Thanlyin Refinery Renovation and Upgrading Project
To create a tender evaluation and scoring system for the Refinery renovation and
upgrading project, allocate 100 full marks based on technical criteria:

No Mandatory Requirements
(i) Bidders and their Contractors must be companies engaged in the oil and gas energy
industry, with a track record of executing energy industry projects in Myanmar. They
should have experience in constructing energy facilities and possess adequate
resources such as personnel, machinery, materials, etc.
(ii) It is a mandatory requirement that bidding entities undertake the renovation of the
existing Thanlyin refinery as a precursor to commencing the construction and
enhancement of new building refinery. Bidders failing to participate in the renovation
of the Phase-1 refinery will not be considered for the bidding process.

1 Bidder’s Qualification 5
(1) Bidders and their Contractors shall have experience of having successfully 2.5
carried out and completed similar work during the last 10 years. Bidder
possessing robust and pertinent past performance records in refinery
operations, tank construction, and pipeline installations will be eligible to
receive additional credits in the bidding process.
(2) Bidders and their Contractors shall have sufficient availability and suitability 2.5
of infrastructure, facilities, equipment, workforce capability, skill set to
handle the project's demands effectively required for the project.

(1) The technical proposal should comprehensively outline the Bidder’s 2.5
understanding of Upgrading and Renovating the Thanlyin Plant. Improving

current facilities and planning to build a new petrochemical complex based
on an oil refinery in phases.
(2) Manufacturing capacity upgrade: Initially achieving 70% capacity after 2.5
renovation, then targeting 80% and ultimately 90% in phases after new
refinery.
(3) Quality Upgrade Plan: Transitioning product quality from Euro IV to Euro V 2.5
and Euro VI.
(4) Bidders are expected to provide a detailed plan description for the 7.5
maintenance and renovation of the existing refinery. Including the
refurbishment of Crude Oil Distillation Unit B or C, Power Plant, Water
Treatment Plant, Storage Tanks, Jetty, and Process Pipelines.
(5) The annual crude oil refining capacity of the new refinery should exceed 2 2.5
million tons, with a primary focus on producing diesel, gasoline, aviation
kerosene, LPG, and other products to meet market demands in Myanmar.
(6) Bidders are required to provide a detailed description of the new upgrading 7.5
refinery. Additionally, they should include a plot plan, equipment list, tank
list, equipment process material flow, and other relevant documents.
(7) Crude Oil Source and Supply: A concrete and reliable crude oil supply plan 5
along with relevant documents is required.
(8) Employee Management: Training employees in modern petroleum refining 2.5
technology, retaining local staff, hiring expert supervisors, and technicians.
(9) Maintenance and Repair Strategy 2.5
(10) Health, Safety, and Environmental Management Plan 2.5
(11) CSR (Corporate Social Responsibility) Program 2.5
(12) Bidders should present a long-term plan for the project, including capacity 5
enhancement which means extending a new refinery, and the development
of the facility into a petrochemical complex with the production of higher-
value refined products.
3 Ancillary Facilities 30
(1) Due to the small scale of the existing jetty in Thanlyin Plant, Bidders shall 5
take into full consideration the tonnage of the crude oil jetty. This can be
achieved through the utilization of existing terminals or the construction of
new ones. However, the jetty docking capacity must be at least 20,000
tons, to ensure an ample supply of crude oil.

(2) Bidders also need to carefully consider the crude oil receiving tanks and 5
the crude oil pipelines to the Thanlyin Plant. If necessary, these tanks and
pipelines should be either newly constructed outside the refinery or utilized
within the existing terminal to ensure the stable and continuous supply of
crude oil. The use of methods such as transporting crude oil by trucks will
result in a deduction of points
(3) Bidders shall fully consider the necessary electricity (to have a stable and 5
full electric power, can consider the establishment of Own Power
Generation Plant)
(4) Bidders shall consider improving and renovating public roadways and 5
access roads at their own expense to improve road traffic infrastructure at
the Thanlyin refinery. This will help with traffic flow and vehicle movement
within the Thanlyin refinery.
(5) Bidder shall take into account the construction of the project's 5
comprehensive office building, training center, staff dormitory, and similar
required facilities for the benefit of the employer's personnel and the
development of the project condition.
(6) Bidder shall consider establishing at his own expense a maintenance 5
workshop, central laboratory, firefighting, and water treatment facilities not
only to increase production efficiency, but also to improve project
circumstances.
4 Time Schedule 20
(1) The bidder is required to propose a project schedule that aligns with the 10
employer's specifications. Phase 1, focusing on renovation of existing
Thanlyin Plant, should have a duration of less than 12 months.
(2) The bidder is required to propose a project schedule that aligns with the 10
employer's specifications. Phase 2, involving upgrading and construction of
a new refinery, is expected to span less than 24 months. The schedule
analysis should include available resources in appropriate level of
contingency and how this can be implemented during the proposed Project
execution schedule.
Bidder’s final score = Total Score
Scoring rules:
1) The "must meet the requirements" is a mandatory condition, and failure to

meet any of these conditions will result in the bidder being deemed as
ineligible.
2) A total score equal to or greater than 70 points is considered qualified;
otherwise, it is deemed unqualified.
3) The individual with the highest total score is determined to be the winning
bidder for the project.
