Field visit report for Rehabilitation, upgrading and Multi-Year Maintenance Works of Indicative
Feeder Roads in Nyabihu District, 93 km
0.Reference is made to:
✓ Financing agreement and Grant agreement between the World Bank and Government of Rwanda;
✓ Implementation agreement as signed June, 2018 between Nyabihu District and Rwanda Transport
Development Agency (RTDA);
On 24-25 /01/202 Economic commission in Nyabihu District Council together with concerned technicians
(Road Development & maintenance Engineer/ Nyabihu District and Feeder Roads Engineer/ RTDA) we
have conducted a field visit with the aim of monitoring construction works for the above-mentioned
infrastructures.

During visit, it has been realized that joint monitoring of works for all stakeholders are require to ensure
comply of the technical specifications provided in signed contract because we have found the flowing
issues that need to be harmonized.
✓ The issue of ditches that need to be removed under banks for FR2 ;
✓ Environmental &Social Impact Assessment/ Environmental and Social Management Plan;
✓ Ditches were constructed without blending concrete especially for LOT 1and 3;
✓ Ditches were constructed with inadequate stones especially for LOT 2;
✓ Resettlement Action Plans (RAP) that still need to be improved by Contractors to ensure that the
planned activities are environmentally and socially implemented in full compliance with Rwanda's
and the World Bank's environmental and social policies and regulations;
✓ Provide a satisfactory re-alignment for affected utilities of water and electricity;
✓ Some erected parties have start being destroyed due to delay of putting final layers.

3.Recommendations and Advices
✓ Contractors are recommended to mobilize sufficient machine as well materials to speed up the works
especial for Lot 1 and 3;
✓ Contractors are recommended to conduct all possible activities simultaneously in order to alleviate
delays and to protect the finalized activities;
✓ Contractors are recommended to start to the critical areas such as under Kibisabo TVET School those
need to be protected.
✓ Consultancy and Client may continuous inspection and monitoring of works to assure that being well
executed
✓ The Contractors are recommended to prepare revised implementation plan and submit it to consultancy
for review and approval for ensuring completion of works
✓ Contractors shall provide a report on the Environmental, Social, Health and Safety (ESHS) to ensure the
respect of Rwanda's and the World Bank's environmental and social policies and regulations as per
contract
✓ Contractors are reminded to provide a satisfactory re-alignment for affected utilities of water and
electricity.
