REQUEST FOR ADDITIONAL BUDGET: FS - OPERATION AND MANAGEMENT OF THE
SOUTHERN WASTE DISPOSAL FACILITY IN MANGAUNG METROPOLITAN MUNICIPALITY
1. PURPOSE
1.1 To request an additional 15% (fifteen percent) budget for the FS - Operation and Management
of the Southern waste disposal facility in Mangaung Metropolitan Municipality.
1.2 To request approval of the prioritised budget of R1 605 526.50 for funding of the operation and
management of Southern landfill site in Mangaung Metro Municipality implemented through the
Branch: Environmental Programmes (EP).
2. BACKGROUND AND DISCUSSION
2.1 On 17 January 2020, the Deputy Minister based on the calls for assistance from the Mangaung
Metropolitan Municipality concerning waste management issues, embarked on joint site visits,
followed by meetings with political and administrative arms of the municipalities. Based on the
status of the Municipality and the appeals for the intervention, the Deputy Minister had no
option but to commit the Department to intervene. Departmental officials were then requested
to come up with a comprehensive plan to curb the situation. A submission requesting approval
to intervene was prepared in February 2020 and the Director - General approval was obtained
in March 2020, (please see DG approval attached as Annexure A). Subsequently, three

projects were identified, and approval was granted to implement them as an intervention to the
Mangaung waste management issues. The three projects are as follows:
1. FS - The Operation and Management of the Southern Waste Disposal Facility in
Mangaung Metropolitan Municipality.
2. The procurement of equipment for the Thaba-Nchu Buy-Back and Botshabelo Buy-
Back Centres; training and support of 2 (two) existing waste cooperatives and/or non-
profit organisations to be able to operate and manage the Thaba-Nchu and Botshabelo
Buy-Back Centres in Mangaung Metropolitan Municipality over a period of twenty-four
(24) months.
3. The removal and/or clearing of illegal dumping and cleaning streets in Mangaung
Metropolitan Municipality.
2.2 The FS - The Operation and Management of the Southern Waste Disposal Facility in
Mangaung Metropolitan Municipality project was approved for a total budget of R10,
703,510.00 and is currently under implementation. The project duration is 12 (twelve) months;
however, the machinery was only allocated for 36 days. It should be noted that the allocated
days were not sufficient to assist the municipality to operate and manage the waste disposal
facility to its optimum, hence the request for additional funds. Additionally, the actual
implementation of the project started in July 2022 and is supposed to end in June 2023.
Without an approval for additional budget / funding, the project will not achieve its intended
purpose since the current budget will be depleted by March 2023 therefore, this intervention will
cease in March 2023.
2.3 The key issues affecting Mangaung Metropolitan Municipality in the implementation of funded
projects are listed above:
2.3.1 Planning challenges
No prioritisation of waste projects in council decision making.
2.3.2 Financial management matters
Budgetary cuts that affect vehicle and plant replacement schedule and
maintenance.
Non-payment of the services by the households

2.3.3 Human resource management challenges
Shortage of human resources and no qualified staff to manage landfill sites as well as
all other environmental management related activities.
2.3.4 Equipment challenges
No waste receptacles (e.g., bins) provided to households for waste and shortage of
yellow fleet (shortage of compactor trucks, roll- on truck, skip loader).
2.3.5 Compliance challenges
Non-compliant waste facilities
No access control in landfill sites and non-compliance with minimum requirements for
landfill disposal (no compaction and daily covering, burning of waste)
Management of waste collection in communities (e.g., diesel supply shortages
affecting regular and scheduled waste collection).
Non-compliance with National Domestic waste collection standards (no regular or
schedule for waste collection and lack of waste collection in some areas i.e. new
developments, services not extended in un-serviced areas).
2.3.6 Lack of recycling initiatives
No recycling initiatives in place such as cooperatives and no Private Sector Funding
and Partnership and non-functional BBCs.
3. IMPLICATIONS
A total amount of R1 605 526.50 is required to support the operation and management of the
Southern Waste Disposal Facility project in Mangaung Metro Municipality.
