Description: PART 1: SIL Assessment
Objective: ▪ This document supports the mandatory requirements detailed within
DEP 32.80.10.10-Gen, Safety Instrumented Systems, February
2017.
▪ It is designed to be used in conjunction with the DEP 32.80.10.10-
Gen, particularly section 4.2 – Allocation of safety functions to
protection layers.
Scope: ▪ This document shall be followed for all BSP facilities to facilitate and
ensure a consistent approach to all SIL assessment exercises.
▪ And shall be used for SIL assessment of SIFs on new projects as well
as existing installations where required. For existing installations,
the objective is not to re-design SIFs but rather to confirm the
suitability of the existing SIF implementation and to bring the
required documentation up to a minimum acceptable standard

Description: PART 2: Internal Erosion & Corrosion Monitoring System
Objective: This document covers the minimum design and selection requirements for
internal erosion and corrosion monitoring techniques in BSP applicable for
both onshore and offshore facilities. This specifies the preferred monitoring
location, orientation and frequency of fixed instruments such as
erosion/corrosion monitoring system (ECMS), corrosion coupon and
sampling point.
Scope: This document involves the internal erosion and corrosion monitoring
techniques applied in BSP’s existing and new production facilities
including:
a. Offshore and onshore flowlines carrying hydrocarbon products and
treated/untreated seawater and produced water injection systems.
b. Offshore and onshore carbon steel pipelines carrying hydrocarbon
products and treated/untreated seawater and produced water
injection systems.
This Procedure is not applicable to:
a. External corrosion monitoring, such as cathodic protection monitoring.
b. Monitoring of non-age degradation phenomena such as cracking,
fatigue, fracture, etc.
c. Corrosion monitoring of downhole completion equipment.

Description: PART 3: Fire and Gas Philosophy for BSP Asset
Objective: ▪ This document is created to provide a guide for the design,
engineering, installation and maintenance of Fire and Gas Systems
in BSP facilities, in order to facilitate and ensure standardisation
and consistency in fire and gas installation and maintenance across
the assets. Brunei Shell Refineries and Seria Crude Oil Terminal
have their specific Fire and Gas Philosophy.
▪ to consolidate all the data, which have been agreed upon in
previous projects and or derived from the experience gained from
Design, engineering, installation and maintenance of Fire and gas
systems.
Scope: This document therefore:
▪ Contains specific BSP requirements which are not included in DEP,
deviations from DEP, which are necessary to ensure standard and
consistent delivery of FGS systems.

Description: PART 4: Alarm Management Philosophy
Objective: ▪ This document specifies requirements and gives recommendations
for the engineering of alarm management systems design and work
processes in BSP. This BSP Alarm Management Philosophy
document is primarily based on DEP32.80.10.14-Gen (Feb 2011)
- Alarm Management.
▪ This document specifies a rigorous work process that is to be
applied to identify and document the set of notifications that are
included in the alarm system. These notifications are based on plant
operating limits obtained from equipment and process constraints,
commonly referred to as the plant operating window. It contains
mandatory requirements to mitigate process safety risks in
accordance with Design Engineering Manual DEM 1 – Application
of Technical Standards. It is also in line with DEM 2 – Process Safety
Basic Requirements 9 (PSBR-9).
▪ It is with intent that this document specifies detailed procedures and
processes as to document many of BSP’s Alarm Management
directives. This document thus describes in complete details for:
➢ BSP Alarm System Design
➢ BSP Alarm Graphics Conventions
➢ BSP Alarm Management Work Processes
▪ With proper Alarm System Design implementation and proper
Work Process procedures in place, we can ensure a good alarm
system to notify and guide operators to the proper response in
mitigating abnormal situations. This is accomplished once:
➢ Alarms are properly chosen, classified and implemented
➢ Alarms are easily identified, clear and easy to understand
➢ Alarms are presented at a comfortable rate where operators
can effectively handle

Scope: ▪ This document serves as the Alarm Management guideline for all
BSP assets. The scope includes all brown field and green field
assets, existing and new assets.
▪ This BSP Alarm Management Philosophy document is a
comprehensive guideline for the definition, development,
engineering design, implementation and maintenance of the
alarm management system. It provides a consistent basis for alarm
system setup, alarm selection, priority setting, alarm configuration,
operator’s response and operator’s handling methods, system
monitoring, and all work process related to BSP Alarm
Management such as:

Description: PART 5: BSP Smart Plant Instrumentation
Objective: The purpose of this document is to set out clear methodology for using SPI
for instrumentation scope within BSP. To ensure that all SPI data is inputted

Description: PART 6: Flow Meter Specification and Selection
Objective: The objective of this document is to provide a structured process and
guidance for Meter Selection in BSP for upstream hydrocarbon production
measurement application, from the Point of Production up to the Point of
Sale, in supporting DEP 32.31.00.32 and DEP 32.32.00.11.
Scope: The scope of this document is restricted to meters suitable for single phase
or near single phase
fluids (e.g., gas, vapour, liquid) and multiphase meter for well testing
application only. A description of the operating principles of various types
of meters is excluded from this document. As such, expertise is required to
select/size meters and/or to assess the meter type selection and sizing
produced or proposed by EPCs and manufacturers.
Similarly, the selection of liquid sampling systems and inline gas analysers
that form the basis for Quality Measurement for Allocation and Custody
Transfer application are also excluded from this document. Hence
references to relevant DEPs, Industry Standards and Best Practices is
required.

Description: PART 7: Functional Safety Management Plan
Objective:
PURPOSE OF DOCUMENT
The international standard IEC-61511 Functional safety – Safety instrumented
systems for the process industry sector, requires that functional safety planning is
carried out throughout all lifecycle phases for a Safety Instrumented System. This
document has been developed to comply with this requirement for BSP.
For the current revision, this document only includes the Operate and Maintain
Phase for SIF lifecycle management.
OBJECTIVE
The objectives of this guideline are:
▪ To ensure compliance to IEC61511 Functional Safety – Safety
Instrumented System for the Process Industry Sector
▪ To align the activities required for the maintenance, operation and
modification of Safety Instrumented Functions (SIFs) with the
recommended practice for Safety Instrumented Systems, MEC_RP_02
document
▪ This document applies to all automated preventive and mitigative SIFs that
are SIL1 or greater.
