» AN ORDINANCE REGULATING THE OPERATION OF VIDEOKE MACHINES,
VIDEOKE HOUSES, MUSIC LOUNGES AND/OR MUSIC PARLORS.
Section 1. This Ordinance shall be known as the Ordinance regulating the operation of
Videoke machines, videoke houses, music lounges, and/or music parlors of 2009
Section 2, No minors shall be served and allowed to participate in any of these
entertainment facilities during school hours and after 10:00 p.m.;
Section 3. No establishment of the same nature of business shall be allowed to operate &
after 10:00 p.m, unless the premise herein-mentioned is soundproof and for exclusive use of the
customers only,

Section 4. No videoke machines, videoke music lounges and/or music parlors in the >) « S

Section 5. Before a Mayor's permit will be issued, the following conditions shall also be

¢. The establishment must not sell intoxicating liquors or drinks to persons below 18
years old; and
d. A regulatory fee of P1,000.00 shall be paid before a Mayor's
notwithstanding the provisions of the local tax code:

€. Applications for Videoke license shall undergo a mandatory consultation meeting. At
the consultation meeting, the applicant shall meet the persons in the households and
establishments directly affected within the 200 meter radius. Such consultation
meeting shall be presided by an Official of the affected Barangay;
£. Non-appearance of either of all of the concerned parties in the Consultation Meeting
after a written notice shall have been given them for at least 2 days prior to the date of
the meeting shall constitute a waiver on their part;
g. The favorable or non-favorable vote during the consultation meeting if there be any

the application for a Barangay Clearance;
h. A certification from the Office of the Municipal Engineer showing that the
establishment is free from any repulsive or irritating sound that may disturb the peace
and quiet in the neighborhood.

Videoke machines, videoke houses, music lounges, and/or music parlors affected herein
at the time of the effectivity of this Ordinance, shall enjoy a moratorium period of six months
counted from the date of effectivity. Such moratorium period will entitle them 6 months to
comply with the requirements of this section. However, the Moratorium period will not be
enjoyed for new applicants.

above-guidelines are strictly complied with.
Section 10. Violation of any of the Sections 2.

1. First violation: a Written Warning
2. Second Violation: a fine of P1,500.00 shall be imposed upon the operator/owner
and/or manager of the establishment at the time of the violation; and suspension of
the Permit to Operate for a period of 30 days;
3. Third Violation: a fine of P2,500.00 shall be imposed upon the operator/owner and/or
manager of the establishment at the time of the violation; and suspension of the
Permit to Operate for a period of 90 days;
4. Fourth Violation: Revocation of the Permit to operate and confiscation of the Videoke
Machine;
Section 11. The Barangay Officials are duly authorized through this ordinance to enforce
the provisions herein mentioned and to act upon complaints regarding violations hereof;
Section 12, This Ordinance supersedes Ordinance No, 99-02 known as an Ordinance
regulating the operation of videoke machines, videoke houses, music lounges, and/or music
parlors in the Municipality of Liloan and Ordinance No. 2002-09, known as an Ordinance
amending Section 3 and 7 of Ordinance No. 99-02.
Section 13. Should any of the above-provisions be found to be inconsistent to general
laws and the constitution these shall not affect the validity of all the other pro
ions.
Section 14. This ordinance shall take effect 15 days after its publication,
