CIVIL SOCIETY AND ACTIVITY OF BUSINESS WOMEN

Summary. Essential side and opportunities of development of entrepreneur-


ship among women are discussed in this article.

It was very responsible objective for Uzbekistan to choose its own


way of development. Our President I. A. Karimov correctly stated that its
impossible to build democratic country and civil society without renewing
socio-economic views, without changing the views of people towards
work. I. A. Karimov pointed out that the way we have chosen is directed at
building social market economy. This way is based on comprehensively
taking into account world experience and also life conditions of our people,
traditions, customs and life styles [1].
Market economy and civil society are phenomenon that interrelated dia-
lectically, fulfills each other. “Free economy is the system of equality of oppor-
tunities [4]. Civil society is a social place that provides person’s rights and
freedom. So personal freedom and rights are the values which they respect.
Market economy creates an opportunity for women to realize their
economic democratic rights, and also to participate in the life of socium
social active work.
Of course, using these opportunities would be different in different stages.
For example, participation of the women in Uzbekistan in social economic
sphere was 46,5 percent in 1992, 42,2 percent in 1997, and in 1999 it was 42
percent. Between the years of 1992–1999 participation of women in social eco-
nomic sphere was reduced by 4,5 percent. “This situation (that’s reducing N.A.)
might have continued, because of some reasons as spiritual, religious, family,
limiting rights of women to work and participate in social life increased.

Our Republic authorities who realized this issue on time took immedi-
ate measurements to increase women’s social, economical, political activ-
ity” [2, p. 159–160].
As a result, today women occupy 12,5 percent in small and medium
business entities, 67–70 percent of employees in farms and 80 percent of
entrepreneurs consist of women [3].
51 percent of population of Republic of Uzbekistan is women. It’s a
great socio-economic potential. Usage of this potential helps not only to
solve socio-economic problems, but also develop free civil society.
Involving families of our Republic to socio-economic life starts from
provision of employment to women. 45–47 percent of families are large
families. Creating opportunities to do business for women in these families
first of all provides country’s socio-economic development; secondly, in-
creases employment of population; thirdly, achieves to make women happy
and active member of society. Because its difficult for woman who is not
satisfied with her way of living, and place in society to contribute to forma-
tion of healthy generation.
One of the main aims of civil society is to involve women to business,
to teach them to foundations of entrepreneurship, to help to fortify their
knowledge on business and by this way to create new jobs by supporting
women financially.
The main side of the development of business among women is to
create jobs by taking into consideration their interests.
Improving entrepreneurship of women is an objective that comes out of
economic policy. In addition, its found out that entrepreneurship of women is
facing a range of problems. It’s known from popular surveys, that to the ques-
tion “Which things are preventing you from doing business and entrepreneur-
ship?” 80 percent of women answered “lack of finances”, 72 percent an-
swered “local authorities prohibited”, 61 percent “permanent job is not al-
lowed”, 43 percent “no time”, 29 percent “lack of knowledge”, 27 percent
“no organizational and business skills”, 12 percent “no support from family”.
It’s clearly seen that government and society supports entrepreneur-
ship of women, but carelessness in some places, conservative views in the
family, along with that lack of knowledge, initiative and judicial illiteracy
are still remaining as main obstacles.
During independence years special attention has given to the social ac-
tivity of women in our country. So activeness of entrepreneur women is
one of the problems of today. Taking these into account strengthening
women’s entrepreneurship finds its expression in the followings:

- to analyze the role and place in society from today’s point of view;
- to analyze legal bases of entrepreneurship developed during inde-
pendence;
- to analyze theoretically views and approaches related to activities of
business women in society;
- to fortify the problems of studying of social activity of women in
Uzbekistan;
- to analyze positive affect of women’s business activity on family en-
vironment;
- to analyze affect of women’s business activeness in market relations
conditions on development of society;
We know that civil society requires social activity from everybody.
Defending his own stand in life, rights turns into social active subject. It’s
been said that “the one who wants to work finds both chance and mean”.
Today time has come to propagate seeing women’s entrepreneurship as so-
ciety’s permanent part and study specially the positive experiments about this.
