Locational Plan is invited from leading professional business houses/agencies for

Exclusive Airport General Retail Services which include all shops, Gifts,
Souvenirs & Toys, TR Shop, Book and Departmental Store, Non-
prescription/Prescription Drugs (Mandatory) Shop, Personal care
products/cosmetics/fragrances Mens’/Womens’/Kids’ apparel and fashion wear,
Eyewear Watches and Jewellery, Electronic products, Writing Stationary and
Instruments, Footwear/Leather accessories and bottled liquor shop, (hereinafter
referred to as the ‘Airport General Retail Services) inside and outside the New
Terminal Building, Jollygrant Airport, Dehradun.

Locational Plan. The party while giving its layout plan with signage,
colour combination which must aid to the overall
airport environment and its aesthetic, may include

 inclusion of dead or unnoticed vacant space in the
layout plan which must not compromise with the
passenger movement. The location and design should
be determined in a manner which allows the passengers
to have the close access from the point of entrance on
the way to the aircraft. For the purpose, the agencies
may obtain the consultant expertise for submission of
Plan.

Period of Contract 10 (Ten) years. The end of concession period will be

co-terminus with the end of financial year, even if the
period from the grant of licence happens to be less than
10 (ten) years.

Eligibility Entities a) Technical Capacity : For demonstrating technical

capacity and experience (‘Technical Capacity’) :

(i) The Bidder (in case of Consortium-Lead Member)

must individually have three (3) years experience
in the Retail Business;

(ii) The Bidder (in the case of Consortium, the Lead

Member) and/or its Associate(s) must have
presence in at least one passenger transport
terminal such as airport, seaport, metro rail,
metro rail station, railways, railway station, bus
terminal, malls/shopping complex.

Bidding System of There shall be two stage selection process for selection of
Scope of Concession. Master Concessionaire for concession to Design, Build,
Finance, Operate and Maintain various Airport General
Retail Services inside and outside the New Terminal
Building, Jollygrant Airport, Dehradun.

The first stage to finalise the Airport General Retail Services

Locational Plan based on this EOI.

The second stage shall be for selection of the Master

Concessionaire through open tender process which include
Two Cover System – Technical Bids and Financial Bids
received together.

AAI reserves to itself the right to select and finalise the

Location Plan of Airport General Retail Services and
develop the tender document considering the inputs from
the Locational Plan through this EOI.

Participants in this EOI shall have no right to claim any

preference in the second stage tender process. However,

 the participants in this EOI shall also be eligible to
participate in the tender alongwith other bidders subject to
fulfilling the criteria of eligibility and other tender
conditions as laid down in second stage tender document.

EOI is purely for the purpose of obtaining opinion/feedback

from the professional business
houses/companies/agencies for running/maintaining the
General Retail facilities, to assess the real time business
potential at the airport and the EOI will not be in any
manner an agreement, neither an offer to seek information/
technical expertise so as to enable AAI to analyze the same.
Under no circumstances, it will confer any right, interest or
obligation on the part of AAI to accept and/or consider the
submitted information and/or claim any right for
consideration in the bids which shall be considered strictly
in accordance with the terms and conditions of the tender
to be invited subsequently.

The agency selected after open tender process shall design,

build, finance, operate and maintain the concession outlets
at his own cost. The selected agency will be required to
obtain all licenses for operating the facilities.

Area/Location
Total 62.94 sq.mt.

Purpose Exclusive Rights for designing, building, financing,

operating and maintaining Airport General Retail Services
inside/outside the terminal building at the airport.

Area Allotment Shop area and location to be allotted as per the lay out
plan decided by the airport and mentioned in the tender
subject to technical and operational restrictions imposed by
Authority within area specified in tender.

Allotted area to be used only for permitted activities.

Area to be measured for vacant space allotted.

Additional Location Additional Locations may be given not exceeding 25% of the
original allotted area based on payment of proportionate
licence fee.

Existing Licencee(s) The existing licencee(s) operating at the airport will
continue to operate the facility till the validity of the
concession agreement. However, after expiry of the licence
period, the same shall automatically be handed over to the
Airport General Retail Concessionaire selected through the
above process. However, till then, the Airport
Concessionaire will be entitled for non-exclusive discount
during the period of continuation of the existing licencee(s).
Thereafter, the licence fee will be payable by the Airport
Concessionaire on handing over of the premises to him
after applicable gestation period.

In case the existing concessionaire, already appointed for a

long term of 10 years and have a balance licence period of
more than 7 years as on 1.4.2015, seeks change in the
location, the same may also be permitted by Airport
Director to make change in the location of allotted space to
him with a view to maximize its commercial potential
without compromising the passenger movements. The
vacant and dead space, if any, identified by concessionaire
may also be considered by Airport Director for clubbing
with the existing licence with the same terms and
conditions for remaining balance period of the contract.
For doing so, the existing concessionaire would be required
to submit the lay out plan for approval. The licence fee for
extra area allotted to him will be negotiated but should not
be less than the average fee of the contract.

Obligation upon Novation clause to transfer/novate in favour of Third Party

transfer of Airport to operator of Airport, if applicable.
Third Party.

Change in Terminal In case operations are shifted from one building to the
Building. other, no licence fee shall be charged from the date of
withdrawal of sites to the date of handing over of site in the
new building with a gestation period of 30 days or
commencement of the business whichever is earlier.
However, in case the space is handed over in New Terminal
atleast 30 days before the commencement of operation, no
gestation period will be given. In case the period of
suspension of business on account of change in terminal
exceeds 60 days, the concession term shall be extended by
the suspended period and the date of annual escalation of
Concession Fee shall be reset accordingly.

Submission of Airport The participating agency has the option to submit the
General Retail Airport General Retail Services Location Plan based on the
Location Plan above inputs and AAI reserves the right to shortlist the best
Locational Plan for e-tendering process. AAI reserves the
right to reject the plan without assigning any reason
thereto. Any dispute arising out of this will be subject to
the jurisdiction of the court at Dehradun only.
