A Helpdesk has been operationalized by DGFT for export/import related issues being faced in the
current situation. All issues related to Department of Commerce/DGFT may please be forwarded

Dear Member,
We at FICCI are constantly striving to ensure that essential supplies can reach unhindered and
at right time. We are in constant discussion with Government on need to streamline movement
of essential supplies.
It has been advised that for movement of people to and fro home and an essential supplies
facility, the company issue the employee with an I card and a letter stating that they are
traveling to the particular location and work in an organisation providing essential supplies.
Similarly for vehicles they should carry documentation that it is an essential commodity as
defined in the list and it is moving from place ‘A’ to place ‘B’ and may return empty .
Despite this if any problem is still faced, it should get reported to the Government Coordinator
being nominated at the state level.
FICCI is also nominating a coordinator each at the state level to help facilitate any difficulty
being faced by members in terms of movement of essential supplies. List of FICCI State
Coordinators is enclosed for your reference.
It will be great if you continue to share feedback on the process and do report to us in case any
difficulty is faced on the ground.

1. Letter Ref D O No. 07/DPIIT/2020-Secy dt 23rd March 2020 by Secretary,
DPIIT addressed to the State Chief Secretaries : In the wake of precautions
being taken by various states for prevention of COVID 19 through lockdowns and
various other precautionary measures, it is seen necessary to issue clear
instructions from DPIIT to State Authorities to not obstruct and call for closure of
food processing units, since they manufacture food stuff and to maintain
uninterrupted supply for citizens of our country.
2. Annexure to Ministry of Home Affairs Order No .40-3/2020-D dated 24.03.2020 :
Guidelines on the measures to be taken by Ministries/ Departments of Government of
India, State/Union Territory Governments and State/ Union Territory Authorities for
containment of COVID-19 Epidemic in the Country.
