements for different materials used in construction, such as
concrete, steel, and timber.
• Design methods: Procedures for calculating the required strength and stability of structural
elements.
• Construction practices: Guidelines for the proper execution of construction work, including
quality control and inspection.

• National Building Code of the Philippines (NBCP): The overarching code that governs
building construction in the Philippines, of which the NSCP is a part.
• Department of Public Works and Highways (DPWH): The government agency responsible
for overseeing the implementation of the NSCP.
The Fire Code of the Philippines (FCP) is a set of regulations and standards designed to prevent
and control fires in the country. It outlines requirements for fire safety measures in buildings,
structures, and other facilities.
The FCP covers a wide range of topics related to fire safety, including:
• Fire prevention: Measures to reduce the risk of fires, such as fire alarms, sprinkler systems,
and fire extinguishers.
• Fire protection: Systems and equipment designed to contain and extinguish fires.
• Fire escape routes: Requirements for exits, stairways, and other escape paths.
• Fire safety education: Training and awareness programs for building occupants.
• Fire investigations: Procedures for investigating the causes of fires.
REFERENCE:
• National Building Code of the Philippines (NBCP): The overarching code that governs
building construction in the Philippines, which includes fire safety provisions.
• Bureau of Fire Protection (BFP): The government agency responsible for enforcing the Fire
Code of the Philippines.

The National Plumbing Code of the Philippines (NPCP) is a set of regulations and standards
governing the design, installation, and maintenance of plumbing systems in the country. It aims to
ensure the safe, efficient, and hygienic supply of water and disposal of wastewater.
The NPCP covers a wide range of topics related to plumbing, including:
• Water supply: Requirements for water sources, treatment, and distribution systems.
• Wastewater disposal: Standards for sewer systems, septic tanks, and other methods of
wastewater treatment and disposal.
• Plumbing fixtures: Specifications for sinks, toilets, showers, and other plumbing equipment.
• Piping systems: Requirements for materials, sizes, and installation of pipes.
• Plumbing fittings: Standards for valves, joints, and other plumbing components.
• Plumbing inspections: Procedures for inspecting and testing plumbing systems.

building construction in the Philippines, which includes fire safety provisions.
• Bureau of Fire Protection (BFP): The government agency responsible for enforcing the Fire
Code of the Philippines.
