Track down:
 If a line is provided with Track circuit , SM shall ensure the
clearance by observing the track indicators.
 Failure/ disconnection of TC:
 Before authorizing a movement , SM shall personally ensure
that the reception/ despatch route is free from visible
obstruction.
 In case , Despatch by Calling ON during track down
condition :
 Ensure the clearance of the route from starter upto next stop
signal.
 And make entry in Calling on signal counter register as “
clearance of the route of dispatch is ensured”
 If it is not possible to ensure from the place of operation of
the signal, Issue C.O to observe 10 kmph upto next stop
signal.

2. Rusty Rail:
 If there is a lapse of more than 24 hrs between two successive
movements on track circuited line, the line shall be deemed to
be rust.
 Place Rusty rail caps on the relevant signal/points on the
panel (or) enable in VDU.
 SM shall not rely on track indications on panel / VDU.
 Before permitting any movement, SM shall personally ensure
the clearance of the line.
 If there was no movement over a Track circuited line for 24
hrs OR
 if there was stabling of vehicles on a line for 24 hrs without
disconnection,
 SM shall not rely on the track indications for TWO
movements and he shall ensure the clearance of the line
personally.
 During these two movements, if track indications are
shown correctly, normal working can be resumed. If
not, the track circuit is treated as failed

3. Explain Automatic block system:


 Entire section shall be provided with Continuous Track Circuiting
or Axle Counters.
 Line between two block stations may be divided into a series of Automatic
Block Signalling Sections.
 Automatic Block Signalling Section is the portion of the running line
between two consecutive Stop Signals.
 Normal aspect of automatic stop signal is proceed.
 It automatically assume ,
o ON aspect, as soon as it is passed by the Train or occupation of track
o OFF aspect, if the line is clear upto,
o Next Stop Signal in advance+ adequate distance- Double line
o Next Automatic Stop Signal or Manual Stop Signal in
advance+ adequate distance - Single line
 The Adequate distance shall be not less than, 120m- Double line and
180m- Single line
 May be reduced by CRS.
On Single line Automatic Block system:
 Before starting a train , DOT shall be established .
 To establish DOT, Line Clear shall be obtained from the Block Station in
advance.
 To give Line Clear, the line is clear upto FSS of station in
advance + 180 m
 After establishing DOT, all Stop Signals against the DOT shall be
at ON.

4. Single line working on double line in Automatic block System:


 SM shall introduce this procedure getting reliable information in
writing.
 Issue the following particulars to SM at other end, under exchange
of PN.
o Cause of introduction.
o Proposed line of working.
o Source of information.
o Place of obstruction
o Speed restriction if any
o Last train no & timings.
 Line clear shall be obtained by authorized means of
communication.
 To grant line clear, Line shall be clear upto FSS +180 m in right
direction and FSS/LSS ( whichever comes first) +180 m in wrong
direction.
 To start each 1st train in wrong direction or right direction , SM s shall
exchange PN.
Wrong direction trains- Despatch:
 Each 1st train : PLCT + T/A 912 + T/511 + C.O for 25 kmph
 Subsequent trains : PLCT + T/A 912 + T/511 + C.O with
information only.
Wrong direction trains- Reception:
 Written memo as per SR 5.10 + C.O + Piloting
Right direction trains – Despatch:
 Each 1st Train : PLCT + C.O for 25 kmph
 Subsequent trains : Automatic indication + C.O with information
only.
Right direction trains – Reception:
 By taking off signals.
 After the removal of the obstruction, Normal working shall be resumed
under exchange of PN with other end SM and SCOR.

5. LC inside Station Limit Failed (OR) LC interlocked with Reception and


Despatch signal Failed:
 If the failure is caused by any Road vehicle , Inform JE/P.Way
& RPF .
 LC gate is treated as Non interlocked and PN is exchanged
with GK.

LC interlocked with Home Failed:


 Clamp & padlock all the points lying over the route.
 Ensure physically and make entry in station diary.
 Issue T/369(3b).

LC interlocked with Starter Failed:


 Clamp & padlock all the points lying over the route.
 Ensure physically and make entry in station diary.
 Issue T/369(3b) along with PHS.

LC interlocked with LSS Failed:


 Issue T/369(3b) + endorsement + PN
 Make one more endorsement in T/369(3b) that “ LSS also protecting the
LC No……and the LP shall proceed cautiously upto the gate and
Observe the PHS at the LC”

6. BD & MRV Spl:

 BD(ART) Spl , MRV Spl and SPART are Relief trains to be started
during accident.
 The locations are mentioned in ACCM and WTT.
 SM of the station where these relief trains are stabled is responsible to
start these trains within the Target time.
 This target time is reckoned from the time the siren is sounded till the
special is berthed ready in all respects to start.
 Target time for MRV/SPART:
o Single exit : 25 mts
o Double exit or terminal station: 20 mts.
 Target time for BD spl (ART) :
0600 hrs to 1800 hrs : 30 mts
1800 hrs to 0600 hrs : 45 mts.

7. Role Of SM during Serious Accident:

1. Advice:
 Give All Concerned Message through Control immediately.
 Stop Train movements on Adjacent line in D/L, Multiple line Sections.
 Put Train On Line Caps on Block Instrument.
2. Starting of Relief Trains:
 On getting message from Controller, SM shall immediately arrange to
sound Siren
 If it fails take alternate measures (Test Switch, Engine whistle, Ringing of
Station Bell)
 Arrange to start BD/ MRV Specials within the following target time,

BD SPECIAL MRV

0600-1800 Hrs 30 Minutes Single Exit 25 minutes

1800-0600 Hrs 45 Minutes Double Exit 20 minutes

Terminal Station 20 minutes

 If Scale II ARME available at his Station, arrange to transport the same


quickly.
3. Other Measures:
 SMs of either end of accident spot shall keep the lines free for Reception
and Re- marshalling of Accident Relief Trains.
 The SM should inform the doctors and hospitals by using ACC Forms
8- 12.
 He shall communicate Civil Authorities like District Magistrate,
Tahsildar, Police , Fire Brigades, 101, 108, etc.
 He shall maintain close liaison with officer in charge at the Accident site
as well as the Controller.
4. Co-Ordination with other Departments:
 Advise Commercial Department for arranging water , food, Refund etc.
 Advise Security Department for to protect Properties of Railways &
Passengers
 Advise Electrical Department for Lighting facility.
 Advice S&T Department Public Announcement System, Free Telephone.
 Advice Personnel Department for arrange Ex-gratia payments,
complementary Passes .
 Ensure that frequent announcement is made about Regulation/ Diversion/
Cancellation of Trains due to Accident.
5. Log Book:
 SM shall keep a record of events with timings & convey the same to
Controller then and there.
