18th ALL PAKISTAN FORMAN BILINGUAL DECLAMATION

CHAMPIONSHIP AND PUNJABI NAATARA

Dear Sir/Madam,
We are thrilled to extend an invitation to you for the 18th All Pakistan Forman Bi-Lingual
Declamation Championship and Punjabi Naatara, scheduled for November 20th and 21st,
2024. This event is hosted by the Formanites Debating Society (FDS).
We encourage your institution to send teams, accompanied by a chaperone, to participate in this
esteemed competition. Please note that registration will be accepted on a first-come, first-served
basis, and no entries will be accepted after the registration deadline.
In line with our tradition, FDS will provide complimentary accommodations for outstation
teams. Accommodations are exclusively for team members and their supervisor; supporters will
not be accommodated. Teams that do not advance to the final round will not receive
accommodations for the second day.
Enclosed are the rules, topics, schedule, and online registration form for the championship in
Appendices A, B, C, and D.
We eagerly anticipate welcoming your institution to the 18th All Pakistan Forman Bi-Lingual
Declamation Championship and Punjabi Naatara.

Appendix A
Rules And Regulations For 18th All Pakistan Forman Bilingual Declamation
Championship and Punjabi Naatara

1. Each institution is to be represented by a team comprising of two speakers, one in the Urdu category and
one in the English category. One speaker must speak on a serious topic and the other on a humorous topic.

2. Individual participants are allowed.

3. A speaker may agree or disagree with the topic.

4. The competition will consist of two rounds. In the initial round, all teams must participate. Four of the best
teams will be selected for the final round. In addition to this, the two best speakers from the English and
Urdu categories will also qualify for the final round.

5. Those selected for the final round will have to deliver new speeches and will not be allowed to repeat their
speeches from the initial round.

6. Each Speaker will speak for a minimum of 3 and a maximum of 5 minutes in the initial round and will
speak a minimum of 4 and a maximum of 6 minutes in the final round. Marks will be deducted for failing
to observe the mentioned time limit. Punjabi speakers will speak for a minimum of 3 and a maximum of 5
minutes.

7. The speakers will be judged on the content of their speeches, their proficiency in the respective language,
and the response of the audience.

8. Paper reading is not allowed. Those who will do so will be disqualified.

9. The team that gains the maximum aggregate points will win the running trophy. The two best speakers of
English and Urdu will also be awarded prizes. A consolation prize may also be awarded. U-19 speakers in
both categories will be awarded separately. Punjabi speakers will participate individually and will not be
participating for the team trophy.

10. The decision of the judges will be final.

11. A speaker making offensive remarks about any important personage or passing controversial religious,
political, or sectarian remarks shall be immediately disqualified.

12. Using words/sentences with any indecent connotation and passing derogatory remarks against the chair
will instantly disqualify the speaker. In such an event the speaker may be asked to step down from the
podium during the speech.

13. There will be no team trophy for U-19 participants, they can only qualify for speaker rankings.

14. A speaker who is not present on time (within FCCU premises by 12pm) will not be allowed to speak.
