OFFICE MEMORANDUM

Sub: Amendment to ALMM Order for Implementation of ALMM for Solar PV cells

1. Reference is invited to the 'Approved Models and Manufacturers of Solar Photovoltaic


Modules (Requirements for Compulsory Registration) Order, 2019’ issued by MNRE on
02.01.2019 and various clarifications / amendments thereto issued from time to time along
with the Procedural Guidelines dated 28.03.2019 including clarifications / amendments
thereto, issued under the subject Order.

2. Though the aforesaid ALMM order dated 02.01.2019 had provision for List-1, specifying
models and manufacturers of Solar PV Modules and List-II, specifying models and
manufacturers of Solar PV Cells, till date, List-II of solar PV cells has not been issued because
the installed capacity of solar PV cells in the country was lower than demand.

3. With installed capacity of solar PV cells in the country expected to increase substantially
in next year, it has been proposed to issue List-II of solar PV cells under ALMM, which shall
be effective from 1 =t June 2026.

4. In line with provisions already specified in ALMM Order dated 02.01.2019, and subsequent
clarifications and amendments thereto, all projects falling under the purview of ALMM shall
have to mandatorily source their solar PV modules from models and manufacturers included
in ALMM List-1 for solar PV modules and such solar PV modules in turn shall have to use solar
PV cells from amongst the models and manufacturers enlisted in ALMM List-II for solar PV
cells, as per the details specified in following paragraphs.

5. For all projects (including the projects bid out following the Guidelines issued by the Central
Government under Section 63 of Me Electricity Act 2003) which are mandated to use solar PV
modules from ALMIM List-1 (for solar PV modules), if the last date of bid submission is on or
before the issuance of this order, such projects shall be mandated to use solar PV modules
from ALMM List-1 (for solar PV modules) but will stand exempted from the requirement of using
solar PV cells from ALMM List-II (for solar PV cells), irrespective of their date of
commissioning, i.e. such projects will be exempt from the requirement of using solar PV cells
from ALMM List-II, even if their date of commissioning is beyond 1 =t June 2026.

6. All projects (including the projects bid out following the Guidelines issued by the Central
Government under Section 63 of the Electricity Act 2003) that are covered under ALMh/l and
where the last date of bid submission is after the date of issuance of this order, shall have a
clause in their tender documents / Request for Selection (RfS) documents that the solar PV
modules and solar PV cells used in such projects shall be from the models and manufacturers
included in ALMM List-I (for solar PV modules) and ALMM List-II (for solar PV cells) and thi9
condition will have to be followed irrespective of the date of commissioning, i.e. even if such
projects get commissioned prior to 1 ;t June 2026. In case of such tenders which have been
issued prior to the date of issuance of this order, but the last date of bid submission is after
the issuance of this order, the concerned bidding agency would issue an amendment to the
tender document to include provisions stating that bidders shall take into account the
provisions ofALMM for solar PV cells while submitting their bids.

7. From 1 st June, 2026 onwards, only such solar PV modules will remain in ALMM List-1 (for
solar PV modules) which are using solar PV cells from ALMM List-II (for solar PV cells) and
solar PV module manufacturers who fail to comply to this condition, will be liable to be delisted
from ALMM List-1 (for solar PV modules). However, after 31=t May 20261 a separate ALMM
List-1(a) (for solar PV modules) would be maintained and this list would contain such solar PV
modules which are enlisted in ALMM but do not use solar PV cells from ALMM List-II (for solar
PV cells) and this ALMM List-1(a) (for solar PV modules) would be applicable only for such
projects which are mandated to use solar PV modules from ALMM for solar PV modules [List-
I / List-1(a)] but are exempt from using solar PV cells from ALMM Li,t-II f„ s,I„ PV ,,IIs.

8. Net-Metering Projects and Open Access RE Power Projects are mandated to use solar
PV modules enlisted in ALhnM, unless such projects are exempt from ALMM in accordance
with provisions of IVINRE’S 0.M. No. 283/54/2018-GRID SOLAR-Part(5) dated 07.10.20221
clarified and reiterated by MNRE’s O.M. No. 283/54/2018-GRID SOLAR-Part(2) dated
14.10.2024, MNRE's O.M . 1 /74/2023-NT dated 27.05.2024, or any other
O.M./Order/Instruction from MNRE for exemption from ALMM. These Net_Metering and Open
Access RE Power Projects which are mandated to use ALMM enlisted modules, will stand
exempted from the requirement of using solar PV cells from ALMM List-II if such projects get
commissioned prior tO lst June 2026. All the Net-Metering Projects and Open Access RE
Power Projects which get commissioned on or after 1 =t June 2026, shall have to mandatorily
source their solar PV modules from ALMM List-1 and solar PV cells from ALMM List-II.

9. Thin Film technology based Solar PV Modules enlisted in ALMM List-1 and manufactured
in Integrated Solar PV Module Manufacturing units enlisted in ALMM List-1, shall be considered
to be in deemed compliance to the requirement of using solar PV cells from ALMM List-II.

10. Procedural Guidelines for enlistment of Models and Manufacturers of Solar pv Cells
under ALMM List-II (for Solar PV Cells) will be issued subsequently.

11' This issues with the approval of Hon’ble Minister (New & Renewable Energy).
