to achieve at least 23% by 2025 and

• Up until 2023, the country has
constantly failed to realize its annual
targets, only achieving 13% of the
renewable energy mix as opposed to
its original target of 17% on the year.
• The industry has proven to develop over
the years, although at a slow pace of
1-2% annually. The ultimate goal: 31% renewable energy
share in the primary energy mix by 2050.

Establishment of Governance Guide for Renewable Energy Project Development

Effective [ɪˈfɛktɪv]
successful in producing a desired or intended result
Policies created should keep the ultimate goal in mind, which is to reach net zero
emissions in the energy sector by 2050. All strategies created in multiple aspects should
be aligned together to reach the goal.

Progressive [prəˈɡrɛsɪv]
developing or happening gradually
The policy should be periodically evaluated to assess the realization of the strategies
implemented. Through this method, a more developed policy can be established to
meet the net zero emission target that has been set.

Implementation Policy
An implementation policy refers to a specific set of guidelines, procedures, and actions
designed to translate a broader policy or strategic goal into concrete and achievable
steps. It is focused on the process of putting a policy into action, providing detailed
instructions on how to execute and achieve the objectives outlined in the policy.

• A standardized policy in all aspects: the data that must be provided by the project owner, the types of
administrational documents required, the ceiling tariffs that are applied.

• Investors will be more willing to join as a more transparent policy would create a clearer path for the
project development process.

• The 31% renewable energy mix by 2050 will be achieved in a clearer and more measurable way.

Research Project and Thesis Plan

• Policy and Innovation is one of the core research
themes by the Energy Futures Lab of Imperial
College London.
• As a student at MSc Sustainable Energy Futures, I
plan to engage research in this topic and
contextualize it to solve the problems in Indonesia.

The research theme aims to:

• Design new policy frameworks and strategies to
unlock the full potential of the energy transition.
• Produce multidisciplinary research that
identifies solution to complex policy problems.

I answered questions 3-8 using the STAR framework. The

questions are similar to common interview questions so try
imagining yourself answering it verbally, then write it down.

I provided this as what I learned during my

• University major
• Relevant courses
• Bachelor’s thesis

(4) Problem Exposition

Some exposition to explain the question in the
previous paragraph: “How come Indonesia has yet
to achieve this stage?”.
Provide data and facts to familiarize readers with
the problem and its impacts (inserting credible
resources is really important!)

Notice the structure in my paragraph:

1. First sentence mentions the problem (be
specific!)
2. The sentences that follow are all the data and
facts that support the problem I mentioned.
3. I ended the paragraph with a conclusion of
the problem. This is in the form of a
reasoning of why the realization of energy
transition is slower than expected (back to
the first sentence).

In this paragraph, I mentioned both the ideal
condition that I hoped to happen in Indonesia,
and the actual condition in reality. From this, I’m
able to state the problem statement:
a lack of standardized implementation
framework.

After the problem statement is established, I used
the next paragraph to affirm it using what I

readers a further context that the problem that I
mentioned isn’t something that only exists
theoretically, but it’s a real problem in life that
needs to be addressed.

of why I chose this university. This reason may vary

Note: Remember that I only have one university

in my application.
If you’re choosing more than one university, you
have to elaborate on each university and your
reasonings.

If you have more than one university choice:

Due to word limit restriction reasons, I
recommend writing one paragraph for your
university and your program and using the next 1-2
paragraphs to elaborate on your other choices.

(9) Program Introduction

Highlight a specific reason of why the program you
chose is special and what differs it from other
universities that may offer the same curriculum.

Mention actual subjects from

the program that interest you.

(10) Contribution to Indonesia

Elaborate on what kind of contribution you will
bring back to Indonesia and how you will achieve
it. Be SMART when writing this.

Here are some things I wished I could’ve improved

in this part:
1. Giving a time bound on my steps towards
realizing my vision
I didn’t mention any specific year for my
smaller milestones, which I should have as it
gives a sense of urgency of why I must take
the master’s degree immediately
2. Research your future role thoroughly
In my interview, I changed my answer from
the Directorate General of Electricity to the
Directorate General of New, Renewable
Energy, and Energy Conservation. I didn’t do
enough research to realize that there’s a more
fitting role that I want to fill in.

highlight that to realize your contribution in

component in it.
