1. PROJECT:

1.2 Project Background:


The Government of India (GOI) has entrusted to the National Highways Authority of
India (NHAI/Authority) for the development, maintenance and management of New
green field project starting from NH-16 and connecting the Krishnapatnam Port
popularly known as KPCL on the eastern coast of India, which is located in the Nellore
District of Andhra Pradesh.
The M/s APCO Venkateshwara Expressway Pvt Ltd (hereafter called “Concessionaire”)
emerged as successful bidder to develop green field Six-Lane Highway Project. The
project Highway is 34.881km in length and mainly passes through Nellore districts in the
State of Andhra Pradesh. The awarded section is Km 57+046 to Km 91+927.
The Concessionaire shall be responsible for designing, engineering, construction, operate
and transfer of the project under and in accordance with the provision of terms and
conditions set forth in a concession agreement on Hybrid Annuity Model.
The scope of work will broadly include rehabilitation, widening of existing Minor Bridge
situated on existing NH-16 and new construction of Six-Lane standards with
construction of new pavement, construction of major and minor bridges, underpass,
culverts, road intersections, interchanges, drain etc.

1.3 Project Description:


The project stretch is greenfield alignment starting at NH-16 of km 57.046 to km 91.927,
Naidupeta-Turpukanupur and predominantly passes through plain terrain through
kurugonda, Vinnamala, rudravaram, vellapalem, kapuluru,Chilamathuru, Gudali,
Juvvalapalem, Turupkanupur, Chendodu, Kota, Biradawada, Nellorepalle, Pudur,
Karlapudi, Siddavaram, Marlapalli, Annamedu villages.
As per Schedule-A, the Latitude and longitude of start and end points of the project
highway are as given below:

1.4 Scope of Work


As per concession Agreement, the scope of work includes during the contract period:

• Construction of Project Highway on the site set forth in Schedule-A and as per the scope
specified in Schedule-B together with the provision of Project Facilities as specified in
Schedule-C, and in conformity with the specifications and standards set forth in
Schedule-D;
• Operation and maintenance of the Project Highway in accordance with the provision of
the Agreement; and

For this purpose, following activities are to be performed:

• Project start-up along with team mobilization and reconnaissance survey.


• To carryout site surveys and investigations viz. topographical survey, traffic survey (if
required) and sub-soil investigation.
• Detailed Design work based on the survey analysis and results including geometric
design, pavement design, preparation of GADs for bridges and structures etc.
• Design and construction of Service Roads and Connecting Road as per Schedule-B.
• Design and construction of Drains (Side/Median).
• Design and construction of interchange as per CA and relevant IRC codes.
• Improvement and construction of Major/Minor Bridges as per Schedule-B.
• Design and proposed Grade Separated structure including Flyover as per Schedule-B.
• Design and Construction of facilities as envisaged in Schedule-C including toll plazas.
• Road signage’s for MCW, service Road and Junctions as per IRC:67:2012.
• Pavement marking of MCW, Service road and Junctions as per IRC:35:2015.

1.5 Salient Features of The Project


For the better understanding and the arriving best possible designs within the gamut of
the provisions in Contract Agreement, it is essential to have thorough study of the
schedules and specifications. The key elements used in preparation of project scope
documents will be studied at length by design team. Various documents and the possible
issues that would be resulting will be studied in detail during the project planning and
development of design stage. These findings will be utilized while formulating the
design philosophy of the project.
The salient features of the project as per Schedule A, B and C are as shown in Table 1.3

1.6 Deviation From The Manual


As per Schedule D of HAM Agreement, the project highway shall conform to the
Manual of Specifications and standards for Six Laning of National Highways through
Hybrid Annuity Model (IRC:SP-87:2019), published by Indian Road Congress, except
the deviations specified in Schedule D.
The deviation from Manual Details are given in the Table 1.4.

1.7 Objectives of Design Basis report


The objective of design basis report are as under

• To propose the design standards to be followed during horizontal and vertical alignment
design along with all interlinked aspects for the project road.
• To serve as a platform for discussing the merits and de-merits of the design proposals for
the roads and structures.

This report is prepared based on our review of CA, relevant attachments,


addendums/corrigendum to the CA and our study of the project road.
The detailed engineering design proposals shall be worked out based on the engineering
studies and future requirements within the provisions of the concession Agreement.
In this report, the engineering design has been divided into following parts for explaining
the proposed design basis, standards and specifications:
• Road Geometric Design
• Pavement Design
• Drainage and Protection Works
• Project Facilities and Road Furniture

2. HIGHWAY DESIGN STANDARDS


2.1 General
The formulation of the design standards is required in order to avoid any inconsistency in
the design from one section to the other and to provide desired level of service and
safety. For this project, it is proposed to follow design standards as given in the manual
of “Specification and Standards for Six Laning of Highways through Public Private
Partnership” (IRC: SP:87-2019), published by Indian Road Congress, IRC codes,
guidelines and special publications; and MoRTH circulars as applicable to National
Highways. If any specific reference is missing in Manual, IRC and MoRTH
specifications then following standards shall be referred and the one considered the best
and most relevant shall be adopted:
• American Association of State Highway and Transport Officials (AASTHO)
• British Standards, Design Manual for Road and Bridges (DMRB)
• Any other National or International standard as considered suitable.

Latest version of the codes, standards, specifications etc., noted/published at least 60


days before the last date of bid submission will be used for design practice.

2.2 Design Elements


The geometric design of highway deals with the physical elements of the roadway
according to standards and constrains. Geometric design can be divided into two main
parts: Horizontal Curves and Vertical Curves. Vertical and Horizontal Curves together
provide three- dimensional layout for a roadway.

2.2.1 Terrain Classification


Project road predominantly passes through Plain terrain.

2.2.2 Design Speed


The design speed is a selected speed used to determine the various geometric design
features of the roadway. There are a number of factors involved in determining the
design speed of the particular road, including its functional classification, its geometric

design, the actual operating speed of the road, the maximum speed limit permissible by
law, and the traffic volume of the road.

For National Highways, the preferable design speed shall be desirable(ruling) design
speeds as per IRC: SP:87-2019 i.e. 100 Kmph and minimum design speed is 80 kmph for
the plain/rolling terrain. The design speed is given in Table 2.2.

2.2.3 Design Traffic and Capacity


Traffic study are mainly required for working out required capacity of road for deciding
the width of carriageway, which has already been stipulated in Schedule B. Further, the
traffic study provides the total traffic in MSA for pavement design. The project corridor
being a green field alignment, there is no existing road where the traffic is plying.
Therefore, the traffic survey is not proposed to be carried out because this needs a
network study beyond the project jurisdiction, which have been done by DPR consultant
for the Authority and accordingly the project has been envisaged. Hence, the design
traffic of 100 MSA shall be adopted for pavement design as stipulated in Schedule
B.

2.2.4 Proposed Right-of-Way (ROW)


A Proposed Right of Way (PROW) of 60m as specified in Annex-II of Schedule-A shall
be made available for development of a 6-lane highway by the Authority. Additional
land shall be provided for Toll plaza, interchanges, Truck Lay byes, etc. as per design
requirement

2.2.5 Width of Carriageway


The proposed width of carriageway of the Project Highway shall be 28m (2 x 10.5m
MCW + 2 x 1.5m Paved Shoulder + 2 x 2.0m Earthen Shoulder) excluding kerb shyness.
Width of carriageway shall be as per TCS given in Sch B.

2.2.6 Width of Median


Median will be provided including approaches to grade separated structure. Median
width shall be 5.0m including kerb shyness (0.5m on either side) as Annex-I of
Schedule-B.

2.2.7 Shoulders
In open country, paved shoulders of 1.5m width shall be provided and balance 2.0m
width of earthen shoulder shall be covered with 200mm thick layer of granular material
on outer each side of the Carriage way. At location of high embankment, the width of
paved shoulder has been proposed as 2.0m as per applicable TCS. The compositions and
specification of the paved shoulder and median edge strip shall be as that of the main
carriageway.

2.2.8 Cross fall


Camber for the carriageway, paved shoulders and kerb shyness shall be 2.5% for
bituminous surface and 2% camber for the concrete surface.
On super elevated sections, the paved shoulders will have the same cross fall as the
pavement and earthen portion of the shoulder on the outer side of the curve would be
provided with reverse cross fall of 0.5% so that the earth does not drain on the
carriageway and the storm water drains out with minimum travel path. The super-
elevation shall be restricted to 5% for desirable radius of curves and 7% for absolute
minimum radius of curves.

2.2.9 Speed Changing lanes


Entry Exit arrangement shall be provided as per alignment plans & Profile of the Project
specified in Annex-III of schedule A and as per IRC:SP:87-2019.

2.3 Geometric Design Standards For Main Carriageway

2.3.1 Horizontal Alignment


Generally, the alignment shall be followed as given in Annexure-III and Annexure-IV of
Schedule A. Since, the alignment shall be designed in such a way to accommodate all
elements of project highway within the acquired land, however, the major deviation, if
any, due to land constraints, shall be intimated along with submission of design and
drawings.

2.3.2 Radius of Horizontal Curves


The desired minimum and absolute minimum radius as per IRC: SP:87-2019 given in the
Table 2.3 for plain and rolling terrain.

2.3.3 Transition (Spiral ) Curve


Transition length at curve locations will be based on clause 9.5 of IRC:73-1980 that
gives minimum transition lengths for different speeds and curve radii.

2.3.4 Super Elevation


As per IRC:SP 87-2019, super elevation shall be limited to 7% if the radius of the curve
is less than desirable minimum. If the radius of curve is more than desirable minimum,
super elevation will be limited 5%. As per clause 9.3 of IRC:73-1980, for design speed
of 100kmph and camber of 2.5%, super elevation is not required for radius of curve
greater than 1800m for flexible pavement. Design formula and method of attaining super
elevation will be as per clause 9.3 of IRC:73-1980.

2.3.5 Sight Distance


Sight distances, in the context of road designs, is, how far a road user (usually a vehicle
driver) can see before the line of sight blocked by a hill crest, or an obstacle on the inside
of a horizontal curve or intersection. Insufficient sight distance can have implications for
the safety or operations of a roadway or intersection. The ability to see ahead is of
critical importance in the safe and efficient operation of a vehicle.
Sight distances are a direct function of the design speed, perception-reaction time, driver
eye height, object height and the coefficient of pavement friction.

2.3.6 Safe Sight Distance


Stopping sight distance is the distance travelled while the vehicle driver perceives a
situation requiring a stop, realizes that stopping is necessary, applied the brake, and
comes to a stop. Safe stopping sight distances for different design speed are given in
Table 2.4.

2.3.7 Intermediate Sight Distance


Intermediate sight distance shall be followed as far as possible being a new construction.
Intermediate Sight Distance (ISD), corresponding to design speed is given in Table 2.5.

2.3.8 Vertical Alignment


Vertical Alignment will be designed in such a way that smooth longitudinal profile is
maintained to avoid kinks and visual discontinuities. As per clause 10.1 of IRC:73-1980,
there should not be change in grade within a distance of 150m. The desirable minimum
distance between consecutive Vertical Intersection Points of 150m will be maintained.

2.3.9 Gradients
The ruling and limiting gradients as per IRC: SP:87-2019 are given in Table 2.6.

A minimum gradient of 0.3% shall be provided to the extent possible along the project
highway.

2.3.10 Vertical Curve


Vertical curves are the second of the two Important transition elements in geometric
design for highways, the first being Horizontal curves. The design of the curves is
dependent on the intended design speed for the roadway, as well as other factors
including drainage, slope, acceptable rate of change, and friction. These curves are

parabolic and are assigned stationing based on a horizontal axis. Vertical curves shall be
provided at all grade changes exceeding 0.5%.
Vertical curves will be designed to provide for visibility as per the sight distance
described above in Table no- 2.4 & 2.5. All the summit curves shall be designed for
intermediate site distance as per Table-2.5 and all valley curves shall be designed for
Head light distance which is equal to Safe stopping Distance as given in Table-2.4. As
per IRC: 73-1980 and IRC: SP: 23 design standards, the minimum lengths of vertical
curves are 60m for design speeds of 100Kmph.

2.4 Design Standards for Service Roads And Connecting Roads

2.4.1 Design Speed


As per clause 2.12.2.4 of IRC: SP:87-2019, a design speed of 40Kmph shall be adopted.

2.4.2 Horizontal Curve Design


For a design speed of 40Kmph, the minimum radius of horizontal curve will be 60m in
plain and rolling terrain. However, it will follow the geometric design of MCW being
parallel to MCW except at Trumpet location.

2.4.3 Transition Curve Design


For a design speed of 40Kmph and curve radius of 60m, minimum transition length as
per Table 17 of IRC:73-1980 is 75m. However, it will follow the geometric design of
MCW being parallel to MCW except at Trumpet location.

2.4.4 Camber and Super-elevation


The service road being designed for 40 kmph a camber of 2.5% shall be provided and in
general the super-elevation is not required.

2.4.5 Entry and Exit of Service Road


The entry and exit of service road shall be provided as per alignment plan and profile of
the Project specified in Annex-III of Schedule-A and as per Fig 2.1A of IRC: SP:87-
2019 as applicable. At grade junction shall be developed at VUP/ LVUP locations as per
provision in Schedule B.

2.5 Summary of Cross-Sectional Elements And Design Standards


Based on Schedule-B, the cross-sectional elements and design standards, which are
applicable for project highway, are summarized at Table 2.7.

2.6 Intersections
The cross roads underneath the Flyovers, Interchange, Underpass shall be treated as At-
Grade intersection as provisioned under para 4.1 of Annexure-I to Schedule B. These
junctions of the crossroads shall be developed as at-grade intersection as per
requirements stipulated in the manual subject to availably of the ROW. Also the
connecting roads to service roads shall be developed as junction within available land.

2.6.2 Emergency Median Opening


As per para 8 of Annexure-I to Schedule B the emergency median opening with
detachable barrier shall be provided for traffic management for maintenance work and
vehicles involved in accidents. Such barriers shall be located at ends of interchanges and
rest area. The location shall be reviewed once the plan and profile are finalized for
highway. Such opening shall be avoided on super-elevated curves and ramps on
structures.

2.6.3 Service Road/Slip Road/ Connecting Roads


The location and length of the Service Roads shall be provided as per Schedule B of the
HAM Agreement, Width of 7.0m/ 7.50m (as per TCS) for Service Roads will be
provided. A design speed of 40 kmph shall be adopted for Service/Slip road. Service/Slip
road shall be merged with main carriageway as per IRC SP 87 2019 as per location
shown in Alignment plan (Annexure-III of Schedule A). The length of Service Road to
be provided is listed in table below:

2.7 Typical Cross-Section


Typical cross section shall be prepared based on Typical Cross Section provided in
Schedule-B along with developed plan and profile of the project. Accordingly, the
updated TCS Schedule shall be submitted along with plan and profile for review of
Independent Engineer considering the below points:

• Any variations in the lengths specified in the TCS schedule as per Sch. B, shall not
constitute a Change of Scope, save and except any variations in the length arising out of a
Change of Scope expressly undertaken in accordance with the provisions of Article 16.
• Chainage may be adjusted according to location of structures as per drawings.
• The requirement of kerb in the median for surface drainage at super elevated portions and
approaches to structures shall be finalized in consultation with Independent
Engineer/NHAI. TCS for super-elevated location shall follow dimension of elements as
per applicable TCS, with additional provision of median drain.
• Carriageway width tapering shall be provided as per manual.

2.8 Embankment And Cut Section


Construction of new road embankment/cuttings shall conform to the Specifications and
Standards given in section 4 of the IRC: SP: 87-2019 and the specified cross-sectional
details. Notwithstanding anything to the contrary contained in Agreement or IRC: SP:
87-2019, the proposed profile of the project highway as indicated in the Annex-III of
Schedule A shall be treated as minimum requirement and an approximate assessment.
Based on site/design requirement, the Concessionaire shall design the alignment plans
and profiles of the project highway based on site/design requirement mentioned in
Schedule D with approval from the Independent Engineer within the available Right of
Way. However, it shall be followed as per Sch B that bottom of subgrade level shall be at
least 1500 mm above HFL/Existing ground level at the edge of shoulder portion, except
at isolated hump or cut locations. The FRL at structure location shall be governed as per
design of the concessionaire with due consideration to vertical clearance required as per
provision of Schedule B.

2.8.1 High Embankment


In high embankment and approaches to bridges, special arrangement for protection of
slope shall be provided as per IRC: SP:42-2014, in order to ensure that embankment
slopes maintain their shape during the monsoon season. Drainage arrangement shall
include provision of kerb channel at edges of roadway to channelize the water, and cc
lined chutes along the slopes at desired intervals to discharge water into the side
channels.
Embankment with height 6m or above shall be designed in accordance with IRC:75-
2015 considering slope stability, bearing capacity, consolidation, settlement and safety

considerations. Side slopes and earthen shoulders shall be protected against erosion by
providing a suitable vegetation cover, kerb channel, chute, energy dissipation basin,
stone/cement concrete pitching etc.

2.8.2 Slope Protection Measures


The side slope shall be protected by using suitable slope protection measures wherever
required in accordance with Schedule-D.

2.9 Drainage
Road side drainage system shall be provided as per TCS drawing given with Schedule-B
and median drainage system shall be provided as per Schedule-D in conformity with
IRC: SP:87-2019 and IRC: SP:42-2014. As far as possible, longitudinal slope shall not
be less than 0.2% for the lined drain and 0.1% for unlined drains. Permissible non-
erodible flow velocity for corresponding earth surface as mentioned in Table 7.1 of IRC:
SP:42-2014 shall be kept in view. The side slope of unlined drains shall be as flat as
possible and shall not be steeper than 2H:1V.
Drainage system of cross roads shall be maintained. RCC pipe of size as mentioned in
Schedule-B shall be provided wherever required across the cross road to maintain
longitudinal drainage along the project highway. RCC Drain cum footpaths shall
conform to the cross- sectional features and other details specified as per section 3.0 in
Schedule-B. However, modification required, if any, shall be shown in drawings
submitted to Independent engineer for review.
Tentative length of Trapezoidal Unlined Drain – 21.507km LHS + 13.702km RHS=
35.209km
Tentative length of Rectangular lined drain – 11.185km LHS +14.355km RHS =
25.540km

2.10 Pavement Design


As per clause 6 of Annexure-I of Schedule-B of Contract Agreement the following
(reproduced from Schedule B) provisions has been specified for pavement design and
construction. A separate pavement design report shall be submitted for review of
Independent Engineer.
Pavement design shall be carried out in accordance with Section 5 of the Manual.

2.10.1 Type of Pavement


The pavement shall be flexible type for entire length of project highway except for toll
plaza locations.

2.10.2 Design Requirements


The pavement shall be flexible type for entire length of project highway except for toll
plaza locations. Rigid Pavement shall be provided for Toll Plaza locations.

2.10.3 Design Period and Strategy


Flexible pavement shall be constructed for the entire length of Project Highway
including paved shoulders. Flexible pavement shall be designed for a minimum design
period of 20 years and minimum sub grade CBR of 10% whereas rigid pavement shall be
designed for a minimum design period of 30 years. Stage construction shall not be
permitted.

2.10.4 Recommended Pavement Design


Pavement design shall be carried out in accordance with Section 5 of the Manual. The
pavement shall be flexible type for entire length of project highway except for toll plaza
locations. Rigid Pavement shall be provided for Toll Plaza locations. Flexible pavement
shall be designed for a minimum design period of 20 years and minimum Subgrade CBR
of 10% whereas rigid pavement shall be designed for a minimum design period of
30years. Stage construction shall not be permitted.

Flexible pavement of Main Carriageway shall be designed for design traffic of 100MSA
or actual design traffic as per manual whichever is higher and flexible pavement for
connecting/ cross/ service/ slip road shall be designed for design traffic of 10MSA or
actual design traffic as per manual whichever is higher.
Note:
The Pavement crust composition shall be designed in accordance with latest guidelines
of IRC 37-2018 and IRC: SP:98. The Type of pavement crust may be decided in
consultation with Independent Engineer.
The Concessionaire shall use waste plastic in the bituminous layers of Service Roads in
accordance with latest guidelines of IRC-SP-98.

2.10.5 Rigid Pavement Design


Rigid Pavement shall be provided at Toll plaza location, Thickness of the layers
provided below.

2.11 Utility Corridor

3. PROJECT FACILITIES

3.1 General
The Concessionaire shall construct the project Facilities described in Annex-I to
Schedule C of Concession Agreement, to form part of Project Highway.

3.2 Description of Project Facilities


Each of the Project Facilities is described below:

3.2.1 Toll Plaza


The Toll Plazas on loops / ramps / main carriageway shall be provided as per Schedule D
and minimum lane requirement in the opening year are as follows.

• The Toll Plaza shall be designed and constructed as per IRC: SP 84-2019 considering the
modification as per NHAI Circular NHAI/Policy Guidelines/Management of Toll
Plaza/2021 Policy Circular No. 17.5.82 dated 24th May, 2021.
As per aforementioned circular the layout as provided in Annexure-II of Schedule C
shall be followed.

• Entry approach to each toll Booth shall be having Weigh in Motion equipment. It is
clarified that WIM shall not be proposed for Exit ramp Toll plaza. In addition to WIM,
Static weigh Bridge (SWBs) shall be provided on each direction as per manual.
• Based on the minimum toll lane requirement as given above, toll booths, toll Booth
complex, weighbridges, electrical systems, toll Booth and all other facilities
required/mentioned in manual shall be provided as per Schedule D with approval from IE
and NHAI.
• RE wall/Retaining wall shall be provided at toll Booth locations to restrict the
embankment slope within the right of way, if required.
• The Concessionaire shall design and provide toll lane subject to minimum specified
above. The capacity of Toll lanes shall be as per NHAI Circular dated 24th May 2021.
• All Toll Lanes in both direction of traffic shall be ETC/ FASTag lanes.
• A separate toilet facility for road users shall be provided near toll plaza location along
with parking facility. One toilet block on each direction shall be provided as per drawing
at Annex-II of Schedule-C. These toilet facilities shall follow CPWD specifications for
sanitary ware items and fittings such as EWC, wash basin, Washbasin-Under counter,
Urinal flat back, PVC Cistern, IWC Orissa Pan, Flush Value CP, Wash Basin pillar cock-
CP, Bib Cock CP, Health Faucet, W/c Bib cock, Wash Basin angle cock.
• Point of Sale (POS)with card swapping machines shall be provided.
• Adequate surface and sub-surface drainage system at toll plaza area will be provided.

3.3 Advanced Traffic Management System (ATMS)


The Concessionaire shall design, install, operate and maintain Highway Traffic
Management System (HTMS)/ Advanced Traffic Management System (ATMS) as part
of the project facilities. Advanced Traffic Management System (ATMS) shall be
provided as specified in Manual and NHAI policy circular technical 214/2016 Dt.
15.09.2016 and further amendments. Briefly, ATMS component to be deployed shall
inter-alia include:

Detailed proposal of the ATMS shall be submitted for review and approval of IE/ NHAI.

3.4 Road Side Furniture


Roads side furniture shall be as per Section 9 of the Manual and shall include:

3.4.1 Kilometer and Hectometer Stones


Kilometer and Hectometer stones shall be provided for entire project highway as per
relevant IRC guidelines.

3.4.2 Traffic Signs


Traffic Signs shall include roadside signs, overhead signs and kerb mounted signs etc.
and road markings along the entire Project Highway. The detailed signage plan
indicating places, direction, distances and other features marked on the change plan shall
be prepared as per the manual requirements and the same shall be finalized in
consultation with IE/NHAI as per site requirement. The color, configuration, size and
location of road signs shall be in accordance with IRC:67:2022.
Minimum 02 no of gantry overhead signs and cantilever signs shall be provided at toll
plaza location. Excluding overhead signs at Toll locations, Traffic signs shall be
provided as per below Table.

3.4.3 Pavement Marking and Road Studs


Road marking shall be provided for the entire project highway. The detailed plan with
typical arrangement shall be prepared for review of IE. Road Markings shall be as per
IRC:35-2015. Road studs shall be provided as per IRC SP 87-2019.

3.4.4 LED Traffic Blinkers:


These shall be provided near pedestrian crossings, public gathering places (Educational
Institutions, Hospitals, Worshipping places etc), cross roads, intersections & median
openings.

3.4.5 Row Boundary Fencing


Fencing shall be provided along the entire length on either side (including transverse
requirements at structure locations) in accordance with Schedule B and Schedule D.
Fencing shall be provided on entire length on either side of the Highway to prevent entry
of pedestrians, animals and vehicles, leaving space for utilities. Fencing with welded
steel wire Fabric 75 mm x 50 mm (Providing 1.20 metre high fencing with angle iron
posts 50 mm x 50 mm x 6 mm at 3 meter center to center with 0.40 meter embedded in
M15 grade cement concrete, corner, end and every 10th post to be strutted, provided with
welded steel wire fabric of 75 mm x 50 mm mesh or 75 mm x 25 mm mesh and fixed to
iron posts by flat iron 50 x 5 mm and bolts etc. The fencing posts shall be embedded in
concrete of minimum M15 grade and shall be designed to take care of wind forces and
other loads likely to occur. All exposed metal surfaces shall be painted with anticorrosive
paint.

3.4.6 Crash Barriers

3.4.6.1 Thrie Beam Steel Barrier


Thrie beam crash barriers shall be provided in entire length at both edge of median as per
TCS referred in schedule-B but excluding stretches covered by bridges/structures, where
concrete barriers to be provided.

3.4.6.2 W-Beam Crash Barrier


W-Beam crash barriers shall be provided in entire length on outer side granular shoulder
of each main carriageway as per TCS referred in schedule-B but excluding stretches
covered by bridges and RE wall structures, where concrete barriers to be provided.
Concrete barriers shall be provided on bridges/structures, RE Walls/ retaining walls as
specified in Schedule B and Schedule D.

3.4.7 Anti-Glare Reduction measures:


Shall be provided as per Manual. Since median width is 4m therefore, shrubs plantation
shall be proposed as per IRC-SP-21.

3.4.8 Operation and Maintenance centers


Operation and Maintenance center shall be provided as per Schedule D and as specified
in Schedule C of the Contract as per availability of land near Toll plaza or in loop at
Trumpet location.

3.4.9 Highway Lightning:


Highway Lightning (LED) shall be provided on MCW as well as SR at the following
locations:
i. At Toll Plaza, Rest Areas, Truck Lay bye, and Operation & Maintenance Centre as given
in this Schedule C, Interchanges, Grade Separators including approaches and slip
roads, and junctions etc. as given in Schedule-B.
ii. Solar lightning shall be considered near junctions, interchanges and at toll plaza
locations. Solar panels also to be established at any other preferred locations along
with Conventional lighting.

3.4.10 Pedestrian Facilities:


It shall include following provision:
i. Pedestrian Guard Rail shall be provided at service road locations as per TCS proposed in
Schedule B.
ii. Footpath shall be provided as per TCS proposed in Schedule B.

3.4.11 Rest Areas (Way side Amenities)


Way side amenities/Rest Area each of 02 Hectares shall be developed at following
locations with only Boundary wall (minimum 3.5 m height above existing Ground level)
and lightings.

3.4.15 Landscaping and Tree Plantation:

3.4.15.1 Median:
Median plantation including maintenance shall be as per provision of IRC SP-21 and
Manual requirements.

3.4.15.2 Avenue:
In addition to compulsory afforestation specified in Schedule B, tree plantation and
landscaping shall be done as per IRC: SP:21 and Section 11 of the Manual on the project
highway.

3.4.15.3 Landscaping and tree plantation


Shall be done on the project highway, but not limited to the following subject to
availability of ROW.
• Median
• Grade Separated intersections
• Entry and Exit ramp
• At grade islands of intersection locations
• Toll Plaza Area
• Wayside Amenities
• Road side
• Bus bays
• Truck Lay byes
• Operation and Maintenance Centers
• Any other locations as per requirements of Clause 11.3 of the Manual.
