Introduction
• Existing paints for both subject filters applied by APM without offer for INS.DIV. to carry out routine inspection
such as salt test, surface preparation, paint application & etc.
• Filter № 3C
- The subject vessel offered for coatings internal inspection on 04-Sep-2020.
- Required inspection completed & report № 2020-069-IIR issued on 05-Sep-2020.
- APM completed painting activity without offer to INSP. DIV. for monitoring and inspection.
- The filter offered for inspection prior to box-up.
• Filter № 4A
- Not offered for coating internal inspection.
- APM completed external painting & internal coating not completed so far as per Control Room at Water
Injection Plant.
- APM carried out painting activity without offer to INSP. DIV. for monitoring and inspection.
- The filter offered for inspection prior to box-up.
Inspection Findings
• All following recorded defects due to poor application techniques, lack of quality control.
• Filter № 3C Interior:
- Paint coatings with visible cracks which may penetrate down to the substrate.
- The dried paint film has the appearance of a dried-out mud bath.
- Exhibited a form of adhesion failure where paint literally flakes from the substrate.
• Filter № 3C Exterior:
- The surface has not been suitably prepared or used incorrect coating specification.
- Loss of adhesion between coats of paint.
- Over application of topcoat paint, excessive use of thinner, poor workmanship causing runs & sags.

• Filter № 4A Interior:
- The paint was sticky during inspection time prevented entry.
• Filter № 4A Exterior:
- Paint applied without full blasting with unknown number of layers, it looks to be only one topcoat applied on
swept area, the paint exhibited various defects such as adhesion failure, flaking & cracks.
- Exhibited misses / skips / holidays.
- Runs & sags displayed.
Recommendations
• Full coating renovation to be carry out for internal & external surfaces as per Eni specifications

• INS. DIV. MUST monitor and check the specific characteristics of any coating process as per Eni Specifications
for cost optimization to avoid time/money consuming.
