Government desire that all the personnel engaged on contract / outsourcing /
honorarium basis are paid their remuneration every month regularly on time. But,
instances are brought to the notice of the Government that the persons engaged on
contract / outsourcing / honorarium basis are not getting their salaries in time, among
other reasons for want to continuation orders.
2. Government after careful examination, have decided and hereby order that the
services of those persons permitted to work on contract/outsourcing/ honorarium basis
upto 31.03.2024 with Government orders and awaiting for continuation orders for the
financial year 2024-25 be extended upto 31.07.2024, subject to fulfillment of conditions
specified in the reference 1st cited.
3. All departments of Secretariat are requested to ensure that;
a. proposals for continuation of all temporary services viz. contract / outsourcing
/ honorarium / activity outsourcing / MTS / daily wage / part time / full time /
guest / hourly based services working in the all departments / Head of
Departments / institutions / corporations / societies / local bodies /
universities / Grant-in-Aid institutions under their administrative control, for
the financial year 2024-2025, are circulated to Finance Department
immediately.
b. While circulating the proposals, justification for further continuation may be
furnished, duly re-verifying the need and requirement.
c. Further continuation orders for the financial year 2024-25 shall be issued on
or before 31.07.2024.

4. The Director of Treasuries and Accounts, Director of Works Accounts, Director of
State Audit, Pay and Accounts Officer, Hyderabad and all Drawing and Disbursing
Officers, Financial Officers & Examiner of Accounts are hereby instructed to admit the
bills in respect of engaging of services on contract / outsourcing / honorarium basis till
31.07.2024 without insisting for further continuation orders from Government, subject
to fulfillment of conditions mentioned at para-2 above.
