1. SCOPE

1.1 This procedure specifies methods and requirements for the training,
qualification, examination, and certification of NDE personnel employed by
TECSEP, for non-destructive examination using the requirements of SNT-TC-1A,
Recommended Practice for Training, Qualification, and Certification of NDE
Personnel, as a guideline.

1.2 This procedure is only applicable to personnel employed by (TECSEP).

1.3 This procedure is applicable to the following methods:

1.3.1 Magnetic Particle Examination (MT).


1.3.2 Liquid Penetrant Examination (PT).
1.3.3 Ultrasonic Testing Examination (UT).
1.3.4 Radiographic Examination (RT).
1.3.5 Visual Examination (VT).

3.6 Certifying Authority A designated representative of the employer with the


responsibility and authority to document that an
individual meets the applicable requirements of this
practice.
3.8 CSWIP 3.1 (Level II) Certification scheme of Welding Inspection personnel
Level II.
3.9 CSWIP 3.2 (Level III) Certification scheme of Welding Inspection personnel
Level III.
3.10 Outside Agency A company or individual who provides NDE Level III
services and whose qualifications to provide these
service have been reviewed by TECSEP.
3.11 Experience Work activities in a specific NDE method under the direction
of qualified supervision, including performing the NDE
method and related activities but not including the time
spent in organised training programmes.
3.12 Qualification Demonstrated skill and knowledge and documented
training and experience-required personnel to properly
perform the duties of a specific job.

3.13 NDE method Is the utilization of a physical principle such as magnetic


phenomenon and field leakage (MT) or penetrant liquids
and capillary action (PT) etc…

3.14 Training Organised training program to impart the knowledge and


skills necessary for qualification.

4. RESPONSIBILITIES

4.1 The QA representative is responsible for the maintenance of this practice, and
is responsible for the preparation, co-ordination and implementation of the
training and certification program in accordance with the practice outlined.

4.2 TECSEP General Manager (Employer) will be considered as the Certifying


Authority of TECSEP.

5.1 LEVELS OF QUALIFICATION

There are three basic levels of qualification. These are:

5.1.1 NDE Level I


A NDE Level I individual shall be qualified to properly perform calibration,
specific tests, and specific evaluations for acceptance or rejection
according to written instructions, and to record results. The NDE Level I
shall receive necessary instruction or supervision from certified NDE
Level II or III personnel.

5.1.2 NDE Level II


A NDE Level II individual shall be qualified to set up and calibrate
equipment, and to interpret and evaluate results with respect to
applicable Codes, standards and specifications. The NDE Level II shall be
thoroughly familiar with the scope and limitations of the methods for
which he is qualified and shall exercise assigned responsibility for on-the-
job training and guidelines of trainees and NDE Level I Personnel. The
NDE Level II shall be able to prepare written instructions, and to organise
and report the results of non- destructive examinations.

5.1.3 NDE Level III


A NDE Level III individual shall be capable of establishing techniques and
procedures, interpreting codes, standards, specifications and procedures,
and designating the particular test methods, techniques and procedures
to be used. The NDE Level III shall be responsible for the NDE operations
for which he is qualified, and should be capable of interpreting and
evaluating results in terms of existing Codes, Standards and
specifications. The NDE Level III shall have sufficient practical background
in applicable materials, fabrication and product technology to establish
techniques and to assist in establishing acceptance criteria where none is
otherwise available. The NDE Level III shall have general familiarity with
other appropriate NDE methods, and shall be qualified to train and
examine NDE Level I and II personnel for certification in those methods
for which he is certified.

5.1.4 Limited Certification


A special category may be provided for personnel who do not perform all
of the operations of an NDE method that consists of more than one
operation; or who perform NDE examinations of a limited scope (e.g.
Ultrasonic Thickness Gauging).

5.1.5 Alternative Certification to Visual Examination Personnel

5.1.5.1 Individuals who are certified as CSWIP 3.1 (level II) or CSWIP 3.2
(Level III) in accordance with CSWIP requirements published in
document CSWIP-WI-6-92 / 6 edition-June 2000 and
amendment, and hold a valid certificate are considered as
meeting the requirements of VT Level I or II respectively and RT
Level II for CSWIP 3.2 (Level III).

5.1.5.2 Individuals may be trained and qualified in visual examination in


accordance with this practice and be examined to prove their
competency. A certificate of Competence shall be issued to those
individuals who are competent to conduct visual examination.

5.1.6 Documentation of prior certification

Prior certification from previous personnel’s employer may be accepted


by TECSEP as Evidence of qualification for comparable levels of
certification if the documented qualifications meet the requirements of
section 5.2.2.

5.2 EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

5.2.1 General Requirements for Initial Qualification


Personnel considered for certification in non-destructive examination
shall have sufficient education, training and experience to ensure an
understanding of the principles and procedures of those areas of testing
in which they are being considered for certification.

5.2.2 NDE Level I and II


Table-1 lists the minimum education, training and experience to be
considered by TECSEP (The Employer) in establishing qualification for
LEVEL II personnel and I.

5.2.3 Documented training and / or experience gained in position and activities


equivalent to those of levels I, II may be considered in satisfying the
criteria of section 5.2.2.

5.2.4 NDE Level III

To be considered for certification, candidate shall satisfy one of the


following criteria:

5.2.4.1 Have graduated from a minimum 4 years college or university


curriculum with a degree in engineering or science, plus one
year experience in NDE testing assignments comparable to that
of an NDE Level II in the applicable NDE method(s).

5.2.4.2 Have completed with passing grades at least 2 years of


engineering or science study at a technical institute or technical
school, plus 2 years experience in assignments at least
comparable to that of NDE level II in the applicable NDE
method(s).

5.2.4.3 Have 4 years experience in an assignment at least comparable to


that of an NDE level II in the applicable NDE method(s).

When the individual is qualified by examination, the above requirements


may be partially replaced by experience as a certified NDE level II or by
assignments at least comparable to NDE level II in other methods listed in
section 1.3 of this written practice.

5.3 TRAINING PROGRAM

5.3.1 To be considered for certification at Levels I and II, personnel shall have
completed sufficient organized training to become thoroughly familiar
with the principles and practices of the specified test method related to
the level of certification desired and applicable to the processes to be
used and the products to be tested (Attachment 6.1).

5.3.2 Visual examination competent personnel shall have completed sufficient


organized training to become thoroughly familiar with the principles and
practices of the visual examination method applicable to the processes to
be used and the products to be examined (Attachment 6.1).

5.3.3 Training and technical examination for level I & II will be carried out by an
approved TECSEP Non-destructive Examination instructor (if available) or
any assigned outside agency employing level III individual(s) for the
discipline concerned. Alternatively, in-house certified level III individuals
may be used.

5.3.4 The training course outlines shall be documented and shall be approved
as being satisfactory by signature and date by the level III individual.

5.4 EXAMINATION

5.4.1 Vision Examination

5.4.1.1 Each operator to be certified shall have a natural or corrected


near-distance vision in at least one eye such that the applicant is
capable of reading a minimum of Jaeger number 2 letters at a
distance of not less than 12 inches (30.5cm) on a standard
Jaeger test chart. This test is to be administered upon initial
certification and every one-year thereafter.

5.4.1.2 Colour contrast differentiation tests to demonstrate the


capability of distinguishing and differentiating of contrast among
colours used in the NDE processes used at the works or shades of
gray used in film radiography.

. This test is to be administered upon initial certification and every


one-year thereafter. The table for requirement for Shades of
grey & Colour contrast is as given below.

5.4.1.3 The vision examination shall be conducted by a designated


optician, approved by the level III examiner.

5.4.1.4 The results of the vision examination shall be documented on


the Operator’s Certification Record.

5.4.2 Technical Examination of level I & II

5.4.2.1 Level I and II examinations shall be administered and a graded


by a Level III discipline representative.

5.4.2.2 The examination shall be in three separate sections covering the


General, Specific and Practical aspects. All questions used for
Level I and II examinations should be approved by the
responsible Level III.

5.4.2.3 A valid endorsement on an ACCP Level I or Level II certificate


fulfils the corresponding criteria described in Para. 5.4.2.6 and
5.4.2.9 for each applicable NDE method. TECSEP may delete the
specific examination Para. 5.4.2.7 If the candidate has a valid
ACCP certificate, provided the examinations administered meet
the technical needs of TECSEP.

5.4.2.4 A valid CSWIP 3.1(Level II) or CSWIP 3.2 (Level III) fulfils the
corresponding criteria described in Para 5.4.2.6 and 5.4.2.9 for
Visual Examination Method and for radiographic Examination
method for candidates hold valid CSWIP 3.2 (Level III).

5.4.2.5 TECSEP may delete the specific examination Para. 5.4.2.8 If the
candidate has a valid CSWIP 3.1(Level II) or CSWIP 3.2 (Level III)
certificate, provided the examinations administered meet the
technical needs of TECSEP.

5.4.2.6 Visual examination competent personnel shall be examined by


the NDE Level III to determine their competency and the results
of examination shall be documented.

5.4.2.7 General Examination - shall address the basic principles of the


applicable method. The level III preparing the examination shall
select or devise appropriate questions on the basic technology
of the method to ensure that the candidate understands the
principles to the degree necessary to enable him to undertake
the duties prescribed in Para. 5.1 Of this practice.

5.4.2.8 Specific Examination - shall address the equipment, operating


procedures and test techniques commonly used by TECSEP
clients.
The examination questions shall cover:
A NDT procedures for the applicable test method commonly
used by the majority of TECSEP clients, and relevant code /
standard requirements, where deemed to be appropriate.
B Common equipment used by the TECSEP clients.

5.4.2.8.1The minimum number of questions for the general and specific


examinations shall be as follows:

5.4.2.9 Practical Examinations

A Level I:
The candidate shall be given an examination to assess his
proficiency in performing the test method in accordance
with prescribed techniques. The candidate shall carry out
an examination on at least one test piece, approved by
NDE Level III, with known defects in accordance with an
applicable technique. Prior to the examination-taking
place, the examiner shall establish a checklist containing
ten different checkpoints relating to the technique and
procedural requirements. The checklist shall be used by
the examination administrator during the examination to
assess and grade the examination results.

B Level II:
The candidate shall be given an examination to assess his
proficiency in selecting and performing the applicable non-
destructive tests and interpreting and evaluating the
results. The candidate shall carry out an examination on
one or more test pieces, approved by the NDE Level III,
with known defects in accordance with an appropriate
procedure. Prior to the examination taking place the
examiner shall establish a checklist with ten different

checkpoints selected to demonstrate the candidate’s


proficiency in selection and performing the applicable non-
destructive test methods and interpreting and evaluating
the results. The checklist shall be used by the examination
administrator during the examination to assess and grade
the examination results.

C Records:
The records of practical examination shall include:
 Completed and graded checklists.
 Description of test pieces.
 Reference to applicable procedure / techniques.

5.4.3 Technical Examination of NDE Level III

5.4.3.1 Basic Examination:


Required only one time when more than one method
examination is taken. The minimum number of questions shall
be as follows:

A Fifteen (15) questions relating to understanding the SNT-


TC-1A and TECSEP written practice documents.
B Twenty (20) questions those are similar to TECSEP
applicable materials, fabrication, and product technology.

C Twenty (20) questions that are similar to published Level II


questions for other appropriate NDE methods.

5.4.3.2 Method Examination

For each method:

A Thirty (30) questions relating to fundamentals and


principles that are similar to published ASNT Level III
questions for each method, and

B Fifteen (15) questions relating to applications and


establishment of techniques and procedures that are
similar to the published ASNT Level III questions for each
method, and

C Twenty (20) questions relating to capability for


interpreting codes. Standards and specifications relating to
the method.

5.4.3.3 Specific Examination

For each method:

A Twenty (20) questions relating to specifications,


equipment, techniques, and procedure applicable to
TECSEP products and methods employed and to the
administration of TECSEP written practice.

B TECSEP may delete the specific examination if the


candidate holds a valid ASNT NDE Level III or ACCP
Professional Level III certificate in the method and if
documented evidence of experience exists, including the
preparation of NDE procedures to codes, standard, or
specification and the evaluation of test results.

5.4.3.4 A valid endorsement on an ASNT NDE Level III or ACCP


Professional Level III certificate fulfils the examination criteria
described in 5.4.3.1 and 5.4.3.2 for each applicable NDE method.

5.4.3.5 TECSEP may contract an outside agency to provide NDE Level III
services to the Company, if the outside agency qualifications
shall be reviewed by the TECSEP Operations Manager and have
been accepted and documented. (a letter of appointment, in this
respect, shall be issued by TECSEP Country Manager addressed
to the level III concerned).

5.4.4 Grading

5.4.4.1 Each passing grade for the general, specific shall be 70% and for
practical shall be 80% or greater, if the composite grade of 80%
is required for qualification of Level I, II and III.
The composite grade is determined as simple averaging of the
general, specific and practical examinations for level I, II and as
simple averaging of the basic, method and specific examination
for level III.

5.4.4.2 NDE personnel failing to obtain the required grades shall wait at
least 30 days or show evidence that suitable training has been
given prior to the re-examination.

5.4.4.3 An NDE Level III shall be responsible for the administration and
grading of examinations specified in section 5.4.2 for NDE Level
I, II and in section 5.4.3 for level III personnel. The administration
and grading of examinations for level I, II may be delegated to a
qualified representative of the NDE Level III.

5.5 CERTIFICATION

5.5.1 The certification of all Levels of NDE personnel is the responsibility of the
TECSEP country Manager (The Employer).

5.5.2 An outside agency may be used to provide NDE services. The


responsibility for certification must be retained by TECSEP Operations
Manager.

5.5.3 TECSEP country Manager shall review the provided services to assure
that training, examination and certification requirements are in
accordance with this document.

5.7 RE-CERTIFICATION

5.7.1 Level I, II and visual examination competent individuals shall be re-


certified once every Five years.

5.7.2 Level III individuals shall be re-certified once every five years.

5.7.3 All Levels of personnel shall be re-certified in accordance with one of the
following criteria:

5.7.3.1 Evidence of continuing satisfactory performance.

5.7.3.2 Re-examination in those portions of the examinations in


paragraph 5.4 deemed necessary by NDE level III.

5.7.4 The NDE personnel will be re-examined and re-certified when a period of
6 months or more interrupt service in a particular discipline.

5.7.5 The NDE personnel may be re-examined at any time at the discretion of
TECSEP Operations Manager or Authorized Inspector, and have their
certificates extended or revoked.

5.8 TERMINATION

5.8.1 Certifications are only valid for the periods described in section 5.7, while
the employee remains employed by TECSEP.

5.8.2 Any certification in accordance with this practice shall be deemed


revoked when employment by TECSEP is terminated.

5.8.3 A terminated Level I or II individual may be re-certified to his former


Level by TECSEP based on examination in those portions of the
examinations as described in paragraph 5.4 deemed necessary by the
NDE Level III, provided all of the following conditions are met to the
TECSEP satisfaction:

5.8.3.1 The employee has proof of prior certification.

5.8.3.2 The employee was working in the capacity in which he was


certified within 6 months of termination.

5.8.3.3 The employee is to be re-certified within 6 months of


termination.

5.8.3.4 Prior to being examined for certification, employee not meeting


the above requirements shall receive additional training as
deemed appropriate by the NDE Level III.

NOTES

1. For NDE Level II certification, the experience shall consist of time at NDE level I
or equivalent. If a person is being qualified directly to NDE level II with no time
as NDE level I, the requirement experience shall consist of the sum of the times
required for NDE Level I and Level II, and the required training shall consist of
the sum of the hours required for NDE Level I & II.

2. Listed training hours may be adjusted as described in the written practice


depending on the candidates’ actual educational level e.g. graduate in technical
institute or engineering etc.

3. Initial experience may be gained simultaneously in two or more methods if:

a) The candidate spends a minimum of 25 % work time of each method for


which certification is sought, and,

b) The remainder of work time obtained as experience is spent in NDE related


activities defined in the present written practice.

4. Work time experience per level shall be required over the period in ½ to 3 times
the months shown and shall include a minimum of the hours shown in the
specific method for which certification is sought.
5. For Level II limited certifications in UT – Digital Thickness, 8 Hours Formal
Training & 40 Hours minimum work experience shall be recommended for
technicians, starting point of trainee.
6. For Level II limited certifications in Radiographic Film interpretation, 40 Hours
Formal Training & 220 Hours minimum work experience shall be recommended
for technicians, starting point of Non-Radiographer.
