Sub: Notification for Selection of AEN (Gr. 'B) against 70% vacancies.

1, Vacancies Assessed:
It has been decided with the approval of competent authority to hold a selection for forming
a panel of AEN (Group 'B') against 70% quota vacancies. The break-up of vacancies are as
under:

*Out of 34(thirty four) vacancies, 03(three) is for PwBD (HI=HH, LD, HI=HH).
The vacancy is earmarked for PwBD Category as per DoP&T's Office Memorandum dated
17.05.2022 with functional classification as HI=HH, LD -OA, OL, LC, AAV in terms of Railway
Board's letter No. E(GP)2022/2/20 dated 14.11.2022.
Note - As per Railway Board's letter No. E(GP)2022/2/20/PwBD dated 21.06.2024, the
earmarked vacancies of all categories (SC, ST &UR) are to be filled up irrespective of the fact
whether PwBD reservation is filled or not and only the reservation for PwBDs is to be carried
forward.
2. Conditions of eligibility:
() In terms of Recruitment Rules for Group 'B' Gazetted post of Assistant Executive
Engineer or Assistant Divisional Engineer in Level- 8 (Rs.47,600-1,51,100) in the Mechanical
Engineering Department of the Indian Railways notified vide G.S.R. 709(E) dated 11.11.2020,
70 per cent of the vacancies shall be filled by promotion through selection (which shall
include a written test, viva-voce and assessment of record of service) from amongst the non
ministerial Group 'C staff of the Civil Engineering Department holding the post in level-6
(Rs.35,400-1,12,400) and above in the pay matrix with three years regular service in level 6
(Rs.35,400-1,12,400) and above in the pay matrix.

() In terms of Railway Board's letter No. E(GP)2024/2/28 dated 08.10.2024 (RBE No.
93/2024), it has been decided by Board that henceforth, in respect of Selection (70%) to
Group 'B posts in alldepartments, all employees who are eligible and who volunteer for the
selection, should be considered without any limitation of number.
(üi) In terms of instructions contained in Railway Board's letter No. E(NG)I-81/PM1/76 dated
25.04.1981 and No. E(NG)I/93/PM1/j4 dated 18.01.1993, the time spent by aRailway servant
under training immediately before appointment to service is to be counted as non-fortuitous
service for the purpose of appearing in departmental examination including LDCE for
promotion to Group 'B'.
The cut-off date for determining the eligibility for required three yearsof regular service is as
on 01.01.2025 which shall include Apprenticeship/Training period. It is made clear that no ad
hoc service will be counted for computing the eligibility as on 01.01.2025 for the purpose of
above selection.
(iv) In terms of instructions contained in Railway Board's letter No. E(GP)2005/2/74 dated
13.03.2008 (RBE No. 40/2008), in case of employees transferred on request to anew unit in
the same category of posts &assigned bottom seniority therein, the service rendered by them
in previous unit may be reckoned for determining their eligibility wherever a minimum length
of service is prescribed as a condition, for promotion in new unit, subject to the condition that
the length of service which is so allowed to be counted does not exceed the length of service
of their immediate senior inthe new unit. This is also applicable for promotion to Gr. B posts.
(v) Sr. Technicians in Level-6 with requisite length of service are eligible in terms of Railway
Board's letter No. E(GP)2019/2/25 dated 16.03.2022.
(vi) In terms of Railway Board's letter No. E(GP)2024/2/09 dated 14.10.2024, an employee
who has been medically de-categorized should have rendered the requisite eligibility service
in the relevant grade(s) after absorption in the alternate post for being eligible for promotion
to Group 'B' posts. These instructions pertain only to reckoning eligibility for promotion to
Group 'B posts. The seniority of medically de-categorized employees shall be determined in
terms of Paras 313(ii) and 1310 of IREM Vol. I.
3. Scheme of Examination:
The examination shall be conducted through Centralized Computer based Objective Type
Examination (CBT) as per Railway Board's instructions vide letters No. E(GP)2022/2/4 dated
28.06.2022, 07.10.2022, 11.11.2022 and No. E(GP)2024/2/28 dated 08.10.2024 mentioned
hereunder:
() The written examination shallcomprise of one Paper which shall have 100% Objective
type Multiple choice Questions only.
(i) All Objective type questions should carry equal marks.
(ii) Duration of the examination for 70% selection through Centralized CBT shall be two
hours.
(iv) There shall be no negative marking for wrong answers in written examinations held as
part of Selections (70%) where the final panels are made on seniority basis.
The distribution of marks is as follows:
a) Professional Subject including optional questions of 10 70marks
marks on Official language policy &Rules
b) Establishment and Financial Rules 30 marks
c) Qualifying marks 60 marks

4. In ternms of Railway Board's letter No. E(GP)2024/2/37 dated 06.11.2024, the tentative
schedule for Main Examination & Supplementary Examination for Group 'B' 70% selection
through CBT are as under:
a. Main Examination - 09.03.2025.
b. Supplementary Examination 23.03.2025.
5. The supplementary written examination (CBT) will be conducted with the approval of
competent authority for only those candidates who shall not be able to appear in the Main
Examination(CBT) on genuine/acceptable grounds, that is, non-sparing due to administrative
reasons, sickness on RMC and any other reason which is beyond the control of the employee.
6. The syllabus as prescribed by Railway Board vide Board's letter No. E(GP)2022/2/4 dated
07.11.2022 is enclosed as ANNEXURE-'A' for wide circulation amongst the staff concerned.
7. The selection will be based on candidates' performance in Written Examination (CBT), Viva
vOce test and record of service. Only those candidates who qualify in the written examination
(CBT) and thereafter in Medical examination as per Para 530(a) of IRMM/Vol.I will be
eligible for the viva-voce test provided they are declared physically fit to hold the
Group 'B' post. Further, relaxation of medical examination standards as per procedure laid
down in Railway Board's letter No. 2005/H/S/13 dated 09.04.2007 is applicable on promotion
from Group C to Group 'B in all categories. Before commencement of the viva-voce test,
Medical examination from the respective Railway Medical authority of the candidate
Concernedshould be done, which is mandatory.
Note - The number of qualified candidates in the CBT to be called for viva-voce test
shallbe intimated in due course on receipt of further instructions from Railway Board.
8. All controlling officers should notify this widely amongst the staff under their control. The last
date of filling up application form by the candidates is 29.11.2024 (23:59 hours). It has been
decided to call up the applications through online link as provided below. No application will
be accepted after the cut-off date, that is, 29.11.2024 (23:59 hours), It is tó be noted that
allcolumns in the application format is mandatory to be filled up.
9.The filled up applications should be scrutinized properly with the service records to avoid any
factual errors and future complications. The caste certificate (SC/ST) and PwBD
certificate should also be verified carefully. Nomination of Personnel Branch Officer for
online verification willbe informed separately.
10. In terms of Para 2(iv) of Railway Board's letter No. E(GP)2010/2/39 dated 28.08.2019 (RBE
No. 142/2019), the Pre-selection Training for reserved (SC/ST) candidates should be spread
over 15 - 20 working days (3 - 4 weeks). Further, Pre-selection Training being imparted
should not be less than 60 hours.
