The Russia-Ukraine war, which is of global concern, has drawn attention to cybersecurity
issues, such as cyberattacks that paralyze government or corporate network services, or the
use of information warfare to confuse the public’s perception of the real situation of the war, and
even the governance of key resources on the existing network. Principles have also been
challenged in this wave of conflict. The Ukrainian Security Service has also set up a platform to
report any breaches in Russia's cybersecurity. The Ukrainian government is also trying to solve
cybersecurity problems by recruiting experts to fend off foreign enemies.
A few years ago, malwares have been discovered downloaded on devices of governments,
NPOs and also some IT managements. Since then, cyberterrorism has been closer to all the
citizens, having their target aiming at countries departments and banks. Due to the global internet
system and the terrible conflict that happened to our country, it makes we more often facing this
kind of difficulties. In february, DDoShas effected mounts of computers up to 2 hours which made
the server and internets went unloadable and stopped the service. Facing the spread of
threatened, caos generating. As we know, ransomware such as Conti, Wannacry and Lockbit are
planted in computers due to the unknowable misclicking webs or the ignorance to how
cyberterrisms work. Ukrayina believes that strengthen counter endanger training’ and ‘building up
organizations to expand cyber crime interpol and increase the identification of the hacks’ are
necessary. By doing so, it can efficiently slow down the damage caused by ransomware and
enhance the ability to identify them before it is too late.
During the pandemic of Russia’s invasion, our broadband satellite internet system has been
oddly disrupted by hackers. Since Russia invaded our country, there have been up to 796 times of
cyber attack.(includes different aspects.) And ofcourse, our local organization, military, finance and
energy realm were the first priority of aiming. In order to enhance our authority, the ensuring of
cyberwarfare becomes extremely important. It has been considered 3 parts, which is the basic
part, power aspect, and the propaganda.
First of all, the basic part is viewed as the stealing and deleting of information invasion. In this
case, Ukrayina planned to strengthen the internet security system, by exchanging different points
of view and the cooperations with the global shall make it better.
Second of all, the power system aspect. In 2015, since Russia invades the Crimea, west
Ukrayina has faced the interference of electricity transporting. A year later, cyber attacks hit Kyiv,
which caused one-fifth of power interruption. Ukryina also believes that the advancement of the
internet system is the only and best way to overcome this situation.
Last, the propaganda of cyberwarfare. Due to the terrible and sad war, the internet outage
started to become more and more visible and public. By disconnecting the internet system and
signaling system to cut off the connection out borders. Recently, the Viasat internet outage should
have given us a lot of damage, but unexpectabily, due to the assistance of ‘Starlinks’ groups of
satellites, in order to build a high speed internet system covering the universe. It has easily avoid
Russia’s cyber interupting. The coming technology has strongly decreased the damage of internet
outages. Which Ukrayina considers an aspect to develop and discuss with other countries.
Ukrayina believes by overcoming the situation broad wide, can easily break down the
difficulties. In back these years, conflict happened crazily. The pandemic of covid, the invasion of
Russia. But Ukrayina chose to vow authority, choosing to stand forward to overcome the issue.
Ukrayina looks forward to cooperating with countries that have similar points of view, to make the
world a better place.
