EXECUTIVE ORDER NO. 20

“AN ORDER DESIGNATING BNS JENNYFER A. SUANO AS THE DUTY OFFICER OF BARANGAY
PANGPANG, LABO, CAMARINES NORTE”
WHEREAS, the proliferation and use of illegal drugs has caused moral degradation, disease, crimes and deaths
to numerous Filipinos;
WHEREAS, Section 77 of RA No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, as amended,
provides that the Dangerous Drugs Board (DDB) is the policy – making and strategy formulating body in the planning and
formulation of policies and programs on drug prevention and control;
WHEREAS, the RA No. 7160 or the Local Government Code of 1991 mandates that barangays shall adopt
measures towards the prevention and eradication of drug abuse;
WHEREAS, President Rodrigo Roa Duterte declared that the campaign against drugs should be started in the
barangays to accelerate the drive against illegal drugs and promote the participation of the community in the suppression
of drug abuse and trafficking;
WHEREAS, DILG MC No. 2017 -151 mandates that all barangays must designate a duty officer and establish a
rehabilitation and referral desk;
NOW THEREFORE, I, REX M. ALBOS, Punong Barangay of Barangay PANGPANG, Municipality of Labo,
Province of Camarines Norte, by virtue of the powers vested in me by law, do hereby order designating BNS
JENNYFER A. SUANO, as the Duty officer with the following duties and functions, as hereby provided:
SECTION I. DUTIES AND FUNCTION
a. Man the Rehabilitation Referral Desk;
b. Conduct an interview to solicit personal information from the surrenderer using Annex “B”
c. Inform the Punong Barangay in case the surrenderer is included in the target list and Watch List of
Personalities of law enforcement agencies, such as but not limited to PDEA, PNP, and NBI or has any
pending criminal case
d. Refer or endorse drug dependents to the Municipal Anti-Drug Abuse Council (MADAC) for screening using
the Alcohol, Smoking and Substance Involvement Screening Test (ASSIST)
e. Log and maintain a record book containing all personal information of surrenderers
f. Monitor progress of surrenderers
g. Perform other duties and functions as may be deemed necessary
SECTION II. EFFECTIVITY:
This Executive Order shall take effect immediately upon its approval.
