1. What is Named Entity Recognition (NER)?

Named entity recognition (NER) refers to the task of identifying and extracting named entities from a text. Named entities are words or groups of words of interest that may include people,
places, dates and times, amounts, and more.

2. Entity Class Definition

The table below details all entity classes that are used for this task.

# Entity Class Definition Subclasses

7 EVENT
gathering with some sense of time attached to it.

3. How to Annotate Text

Each entity class has up to three sublevels. These levels are called "Tag 1", "Tag 2", and "Tag 3" in these guidelines. The same span of text can be annotated using multiple tags from different
levels or from different entity classes, as applicable.

TAG TYPE DESCRIPTION EXAMPLE

TAG 1 entities The largest span of text eligible for annotation. "15-hour" "Sunday evening to Monday morning"
"15" "hour"
TAG 2 entities
A shorter or equal part of text to be annotated after the selection
"Sunday evening" "Monday Morning"
of Tag 1, if available.
"Sunday" "evening" "Monday" "morning"
TAG 3 entities A shorter or equal part of text to be annotated after the selection "Sunday"
of Tag 2, if available. "Monday"

4. Subclass Definition

The data selected for annotation may fall into one of the two categories listed in the table below. During data collection, only documents belonging to the Core/Fully Qualified Context category
should be accepted. No Edge Cases should be included in the dataset. If auditors encounter Edge Cases during auditing, they should flag the entire document as invalid.

Type Definition Action

Examples which are straightforward and have full or sufficient

Core/Fully Qualified Context Documents containing core/fully qualified context should be annotated
context to make a decision about tagging without ambiguity.

Examples which are ambiguous and where the context is unclear or

Edge Cases missing altogether. The entity cannot be resolved or more than one Documents containing edge cases should be rejected
tag could be used.

5. Ambiguous and Edge Cases

Below are some examples of ambiguous cases with the indication of whether or not they should be treated as edge cases or valid documents. Please read the documents carefully when you do
annotation and assign the correct tags taking context into proper consideration.

# Type Example Description

Edge Case “2020” could refer to a year, currency, or a quantity. There is not sufficient
2020 was too much!
1 context to resolve this entity. This is not a valid document.
Edge Case “Jan” can refer to January or be the name of the person. Context does not

2 clarify this. This is not a valid document.
Edge Case It is not clear what “12.30” refers to. It could be currency or time.
Lunch at Tony's for 12.30
3 This is not a valid document.
“Sydney” could be the name of the person or the city. However, context suggest
Ambiguous - Context dependent Where is Sydney’s office? I need to talk to her urgently. that Sydney is the name of a person. It can be annotated as PERSON.
4 This is a valid document.
Although there is no explicit indication that “20” refers to money, the verb “paid
Ambiguous - Context dependent ” provides sufficient content to determine what it stands for. It should be

annotated as CURRENCY.
5 This is a valid document.
General Rules for Annotation
Below are some general rules that apply to all/most entity classes. Annotations in the below examples illustrate the specific rule under consideration: text in bold marks correct annotations, text in red marks text
that should not be annotated. Any other text or span of text that is eligible for annotation but not covered by the specific rule is not highlighted.
# Rule Description Examples
1 The Tag should match the context Example 1:
Oscar-winning music composer A R Rahman gets a street named after him in Markham, Ontario, Canada and
the board reads Allah-Rakha Rahman st .
The first mention would be PERSON while the second one should be tagged as FACILITY because it refers to the
name of the street, not to the person.

Example 2:
Listen to Madison Avenue on Spotify!
In this document "Madison Avenue" is not a street name in this example, but the name of a band, and therefore
it should be tagged as ORG and not as FACILITY.

Example 3:
Twitter, Inc . is an American social media company that operates the microblogging and social networking
service Twitter .
The first mention of "Twitter" refers to the company name and should therefore the annotated as ORG, while the
second mention refers to its service, which should be annotated as PRODUCT.

2 Double Annotation For some specific cases, two tags from different Example 1:
entity classes can be used to annotate the same We had to stand in line for 3 hours to get in!
word or span of text. "3 hours" should annotated both as QUANTITY and as DURATION.

Example 2:
Halloween is a time for pumpkin carving, dressing up, and trick or treating!
Both tags DATE and EVENT can be used.

3 Typos and grammar errors Words/phrases can be annotated in a valid Example 1:

document even if they are misspelled. I sliced 5 potatos in less than one minute!

Example 2:
The results will be announced today on 1 pm .
Although the spelling/grammar is incorrect, the selected words in these examples can be safely annotated since
the context is clear.
4 Punctuation Do not include punctuation in the annotation Example 1:
unless it is within the span of text to be annotated A new trade pact is expected to accelerate the flow of goods between China , Japan , South Korea , and
or required by the context. Australia .

Example 2:
The press conference took place on Thu, April 7, 2022, 9:00 AM – 5:00 PM in New York City, NY, United
States .
Punctuation in Example 1 separates different entities in a list, so it should not be annotated. Punctuation in
Example 2 is annotated because it lies within the span of text to be annotated.

Example 3:
Scotland 's Tom Stoltman has retained his World's Strongest Man title.
The first apostrophe should not be included in the annotation because the two entities should be annotated
separately, while the second one is part of a proper name, so it should be included in the annotation.

Example 4:
Let's examine the Bank of Japan (BOJ) 's monetary policies ( 2010-2020 ) .
Acronyms in parentheses following the extended name should be considered a full annotation, so the
parentheses are included in the annotation. Do not annotate parentheses in cases where only the content within
the parentheses should be annotated.

Example 5:
Initially called the " Book Club ", the bank was renamed as Siam Commercial Bank in 1906.

5 Articles, prepositions, conjunctions Do not include articles, prepositions, conjunctions Example 1:

unless they lie within the span of text to be The U.S. Bureau of Labor Statistics accounted for 13 million people working in the hospitality and leisure
annotated. industry as of December 2020 .

Example 2:
Literally was expected to be delivered with prime shipping on nov 24th, received it the 29th and after installing
it showed -14°C.

Example 3:
Australia and Trinidad and Tobago formally established diplomatic relations in 1974

6 Indefinite articles The indefinite article "a/an" should not be Example 1:

considered in the annotation of QUANTITY, unless They live in a house by the sea
the focus is clearly on the quantity. This should NOT be annotated as QUANTITY.

The indefinite article "a/an" can be annotated Example 2:

when it refers to a DURATION time span. Unless you're trying to be a body builder , you don't need to consume a gram of protein per pound of
bodyweight
In this example, "a body builder" should not be flagged as QUANTITY, while "a gram" can be annotated as
DIMENSION.

Example 3:
I have a cup of coffee a day, maybe two if I had a bad night of sleep .
In this example "a cup" refers to the number of cups, so it can be annotated as QUANTITY, while the quantity is
not the main focus in "a bad night of sleep".

Example 4:
You can now book a year long cruise that visits all continents.
The span of text "a year" can be annotated for DURATION but it does not qualify for QUANTITY.

7 Repetitions If the same word/phrase is repeated multiple Example 1:

times in a document, annotate all applicable Ok, first you don’t need to say London UK , it is just London . Like New York is New York or Washington is
mentions. Washington .

Example 2:
If you are first you are first , if you are second, you are nothing.

8 Adjectives Do not annotate adjectives, unless they are part of Example 1:

a proper name or a full concept. I need to buy new tires for my car.
Tires can be flagged as PRODUCT, but "new" should not be included in the annotation.

Example 2:
They attended a crowded conference at a big hotel in the city center.
Conference should be annotated, but the adjective "crowded" is irrelevant.

Example 3:
Over the past few years, three new food chains have popped up in the Big Apple .
Big Apple is a proper noun and the adjective should be part of the annotation.

Example 4:
With film usage and adoption on the rise, we wanted to resurrect the debate of digital photos versus analog
photos .
The adjectives in this example are relevant and should be annotated.

Example 5:
Sunlight is caught by the solar panels and converted into usable electricity.
Solar panel is a full concept and should be annotated entirely.
