constituted to look into the Anomalies arising out of recommendations of the Pay Revision

ORDER:

In the G.O. first read above, orders were issued implementing the recommendations
of the Pay Revision Commission, 1999 with certain modifications in pursuance of the discussions
with the Joint Action Committee of Employees, Teachers and Workers of Andhra Pradesh, the
Telangana Non-Gazetted Officers Union and the A.P. Secretariat Co-ordination Committee with
effect from 1st July 1998 with monetary benefit from 01.04.1999. Among other things, it was
agreed to constitute a Committee to look into the anomalies that may arise as a result of
implementation of the recommendations of the Pay Revision Commission. In the reference
second read above, Government have issued other procedural instructions for fixation of pay in
the Revised Pay Scales, 1999. In the G.O. third read above, orders were issued revising the pay
scales of the Non-teaching staff of the Universities. In pursuance of the agreement with the Service
Associations mentioned above, Government vide G.O. fourth read above have appointed an
Anomalies Committee under the Chairmanship of Sri R.Ramachandra I.A.S., (Retd). The
Committee has since submitted its Report to the Government in the reference fifth read above. The
Committee made the following recommendations:-
(i) Revision of Pay Scales of 88 categories:
(ii) Revision of Pay Scales of 26 categories in 7 Universities.
(iii) Enhancement of Special Pays and other Allowances.
(iv) Enhancement of ceiling of Conveyance allowance to the Physically Handicapped
employees from Rs.300 to Rs.400 per month.
(v) Special Allowance of 20% of the basic pay to the faculty members and 10% of basic
pay to the other categories in Andhra Pradesh Police Academy.
(vi) Expansion of scope of Family for purpose of Family Pension by including Widowed
Daughter and parents of the deceased employee in case he is unmarried.
(vii) Allowing weightage while consolidating pension to persons who retired prior to
30.6.1986.
(viii) Revival of New Common Categories

2. Government have examined the recommendations of the Anomalies Committee and


hereby order the revision of pay scales recommended for the posts in Government
including the Local Bodies as indicated in the Annexure – I and also order revision of pay
scales of the Non-Teaching staff in the Universities as indicated in the Annexure-II. Revised
Pay Scales as indicated against each of the category in Annexures I and II shall be deemed to
have come into force with effect from 01.07.1998, however, with monetary benefit from
1.4.1999 and shall be subject to fulfillment of the conditions indicated in column 5 against
the concerned category. The Pay shall be fixed in accordance with the principles laid down
in the G.O. first read above and procedural instructions issued in the Memo second read
above and subsequent orders/instructions thereon governing the fixation of pay under the
Revised Scales of Pay Rules, 1998 shall also be followed. The Pay in respect of Non-
teaching staff of the Universities shall be fixed in accordance with the principles laid down
in the G.O. third read above in the pay scales indicated in Annexure-II.

3. Government have also decided not to entertain any grievances for the rectification
of any alleged anomaly arising out of the recommendations of the Anomalies Committee in the
wake of constitution of the 8th Pay Revision Commission, as ordered in GO sixth and seventh read
above.

4. In respect of the other recommendations of the Anomalies Committee, such as


Special Pays and other allowances etc., separate orders will be issued.

5. All the Departments of the Secretariat and Heads of Departments and other
authorities concerned are requested to take necessary action to implement these orders.
