source/s). The importance of the study is in guiding city planners and policymakers in
optimizing traffic flow, enhance safety, reduce environmental impact, and support
economic and societal well-being through implementing effective traffic
management solutions. This research adopts a mixed methods approach that
integrates quantitative data analysis with qualitative insights from the locals that
would help in understanding traffic perspectives in totality.
Most literature reviewed on sources does not speak much about integrated
transport systems in developing urban developments as developing authors tend
to concentrate mostly on rich countries (Ait Ouallane, 2020). Therefore, it is
important for more researcher’s attention should be paid to these kinds of cities, for
example, Butuan City.
Butuan's highways have witnessed a surge in PUVs over time and they have
increased tremendously, while the relevant infrastructures were not improved to a
considerable extent. Therefore, it is imperative to improve traffic management
strategies to address this situation and improve urban mobility.
LEGAL BASIS The research works under a variety of national and local legislations regulating
(Legal basis, issuances as urban planning and transport administration in Philippines. The following are key
basis of the proposed legal instruments:
study). • Republic Act No. 4136 (Land Transportation and Traffic Code): This
statute sets out conditions for the management of road use, reinforcement
of standards whereby they are supposed to be followed when it comes to
managing vehicles, as well as formulation of mechanisms meant for
regulating roads. It also underscores how regional governing bodies should
take up roads controlling functions. Most importantly, this law framework.
• Local Government Code of 1991 (Republic Act No. 7160): It gives city
governments such as Butuan City authority to impose traffic rules and
regulations within their respective territories. It highlights that an effective
management of transportation is necessitated by local policies.
• Despite being centered on Metro Manila, the Metro Manila Traffic Code
of 2023 and other local traffic codes and guidelines are anticipated to
1
inspire and regulate traffic management practices in Butuan City by offering
directions on enforcement, penalty systems and traffic rules.
Such legal frameworks serve as basis for employing and reviewing traffic
management systems in Butuan City, thus assisting the study to conform its
objectives within known local governments’ abilities and directives. In so doing, the
researchers hope to add their voice to discussions aimed at enhancing urban traffic
management in the Philippines through compliance with these laws.

Despite many studies on this area, the existing gap is addressed in traffic
management research in this study. Urban transportation challenges may be
effectively addressed through an integrated approach to traffic management
systems. The areas for improvement are identified, and it is argued that innovative
strategies and technologies that can enhance traffic flow, safety and overall
efficiency in urban traffic complexities should be employed. Moreover, the article
stresses the need to develop resilient frameworks that respond to ever-changing
dynamics of urban mobility.

SSTI’s article presents research into how road closures affect traffic jams in
crowded towns. It concludes that properly placed roadblocks may lessen rather
than worsen the congestion. The researchers single out that limiting roadways may
inspire one to utilize alternative traffic methods like public transport, foot and bicycle
ways which will improve the normal flow of automobiles while at the same time
decreasing their need in areas characterized by much congestion. These outcomes
require urban developers to rethink their ways of controlling road networks and
suggest that allowing people to plan for future usage of cars is aimed at making
cities more eco-friendly.

planning that is based on the optimal path problem. The model treats the urban
road traffic system as a network of nodes and edges, uses concepts from graph
theory and introduces time-dependent road traffic information to perform relevant
calculations. An advanced path optimization algorithm is explained in relation to the
rapidly developing information technologies where the best path may not only be
the shortest but rather the one which takes the least time to complete as actual use
may require from clients.

improve urban vehicular traffic management. This part of the document presents
various modeling techniques used for traffic congestion control and their
drawbacks. These issues motivated in this paper the need for a more practical
model of traffic efficiency that is time dependent and that is capable of obtaining
data on vehicular traffic at almost no cost by making use of the motorists’ smart
phones. It also points out a number of open issues and research challenges, which
include, but are not limited to, the costs associated with the existing traffic data
collection techniques, the limitations posed by vehicle-to-vehicle communication in
vehicular ad hoc networks, and the degree of motorist intervention in some
solutions that is excessive.

research will also be beneficial to the Department of Transportation and Traffic
Management.
The second beneficiary of this study is the local residents, who will have their daily
lives improved due to less congested roads and greater road safety. This will see
them experience better commuting time, reduced air pollution, and an improved
standard of living since efficient traffic management will lead to a more enjoyable
urban setting.
Third, the commuters such as the users of public transport systems, private
automobiles or shared transport alternatives would experience reduced time for
travel and improved accessibility to major destinations.
Lastly, the environment will benefit from this by reducing congestion and idling
times, the study aims to lower fuel consumption and carbon emissions, thereby
decreasing air pollution and contributing to a greener urban environment.
APPROACH/ DESIGN
(How will the study be This study will employ a hybrid methodology that incorporates both quantitative and
conducted?) qualitative research techniques in its examination of integrated traffic management
systems in Butuan City. These methods ensure that observable traffic figures and
local perspectives are all considered. The research will consist of three phases:
collecting data, analyzing it, and engaging stakeholders such as local government
officials, and transportation authorities to create credible insights.
1. Data Collection - Initial phase of the study will involve the collection of
quantitative data through installation of traffic monitoring systems and the
use of existing transportation datasets. These systems will track vehicle
counts, travel times in real time. Regular community engagement
activities such as surveys, interviews and focus group discussions will be
employed to gather qualitative data. This will give the participants an
opportunity to express their experiences about traffic situation, its safety
concerns and what could be carried out to improve these situations.
Essentially, this dual-data collection strategy aims at eliciting a
comprehensive view on traffic management problems in Butuan City.
2. Data Analysis - After collection of data, quantitative data would be
processed using statistical methodologies so as to discern trends and
relationships within traffic flow, congestion levels or incidences.
Conversely, thematic analysis will be applied on qualitative data allowing
researchers to identify consistent themes among participants as well as
their feelings on traffic management.
3. Stakeholders Engagement - The research will similarly involve contacting
different stakeholders for the entire duration of the study. These
stakeholders include transport agencies, local government authorities, and
other community organizations. The research team will hold frequent
workshops and meetings to share initial results, stimulate discussions, and
collect opinions.
