Definition – Metalliferous mine includes every mine other than a coal or oil
mine (as per the Metalliferous Mines Regulations, 1961).

1. APPLICABILITY
This Crisis Management Plan (CMP) of the Ministry of Labour and Employment (MoLE) shall
be applicable in the event of disaster in metalliferous mines except Atomic Mineral mines
(i.e., this CMP is not applicable for Coal mines, Oil mines and Atomic Mineral mines). For this
purpose, any incident originating out of following events shall be termed as DISASTER, if ten
or more lives are either lost or threatened in the affected metalliferous mines.
a) The Mine Manager/Agent shall send the first information report immediately about
the incident (disaster) in the prescribed format (Annexure - I) by fax or e-mail/phone
call/WhatsApp to the concerned District Magistrate/District Collector and to the Zonal
& Regional or sub-Regional Office as applicable, of Directorate General of Mines
Safety (DGMS), under whose jurisdiction the concerned affected mine falls.
b) The Owner/Nominated Owner/Chief Executive of the company operating the affected
mine-lease shall, after due scrutiny and corrections, if required, forward immediately
First Information Report in Annexure-I to the DGMS Headquarters Dhanbad.
d) The Nodal Officer shall also instruct the Control Room Incharge of MoLE/ DDG (NZ),
DGMS Ghaziabad to set up the control room at Ministry immediately within an hour.
f) The Secretary, Ministry of Labour & Employment shall inform about the occurrence
of the disaster to Cabinet Secretary/Convenor NCMC and PMO.
3. The composition of NCMC as given in the guidelines contained in the revised Crisis
Management Plan, 2019 circulated by Government of India is as under –
*Joint Secretary (TS Cell), Cabinet Secretariat will be the Convener of the NCMC.
i. The Bureau Head (dealing with DGMS), Ministry of Labour & Employment shall finalize
the Crisis Management Plan for dealing with the situation arising out of disaster in
metalliferous mines except Atomic Mineral mines and furnish copies of the Crisis
Management Plan to the NCMC and to the supporting Ministries/Departments.
iii. The Secretary, Ministry of Labour & Employment shall constitute a Crisis Management
Group immediately after receipt of information about disaster in the mine for reporting
all developments to NCMC and seeking its guidance as and when necessary.
i) The control room established at Ministry of Labour & Employment shall be put into
operation by DG, DGMS in consultation with Bureau Head, MOLE, which shall be
manned round the clock on 24 hour basis after receipt of information about disaster.
ii) A control room shall also be established immediately after receipt of information of
disaster/major accident, at respective Zonal Office of DGMS under whose jurisdiction
the concerned affected mine falls and also at concerned Mine Site. It shall function
under the direction of Dy. Director General of Mines Safety of concerned zone. These
control rooms shall make a close liaison and shall update the Control room established
at the Ministry of Labour & Employment, New Delhi. Further, liaison with various
response agencies including the District Police Control Room, NDMA and MHA may
also be done.
iii) The DGMS in consultation with Bureau Head, Ministry of Labour & Employment shall
also set up a damage assessment team which will try to reach the site of incidence
within 24 hours for assessing the capability of local agencies to respond adequately to
the needs of the hour so that the necessity of Central assistance is suggested,
responses are augmented and necessary directives to the affected areas are issued.
iv) The DGMS in consultation with Ministry of Labour & Employment may seek assistance
from Ministry of Mines, if required, to co-opt members in Crisis Management Group
and in damage assessment team, and for manning the control room. Ministry of Mines
shall render the required assistance, if requisitioned.
v) The MOLE/DGMS shall periodically assess the efficiency of the contingency plan by
holding simulation exercises.
B. The Director General of Mines Safety shall send First Information Report to the
Ministry of Labour & Employment.
D. If more than 20 lives are threatened the Secretary, Ministry of Labour &
Employment shall report the disaster to NCMC and send a copy of the First
Information Report to the members of NCMC.
H. Control Room Incharge shall inform the In-charge of local NDRF battalion
immediately regarding nature, time, location and all other relevant details of the
disaster which shall be updated from time to time.
6. INCIDENT RESPONSE TEAM (IRT): On the basis of the IRS, following IRT
has been formed giving out specific charter, role and responsibilities of all the
concerned functionaries involved in disaster Management. The composition of
the Crisis Management Group under Ministry of Labour & Employment will be as
under:
a) Secretary (L&E) - Chairman
b) Special Secretary/Additional Secretary - Member
c) Joint Secretary (dealing with DGMS) - Member
d) Director General, DGMS - Member

The Incident Response Team will be mainly responsible for dealing with the situation and
reporting all developments to NCMC and seeking its directions / guidance as and when
required. Specific role/responsibilities of functionaries/members mentioned above at a),
b), c) and d) are given at para 4 and that of e) is given at para 8 d.
*Representative of CWC/Mo Jal Shakti shall give the advance information to the nodal
officer regarding release of water from the dams on the upstream side of the mine.
**Representative of IMD shall give the advance information to the nodal officer
regarding excessive rainfall/ cloud burst etc. on the upstream side of the mine.
The following officials shall be members of Damage Assessment Team in addition to any
other officer(s) as Secretary (MOLE) may think necessary:
a) Deputy Director General of Mines Safety of the Concerned Zone where the mine is
located
b) Regional Controller of Mines, IBM
c) Mine Owner / Nominated Owner / Chief Executive Officer of the Mining Company
operating the affected mine-lease.
d) Director of Mines Safety, DGMS of the Concerned Region where the mine is located
– Convener
e) Director/Dy. Director, Geology & Mining Dept. of concerned State.
a) A Room at ground floor in Shram Shakti Bhavan, Rafi Marg, New Delhi has been
established as Control Room in the Ministry of Labour & Employment.
b) A desktop with internet connection and video conferencing facility are provided in the
control room. Sitting / working arrangement for at least five persons and other
furniture has been provided.
c) Control Room has been provided with communication facilities to communicate with
all the stake holders which include mine management at the crisis point, officials of
the concerned State Government(s) and other concerned Ministries / Departments of
Government of India and with the Control Room of Cabinet Secretariat. The following
facilities/equipment shall also be made available in the Control Room:
d) Control Room shall be under the control of an officer (Dy. Director/Director) from
Northern Zone, Directorate General of Mines Safety authorised and specifically
designated for the purpose by DGMS.
e) Ministry of Labour & Employment and DGMS shall conjointly depute adequate
number of teams, each comprising of one officer and one LDC/UDC for manning the
control room round the clock during the crisis.
f) Two vehicles along with drivers shall be arranged immediately by the MOLE/DGMS to
ensure round the clock operation of the Control Room.
g) The telephone and fax number of the Control Room and officers of Ministry of Labour
& Employment available at Annexure - III will be sent to all mine managements by
DGMS.
l) Other Ministries like Ministry of Coal, Ministry of Mines, Jal Shakti, Petroleum &
natural gas, Health and family welfare etc. may also be requested to extend help in
crisis.
9.1 The Metalliferous Mines Regulations, 1961 framed under the Mines Act, 1952, and
orders / circulars made thereunder requires every mine management to make its
Emergency Plan or Disaster Management Plan and kept it updated time to time. The
existing Contingency Plans shall be implemented by respective mine management in
case of a mine disaster.
9.2 The following Contingency Plan shall be operated by Ministry of Labour &
Employment, duly assisted by DGMS in the event of mine disaster(s). The main
objective of this Contingency Plan is to supplement the efforts of mine management
in tackling the crisis situation by rendering additional administrative help as may be
necessary.
9.2.2 The designated Nodal officer will immediately activate the Control Room in the
Ministry and prepare the duty roster for the Control Room in consultation with
MOLE/DGMS. Information regarding formation of Control Room and its Telephone,
Fax numbers and e-mail id shall be sent to the following:
a) Deputy Director General, DGMS of the concerned zone shall hold consultation with
Mine Owner/Nominated Owner/Chief Executive Officer of the Mining Company
operating the affected mine-lease and provide necessary inputs to Bureau Head,
MoLE for apprising Secretary (Labour & Employment) about the outcome of such
consultation.
b) Deputy Director General, DGMS in consultation with the Regional Director and mine
management will make an assessment whether central assistance is required to deal
with situation arising out of the disaster. If Mine Owner / Nominated Owner / Chief
Executive Officer of the Mining Company operating the affected mine-lease seeks any
help from any agency under the Central Government, the Ministry of Labour &
Employment shall immediately take necessary action in that direction and through
DGMS inform the mining company about the action taken by the Ministry and follow
up action, if any, required to be taken by the mining company.
c) The members of Damage Assessment Team shall make all possible efforts to reach
the site of disaster within 24 hours of receiving information about the same.
d) The Convener, Damage Assessment Team shall send report with due vetting of DG,
DGMS/Deputy Director General, DGMS on daily basis, or at a shorter interval, as the
need be, to the Ministry of Labour & Employment and DGMS.
e) Life-saving essential equipment kit shall be provided to mine in-charge and adequate
training need to be given to miners as they are first respondents at incident sites.
Ministry of Labour & Employment shall apprise the District Authorities, State
Government, Ministry of Home Affairs, Ministry of Defence, Ministry of Mines,
Ministry of Coal, Ministry of External Affairs, Ministry of Railway, Ministry of Civil
Aviation, Ministry of Health & Family Welfare, Ministry of Petroleum & Natural Gas,
Ministry of Water Resources or any other ministry / Department for assistance
required in —
State Government- For seeking assistance from authorities of the state which
may be helpful in rescue& recovery operation.
Ministry of Home Affairs- For seeking assistance for engaging NDRF units,
passing instruction to concerned state government for ensuring the maintenance of
law and order situation in location where the mine is located for safety and security
of mine management and others.
Ministry of defence- For seeking assistance of Navy (for divers) Army, Air force
depending on the consequences of disaster for the rescue & recovery work including
airlift of equipment/evacuation of affected population, under water rescue/ recovery
work.
Ministry of Mines- For arranging assistance from the nearby organised sector
metal mines for use of inventory of resources available with them and skilled /expert
manpower for dealing crisis.
Ministry of Health & Family welfare- for mobilising the resources available with
the ministry by maintaining close liaison with concerned state govt. health ministry
and passing necessary instructions to the hospitals, institution under them for
medical treatment of the injured.
Ministry of Petroleum & Natural Gas- For assistance from the nearby oil mines
for mobilising their resources to deal with crisis such as long hole drilling rigs, fire
services, expertise etc.
Ministry of Jal Shakti- In case of inundation / flooding of the mine by some river,
dam etc., the assistance will be required to control the discharge of water on
downstream and also to give alert to nearby other mines likely to be affected due to
such discharge.
11. First information report of Mine disaster, information about control room at MoLE,
contact number of personnel at control room, Key officials of MoLE , New Delhi , Key
officials of Headquarters of Dhanbad and all Zones of DGMS and Flow chart have
been annexed as ANNEXURE – I,II, III and IV
12. SOPs for all possible disasters has been prepared and annexed as ANNEXURE-V
13. DOs & DONTs for various disasters have been prepared and reference of the same
has been made in the CMP as ANNEXURE VI, VII & VIII.
14. Location and capacity of nearest hospital/medical facilities and Location of nearest
helipad with latitude/longitude have been annexed as ANNEXURE-IX & ANNEXURE-X.

for nearest Fire Station etc.

SOP for disaster due to Fire, spontaneous heating, influx of noxious gases;
Inundation and Dump/Slope failure in mines
Introduction
This Standard Operating Procedure (SOP) shall be applicable in the event of disaster in
Metalliferous mines (Except atomic & fuel mineral mines). For this purpose, any incident shall
be termed as DISASTER, if ten or more lives are either lost or threatened in the affected mine.
The Standard Operating Procedure (SOP) is a compilation of the below mentioned
procedures.
The set of procedures from serial number 1 to 7 shall be the same for all the
above mentioned three disasters.
Only the evacuation procedure (serial number 8) shall be different for the
different types of disasters.
Set of Procedures
1.1 The Mine Manager/Agent shall send the first information report immediately about the
incident (disaster) in the prescribed format (Annexure - I) by fax or e-mail/phone
call/WhatsApp to the concerned District Magistrate/District Collector and to the Zonal &
Regional or sub-Regional Office as applicable, of Directorate General of Mines Safety
(DGMS), under whose jurisdiction the concerned affected mine falls.
1.3 The Director General of Mines Safety, DGMS after necessary verifications, shall inform
about the occurrence of disaster to the Nodal officer (Special Secretary/Additional
Secretary/Joint Secretary, as the case may be), Ministry of Labour & Employment. The
Nodal officer, in turn shall inform the same to the Secretary, Ministry of Labour &
Employment & Central Control Room of Ministry of Home Affairs.
1.4 The Nodal Officer shall also instruct the Control Room Incharge of MoLE/ DDG (NZ),
DGMS Ghaziabad to set up the control room at Ministry immediately within an hour.
1.5 The Concerned District Magistrate/District Collector shall immediately inform about the
occurrence of the disaster to the Chief Secretary of the State, nearest police station
and to hospitals in the vicinity of the mine through telephone/ fax / e-mail/ mobile
phone or any other quickest means of communication.
1.6 The Secretary, Ministry of Labour & Employment Shall inform about the occurrence of
the disaster to Cabinet Secretary/Convenor NCMC and PMO.
1.7 Owner, Agent or Manager or Senior-most officer (called principal official) then
present at the surface of the mine shall immediately-
(i) inform the mine rescue services serving the mine for necessary
assistance;
(iii) inform the owner, agent or manager of nearby mines to make available
the services of rescue trained persons employed therein: if so required;
(v) inform the rescue station superintendent about the nature of the
occurrence, stating whether assistance would be needed from the rescue
station;
(vii) put into operation the Emergency response and evacuation plan.
2.0 Soon after receiving the information of the disaster, DDG of concerned zone after
consultation with DG shall form a Disaster Managing Committee (DMC) consisting of
representation at least one each from the DGMS, Mine-Management,
Scientific/Technical Institution and Worker’s Union to advise/guide/instruct in writing,
to the mine control room in-charge regarding the line of action of Rescue and
Recovery work, in a bound paged book kept for the purpose.
3.1 A control room shall immediately be established on the surface near to the mine
entrance by the Mine Management under the charge of Owner or Agent or Manager
or Principal Official then present at the surface of the mine.
3.3 Directors/Deputy Directors shall be deputed in the mine in the three shifts to guide the
management in Rescue and Recovery work as per the requirement as decided by the
DDG, of the concerned zone.
3.4 All the instructions issued by DMC, entered in a bound-paged register maintained at
the control room, shall be signed by the member giving such instruction.
3.5 The control room in-charge of the mine shall enter, in the above said bound-paged
register, detailed stepwise activities done during rescue and recovery work. He shall
not leave the control room till his successor takes the charge and after clearly writing
the planned instruction for the next shift & signing at the end of his report in the said
bound-paged register.
3.6 All rescue and recovery work at a mine shall be conducted under the direct control,
direction and supervision of the General Manager of the Area/Head of Internal Safety
Organisation (ISO) of the concerned company.
4.1 Soon after the disaster, if the situation permits members of DMC and other officers
as authorised by DDG shall inspect the site of the disaster and report to DDG/DG,
DGMS about the occurrence& the rescue and recovery operations. The inspecting
officer(s) immediately after the inspection shall record their observations in the
bound paged book kept for the purpose.
5.1 Owner, Agent or Manager of the mine shall ensure that during the course of rescue
or recovery work, person(s) shall be stationed at all the entrances to the affected
6.1 Whether adequate Rescue teams with their equipment and apparatus have arrived at
the site or else consult the Rescue Station Superintendent and
Owner/Agent/Manager of the adjoining mines to send their help, with timings;
6.2 Whether fire fighting officers with their team have arrived at the site or else consult
the nearest Fire Station;
6.3 In case of inundation, whether adequate pumping arrangement is available? if not,
consult with the concerned organisation for expected assistance;
6.4 Whether all possible medical assistance is available at the site? if not, consult with
the nearest hospital to assist the mine with the required medical assistance;
6.5 Whether Police and Security personals have arrived at the site and taken charge of
the situation? If not, inform the nearest Police Station and the Police Headquarters of
the district about the disaster,
6.6 Relief Operations:Whether supply and distribution of relief material is being taken
care by the management/district authorities? Shortage of any specific material to be
brought into knowledge of the DGMS and in turn to the top management personnel
of the company.
6.7 Duty Cards: Whether duty cards have been prepared and issued to all concerned
persons associated with the disaster management?
6.8 Technical Consultation: The DMC shall consult with technical or scientific or
academic institutions, if required, on the various aspects of rescue and recovery to
identify and assess the location, extent, consequences, cause & effects of the
disaster and nature of the assistance that shall be extended to trapped persons or
the mine.
7.0 Briefing the press, public and trade unions
7.1 Only the Director General/ Nominated Owner or the person authorized by them in
this regard shall brief the press, public and trade unions regarding progress of
rescue/recovery.
7.2 The Standard Operating Procedure shall remain in force till rescue and
recovery operations are completed.

Every entrance into a mine shall be so designed, constructed and maintained that its lowest
point (which means the point at which a body of rising water on surface can enter the mine)
1 shall be not less than 1.5 meters above the highest flood level at that point.
Each mine shall be critically examined for its proneness to inundation and assessment regarding
danger of inundation and precautions to be taken should be reviewed and updated yearly
preferably before the onset of the monsoon. The recommendations may be deliberated in the

(Pit) Safety Committee of the mine and information disseminated as widely as possible.
Mechanism may be developed for warning mines about impending heavy rains similar to
warning of impending cyclone issued in coastal areas for taking necessary action. Also
3 coordination with concerned agencies/departments about opening of dams in the rivers on the
upstream side should be examined.
All workings made vertically below any mine or any spot lying within a horizontal distance of 15
meters from either bank of a river or canal or from the boundary of a lake, tank or other surface

reservoir shall be clearly demarcated belowground.
Surface excavation or disturbance in or near major sources of water, which are connected or are
likely to be connected to belowground workings should be filled up completely.

The height and width of any below ground working within a distance of 60 meters of any other
working (not being a working which has been physically examined and found to be free from
accumulation of water or other liquid matter or any material that is likely to flow when wet))
shall not exceed 2.4 meters and there shall be maintained at least one bore-hole near the centre
6 of the working face, and sufficient flank bore-holes on each side and where necessary, bore-
holes above and below the working at intervals of not more than five meters.
The highest flood levels and danger levels at least 1.2 meters or as required by the Regional
Inspector, below the highest flood level, shall be permanently marked at appropriate places on
7 the surface and whenever water rises towards the danger level at any place.
Fixation of danger mark of water level, effectiveness of the signalling and communication system
8 should receive particular attention.
There is need for fore-warning the mines about possible impending heavy rains, similar to the
9 warning of impending cyclone issued in coastal areas.
All disused pits, potholes and surface subsidence existing in the vicinity of river or surface source
of water and where there is a danger of inundation present, shall be sealed by reinforced
10
concrete seals or other suitable effective means.
Suitable infrastructure at area level may be provided for drilling advance boreholes to detect
12 presence of waterlogged workings in advance.
If there are water dams or reservoirs built across rivers and water courses on the upstream side
of the mine, arrangements shall be made for communication between appropriate authorities for
13 the purpose of ascertaining the quantity and timing of water released from the dams which is
likely to endanger safety of the mine.
Embankments provided against river and jore to guard against inundation should be designed
properly keeping in view the engineering parameters. The details of such construction should be
14
properly shown in the underground plan and water danger plan.
Detailed precautions against inundation may be laid down while working beneath or in the
vicinity of river and major water bodies. This may include framing and implementing standing
orders for safe withdrawal of persons, including system of information both manual and
15
automatic, effective communication system and system of safe and timely withdrawal of persons
to safety.
Winding system serving as sole means of ingress and egress may be made constantly available
16 even in adverse weather conditions, failure of steam or electricity or any other reasons.
Before the onset of monsoon, a careful assessment of the danger of inundation from surface
17 water should be made before the rainy season.
Effective communication may be established within the mine and between mines for safe
18 withdrawal of persons. Necessary standing orders in this regard need to be framed and
enforced.
Recommendations of 6th Conference on Safety in Mines to evolve suitable cadre structure for
mine surveyors and up gradation of their skill by availing facilities at various institutions,
19 appointment of qualified surveyors and providing infrastructure including computerised facility at
area level to oversee survey work of the mine etc. may be implemented.
R&D efforts should be continued to develop a system for construction of water-tight chamber as
20 last refuge belowground in case of inundation.
Standing Orders for withdrawal of persons from the mine in case of apprehended danger should
21 be framed and enforced. All concerned should be made familiar with the Standing Orders. Mock
rehearsals should be held for this purpose' once at least in every month during the rainy season.
A competent person shall, once at least in every fourteen days during the rainy season and
22 once at least in every thirty days during other periods of the year, examine every protective
measure.
S No. Don’ts
Highest Flood Level (HFL) shall not be plotted on plans by interpolations.

Working shall not be made in any mine vertically below any part of any river, canal, lake,
2 tank or other surface reservoir.
No working which has approached within a distance of 60 meters of any other working (not
being a working which has been physically examined and found to be free from
accumulation of water or other liquid matter or any material that is likely to flow when wet),
3 whether in the same mine or in an adjoining mine, shall be extended further except with the
prior permission in writing of the Chief Inspector and subject to such conditions as he may
specify therein.
4 Pits should not be left abandoned without properly securing at the collar level.
No working until the inter-mine barrier is effective and strong enough. Also, this may be
reinforced artificially by constructing suitable dams, explosion proof stoppings and other

suitable methods.
Working shall not be made in any spot lying within a horizontal distance of 15 meters from
either bank of a river or canal or from the boundary of a lake, tank or other surface
7
reservoir.
Until and unless there is an effective communication system over and above the signalling
8 system between the surface and underground, which remains in operation even with failure
of electricity; there is scope for mishap due to communication failure.
De-activation of the institution of safety committee and the workmen`s Inspector should
11 not be allowed.
Whenever seepage of water which is not normal to the seam is noticed at any place in any
12 working or if there be any such suspicion or doubt, such working shall immediately be
stopped and necessary precaution shall be taken

Continuous monitoring of strata behaviour shall be done with available technology.

A sufficiently senior officer should be appointed as Manager of the mine to fulfil the
12 statutory requirements of the Act.
Role of a Contractor should be limited only to carrying out certain operations in the
13 mine under total control and direction of the Manager.
Not to work the mine and to take cognizance and to initiate necessary action when
2 cracks on the overlying benches are observed.
Not to work the mine in geologically disturbed areas without conducting prior
scientific study recommending the method of workings and the special precautions

to be taken.
Workings on either side of the fault plane shall not be deepened without leaving
6 barrier of adequate width against fault plane/OB dump.
Not to work the mine and to take cognizance and to initiate necessary action when
10 cracks on the overlying benches are observed.
No tree, loose stone or debris shall be allowed to remain within a distance of three
11 meters from the edge or side of the excavation.
No person shall undercut any face or side or cause or permit such undercutting as to
12 cause any overhanging.
The height of the benches in overburden consisting of alluvial soil, morum, gravel,
13 clay, debris or other similar ground shall not exceed 3 meters and the width thereof
shall not be less than three times the height of the bench.
Any spoil bank exceeding 30 metre in height shall be benched so that no bench
14 exceeds 30 metre in height and the overall slope shall not exceed 1 vertical to 1.5
horizontal.
No person shall approach or be permitted to approach the toe of an active spoil bank
15 where he may be endangered from material sliding or rolling down the face.
The slope of a spoil bank shall be determined by the natural angle of repose of the
16 material being deposited but, in any case, shall not exceed 37.5 degrees from the
horizontal.

Explosives shall be blasted with the means or apparatus approved by the Chief

Inspector of Mines.
Every shot-firing apparatus shall be checked thoroughly by a competent person
8
once in three months.
Shots shall be fired only after all the persons have taken proper shelter as per the
9
provisions of the regulations
The owner, Agent, Manager of a mine shall take adequate steps to prevent pilferage
10
of explosives during its transport, storage and use.
11 Shot-firers or his helpers shall use conductive type of foot wear.
The persons handling explosives shall make themselves free of the static electric
12
charge before handling of explosives or detonators.
At the end of the shift the shot firer shall return the unused explosives and
13
detonators in the magazine.
At the end of his shift the shotfirer shall record the quantity of explosives taken,
14 used & returned and the place where the shots are fired in a bound paged register
kept for the purpose.
15 Appropriate training shall be imparted to the persons handling Explosives.
A general pattern of shot-holes shall be worked out to give most satisfactory
16 results and the shot firer should always adopt the same in day to day blasting
operations.
Store explosives only in the licensed magazine. Always maintain the magazine in
17 good condition.
Always maintain transport vehicle in good mechanical & roadworthy
18 condition. Always carry two fire extinguishers in an explosives van.
19 Always return unused explosives after a day’s work to the magazine before sunset.
15 Don’t transport Explosives in any other vehicle other than a licenced explosive van.
Don’t store explosives in any other places except licenced magazines approved by
16
a competent authority.
