1.1 Project
M/s Guruji Overseas is an existing unit for manufacturing of Formaldehyde with the
production capacity of 200 TPD at Khasra No.13//12/2, 13/5/1,13/1, 13/4, 14/2, 13/3,
13/2 Village Jathlana HB.No 04 Tehsil Radaur, District Yamuna Nagar, Haryana.
The plant was established after obtaining CTE/NOC vide letter no.
313282118YAMCTE5620024 dated 30.10.2018.
Applicability of EIA Notification 2006 and Implementation:
As per EIA Notification 2006 and its subsequent amendments the project falls under
schedule 5 (f) “Synthetic Organic chemical Project”. As this project was already
established and is in the operation phase without securing Environmental Clearance; the
project attracts the violation of EIA Notification 2006. Considering this, we are applying
our proposal to Expert Appraisal Committee under Violation.
1.2 Location
The Existing project is located in a 9274.06 sqm at Khasra No.13//12/2, 13/5/1, 13/1,
13/4, 14/2, 13/3, 13/2 Village Jathlana HB.No 04 Tehsil Radaur, District Yamuna
Nagar, Haryana. The unit is manufacturing Formaldehyde of 200 TPD.
There is a forest land of 0.0053 ha involved. The geographical location of the plant lies
from Latitude- 30°02'10.93"N to Longitude- 77°15'1.12"E.
The plant site is well connected with the rail and road connectivity. The plant site is
about 6.70 kms from NH-73 in W direction.
It is connected with the adjacent states and other parts of India as well, which facilitates
transportation of goods, both inwards and outwards. This further facilitates the
marketing of Formaldehyde all over India including Haryana, Punjab & Rajasthan are
nearby industrial areas having plywood and Sunmica/decorative laminate industry.
Methanol is vaporized and mixed with air and steam and it is then passed over a
thin bed of silver catalyst at 650°C. Formaldehyde is formed by the dehydrogenation of
methanol.
The heat required for the endothermic reaction is obtained by burning hydrogen
content in the off gasses, produced from the dehydrogenation reaction.

2.3 Need for the Project and its importance to the country and or region.
The Plywood Boards and sun mica sheets market is growing very fast in India. The
market is expected to continue to grow at the minimum rate of 10 to 15% per year.
During the last decade, India has built a very strong position as sun mica sheets and
ply wood boards for domestic consumption and for Exports to South Asian countries &
Middle East.
Formaldehyde is used by ply wood and sun mica laminated sheets manufacturers, who
make adhesives like Urea Formaldehyde and Phenol Formaldehyde products. So
considering the above the M/ Guruji Overseas has setup an manufacturing unit of

3. PROJECT DESCRIPTION
The project is equipped with fully diversified processing facilities. The number of
working days for the Existing project is 330 days. The Plant is operated 7 days in a week
along with effective utilization of the resources.
3.2 Location (Map showing general location, specific location, and project boundary
and project site layout) with coordinates:
The Existing project is located in 0.9274 ha and is situated at at Khasra No.13//12/2,
13/5/1, 13/1, 13/4, 14/2, 13/3, 13/2 Village Jathlana HB No 04 Tehsil Radaur, District
Yamuna Nagar, Haryana. The land is already under the possession of project
proponent.

3.3 Details of alternate sites Considered and the basis of selecting the Existing site,
particularly the environment consideration gone into should be highlighted.
No alternate sites have been examined for the existing project, as it is located within
the industrial area.
A fixed quantity of methanol and water is introduced into a mixer (F03) from where this
mixture is taken into an evaporator (F04).
Air is also introduced into the evaporator and Pre-heated Recycled Tail Gas is fed just
above the evaporator through a Tail Gas Mixer (F21). A temperature of 70oC is
maintained by heating with steam through the steam coil (F05) which facilitates the
evaporation of methanol.
The air, methanol vapour, water molecules and Tail Gas mixture is then further heated
to 120ºC in the Super heater (F06).
Reaction
The superheated vapour is then introduced into the Reactor I (F09) and then comes
down to the Catalyst bed in Reactor II (F10) where, in presence of silver catalyst
maintained at a temperature of 650º.C, the oxidation/dehydrogenation reaction takes
place as per the following chemistry:
Several side reactions also happen to produce formic acid, carbon dioxide and carbon
monoxide. The endeavor is to minimize these side reactions. The catalyst bed

The Reaction is net Exothermic. In the Reactor II (F10) itself, which is also a waste heat
boiler, the temperature of the product gasses is brought down to 180º C and then
further cooled to about 95ºC in the Reboiler (F11). This is achieved by circulating the
Solution in the Evaporator in the Reboiler which cools down the Product gasses to
about 95º C and itself is heated up to 70º C thus saving on energy.
With Tail Gas Recycle incorporated in the design, Surplus steam to the extent of 200-250
kg/ton of produced Formaldehyde is available for export which can be used in the
heating of the Resin Kettle.
Absorption
The reaction gas containing Formaldehyde, unreacted Methanol, and water vapour is
then directed to Absorption Column-I (F16) and the Formaldehyde gases are absorbed
by the circulating Formaldehyde solution. The absorption of Formaldehyde is an
exothermic process and the circulating Formaldehyde solution is cooled in the Plate
Heat Exchanger (HE1). A part of the circulation is taken out as product.
The Absorber-I is packed with Structure Packing with a high efficiency of contact and
coupled with the efficient cooling system provided results in very efficient absorption
of the Formaldehyde in the absorber.
The unabsorbed gas from the Absorption Column-I is absorbed in the Absorption
Column II (F17) which is packed with Pall Rings. Finally, the gas is washed with pure
Chilled DM water at the upper part of the Column-III (F22), provided with bubble cap
trays, and then exhausted as tail gas to the atmosphere.
The Exhaust gasses now contain only Nitrogen, Hydrogen, Carbon Dioxide, Carbon
Monoxide which is lead out to the atmosphere.
Process Waste:
The RO reject is used for Plant Washings and hence no extra waste water shall be
generated. There is no liquid Process Effluent. The plant is based on Zero Liquid
Discharge Scheme.
Hazardous Waste:

Used oil from machineries/D.G. Set is carefully stored in HDPE drums in isolated
covered facility. The used oil is sold to vendors authorized by Haryana Pollution
Control Board for the treatment of the same. Suitable care is taken so that spills / leaks
of used oil from storage could be avoided.

3.6 Raw material required along with estimated quantity, likely source, marketing
area of final products, and mode of transport of raw material and Finished products.
The raw material required is Methanol 90 Tons per day and silver catalyst 24 kg per
year.
Water Requirement
Total water requirement is 235KLD. The water balance is given below:-

Power Requirement
Maximum power requirement for the plant is 8000 kWH / day (Total connected load).
2 D.G set of capacity 320 KVA each are also installed as the backup power supply.
1 Transformer of capacity 600 KVA is also installed.
2 No’s HSD fired Package type 600kg/h boilers shall be installed.

4.1 Connectivity
The Existing plant site is well connected with the rail and road connectivity. The
Existing project site is about 6.70Kms distance from NH-73 in W direction. The
nearest settlement is Village Jathlana at a distance of 1.5 km in S direction.
The nearest railway station is Yamuna Nagar Railway Station at a distance of 10.94 in
SW direction. Chandigarh Airport is at a distance of 83.42 km in N direction.
Haryana-Uttar Pradesh interstate boundary at a distance of 4.38 kms to SE direction
Road links: The Existing plant site is well connected with the road connectivity and
about 6.70 Kms distance from NH-73 in W direction.

Rainfall: The rainfall in the zone is caused by South-West monsoon .It starts in the
month of June and extends up to the month of September. During this period the
monsoon rainfall contribute about 81% of the total annual rainfall. The average annual
rainfall is 560 mm. The annual number of rainy days on average is about 44 in a year.
4.8 Biodiversity:
Flora: Tree species which are most commonly found in the area are Azadirachta indica
(Neem), Acacia (Babool), Ficusreligiosa (Peepal), Emblica officinalis (Amla)
Dalbergiasissoo (Shishum), Mangifera indica (Aam), Prosopisjuli flora (Vilayatibabool)
etc.

Crops: The major crops of the district are Wheat, Paddy &Maize. The Sugarcane &
Sunflower crops are also cultivated in the district to some extent.

The project is envisaged to meet the demand supply gap in the domestic market,
as the gap is created due to increase in growth of Formaldehyde for meeting
increased demand of PLYWOOD and SUN MICA industries.
The Plywood Boards and sun mica sheets market is growing very fast in India.
The market is expected to continue to grow at the minimum rate of 10 to 15% per
year which makes the sufficient possibility to fulfill the domestic market
demand. Both the Domestic & Export supplies of the company will indirectly
contribute to the growth of our nation.
