registered with CPWD in appropriate class of “Building & Road” category and those of
appropriate list of M.E.S., BSNL, Railway and other State P.W.D. (B&R) or State Govt.’s
Department dealing with building and roads and other experienced contractors fulfilling the
eligible criteria for the work for the following work

Similar nature works means works of “Comprehensive Maintenance & Day to day Civil
maintenance”.
For this purpose, cost of work shall mean gross value the completed work including cost of material
supplied by the Government/Client but excluding those supplied free of cost. This should be certified by
an officer not below the rank of Executive Engineer/Project Manager or equivalent.
Components of work executed other than those included in definition of similar work shall deducted
while calculating cost of similar work. Bidder shall submit abstract of cost of work of final bill in
support of this.
(a) The value of executed works shall be brought to current costing level by enhancing the actual value of work
at simple rate of 7% per annum; calculated from the date of completion to previous day of last day of
submission of tenders.
(b) Turn over: Average Annual Financial Turnover on maintenance works should be at least 30% of the
estimated cost put to tender during the last three consecutive financial years i.e. Rs. 0.81 crore. The value of
annual turnover figures shall be brought to current value by enhancing the actual turnover figures at simple
rate of 7% per annum. (Scanned copy of Certificate from CA with Unique Document Identification Number
(UDIN) to be uploaded)
(c) Should not have incurred any loss (Profit after Tax should be positive) in more than two years during
available last five consecutive balance sheets (Standalone financial Statement), duly certified and audited by
the Chartered Accountant ending 31st March 2024.
(d) Should have a Banker's Certificate from a commercial Bank for Rs. 1.08 Crore or Net Worth certificate
from CA with Unique Document Identification Number (UDIN) of minimum 10% amount of ECPT
(Scanned copy of original to be uploaded).
(e) While considering any similar work executed by applicant firm under joint venture, the experience of the
applicant firm in that work shall be restricted to its share/responsibilities as reflected in the Memorandum of
Understanding (MoU), signed between the parties, while forming joint venture for that work,
attested/Notarized copy of which shall be submitted along with the technical BID.
(f) In case of associate specialized agencies, the main contractor shall submit name of at least one associate
agency who have required work experience in field of “Day to Day Maintenance” and shall upload their
(Associate firm’s) information regarding eligibility like performance certificate, Structure & Organization,
details of all works of similar nature completed during in the last 7 years ending last day of the month
previous to the one in which tenders are invited as per the proforma - C, D & E.
(g) Based on the proposed name of associate firms, department shall approve such associate/s for this work who
satisfy the eligibility criteria. Thereafter, the main contractor shall have the option to associate with any of
these proposed and approved associate firm.
(h) All Other Conditions and details for association with specialized agency shall be same as mentioned in
“Special Conditions” or as per provisions contained in CPWD works manual 2024 with upto date
corrigendum issued during the currency of the work.
(i) The amount specified for similar works is cost of work executed in a period of 730 days (i.e. two years). In
case completion period of any work shown is more than one year, the eligible amount will be worked out
proportionately for one year. Cost of the similar work of completion period less than one year shall be
considered as absolute cost without any proportionate enhancement. In case works are executed in Private
Sector, then TDS Certificate for Income Tax for the works executed are also required to be submitted along
with detail of works (Applicable for both main & associate firm). Completion Certificate shall be issued by
the officer not below the rank of Executive Engineer/Project Manager (Applicable for both main & associate
firm).
Components of work executed other than those included in definition of similar work shall be deducted
while calculating cost of similar work.
(j) Bidding Capacity (applicable for CPWD enlisted contractors also): The bidding capacity of the
contractor should be equal to or more than the estimated cost of the work put to tender.
Where,
A = Maximum turnover in construction works executed in any one year during the last seven
years taking into account the completed as well as works in progress. The value of completed
works shall be brought to current costing level by enhancing at a simple rate of 7% per annum.
N = Number of years prescribed for completion of work for which bids have been invited.
B = Value of existing commitments and ongoing works to be completed during the period of
completion of work for which bids have been invited.
Notes:
1. The bidder should submit bidding capacity as per Form 'C-3'.
2. Bidding capacity is applicable for all the contractors including CPWD enlisted contractors.
3. Bidding capacity formula, for CPWD contractors who are enlisted based on rule 6.1.7 of
Enlistment Rules-2022 i.e. government retired engineer/ architect for three years from the date of
issue of enlistment order, is as follows:-
Where,
A = Banker certificate figure as submitted by applicant (i.e. government retired
engineer/architect) at the time of enlistment and subsequent fresh bankers certificate for
second and third year respectively. Value of A for first year will be mentioned in the enlistment
order by the member secretary of advisory committee for enlisting authority.
N = Number of years prescribed for completion of work for which bids have been invited.
B = Value of existing commitments and on-going works to be completed during the period of
completion of work for which bids have been invited. This value is for newly enlisted entity.
Within three years from the date of issue of enlistment order, the newly enlisted entity has to
develop its own bidding capacity and thereafter the general bidding capacity formula being used
for other entities shall be applicable to it for calculation of bidding capacity.
Newly enlisted entity may like to follow general bidding capacity formula even before period of
three years if it so chooses.
4. Bidding capacity, for CPWD contractors who are enlisted based on rules 9.6.3 & 9.6.4 of
Enlistment Rules-2022 i.e. new entity based on previously enlisted entity for three years from
date of issue of enlistment order, is as follows: -
Within three years from the date of issue of enlistment order, the newly enlisted entity has to
develop its own bidding capacity and thereafter the general bidding capacity formula being used
for other entities shall be applicable to it for calculation of bidding capacity. Newly enlisted
entity may like to follow general bidding capacity formula even before period of three years, if it
so chooses.
Bidding capacity for newly enlisted entity based on rules 9.6.3 & 9.6.4 enlistment rules-2022
shall be as follows: -

Where
A’ = Proportionate share of newly enlisted director/partner in originally enlisted company/firm
multiplied by the factor A, as given below. Value of A’ will be mentioned in the enlistment order
by member secretary of Advisory committee for Enlistment Authority, it will remain same for
three years.

This value is of originally enlisted entity at the time of enlistment of newly enlisted entity.

B = Value of existing commitments and ongoing works to be completed during the period of
completion of work for which bids have been invited. This value is for newly enlisted entity.
Additional Criteria of Eligibility for CPWD and as well as for those of appropriate list of
M.E.S., BSNL, Railway and other State P.W.D. (B&R) or State Govt.’s Department dealing
with building and roads and other experienced contractors who satisfy the criteria of
execution of similar works :-
1. The bidder should be financially sound and should not have applied or undergoing Corporate
Debt Restructuring (CDR) and/or undergoing insolvency resolution proceedings as per the
Insolvency and Bankruptcy code, 2016 on the last date of submission of bid. The firm to submit
an undertaking as specified in Annexure-H by way of affidavit to this effect along with relevant
documents. (Applicable only for other experienced contractors).
2. The bidder should not have been blacklisted/ debarred from any Government, Semi Government
organizations e.g. CPWD, PWD, Railway authority etc. and Municipal Corporations. In case
Firms debarment/blacklisting is still valid, he shall not be permitted for participation of bid i.e.
their debarment/ blacklisting period is over on the last date of receipt of bid.
The contractors shall have to submit an affidavit that he has not been debarred/blacklisted to
participate in a tender by any PSUs/ Semi Govt./ Govt. organization as on date. (Applicable only
for other experienced contractors).
3. The intending bidder must read the terms and conditions of CPWD-6 carefully. He should only
submit his bid if he considers himself eligible and he is in possession of all the documents
required.
4. This information and instructions for bidder(s) posted on website shall form part of bid document.
5. The Bid documents consisting of specifications, the schedule of quantities of various types of
items to be executed and the set of terms and conditions of the contract to be complied with and
other necessary documents can be seen and downloaded from website: https://
govtprocurement.delhi.gov.in free of cost.
Bidders are advised to keep visiting the abovementioned website from time to time (till the
deadline for bid submission) for any updates in respect of the tender documents, if any.
Failure to do so shall not absolve the applicant of his liabilities to submit the applications
complete in all respect including updates thereof, if any. An incomplete application may be
liable for rejection.
(i) Earnest Money of ₹ 5,38,799/- in the form of Insurance Surety Bonds, Account Payee Demand
Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank Guarantee ( for balance amount as
prescribed) from any of the commercial Banks (drawn in favour of Executive Engineer (C), M-
123,PWD,DGER Complex, Sector-3, Dwarka, New Delhi, Payable at New Delhi).
6. A part of earnest money is acceptable in the form of Bank Guarantee also. In such case 50% of
earnest money or Rs. 20 lac, whichever is less, will have to be deposited in shape prescribed
above, and balance can be accepted in form of Bank Guarantee issued by Commercial Bank
validity for 180 days or more from the date of submission of the tender.
7 The bid can only be submitted after deposition of original EMD either in the office of Executive Engineer
inviting bids or division office of any Executive Engineer, CPWD/PWD Delhi within the period of bid
submission and uploading the mandatory scanned documents such as Demand draft or Pay order or
Bankers Cheque or Deposit at call Receipt or Fixed Deposit Receipts and Bank Guarantee of any scheduled
Bank towards EMD in favour of Executive Engineer (C), M-123,PWD,DGER Complex, Sector-3,
Dwarka, New Delhi,receipt for deposition of original EMD to division office of any Executive Engineer
(including NIT issuing EE/AE), CPWD/PWD Delhi and other documents as specified.
8 Payment of performance Guarantee: The bidder whose bid is accepted will be required to furnish
performance guarantee of 5% (Five Percent) of the accepted tendered amount in addition to other deposits
mentioned elsewhere in the contract for his proper performance of the contract. This guarantee shall be in the
form of DD / Banker Cheque / pay order/FDR/ guarantee bonds of any scheduled bank drawn in favour of
Executive Engineer (C), M-123,PWD,DGER Complex, Sector-3, Dwarka, New Delhi,.
9 Those contractors not registered on the website mentioned above, are required to get registered beforehand. If
needed they can be imparted training on online bidding process as per details available on the PWD Delhi website.
10 The intending bidder must have valid class-III digital signature to submit the bid.
11 On opening date, the contractor can login and see the bid opening process.
12 Contractor can upload documents in the form of JPG format and PDF format.
13 Contractor must ensure to quote percentage rate on complete estimated cost of work in figures and words.
In addition to this, while selecting any of the cells a warning appears that if any cell is left blank the same shall be
treated as “0” (Zero).
Therefore, if any cell is left blank and no rate is quoted by the bidder, rate of such item shall be treated as “0”
(ZERO).
However, if a bidder does not quote any percentage above/below on the total amount of the tender or any
section/sub-head in percentage rate tender, the tender shall be treated as invalid and will not be considered as lowest
bidder.
14 The bidders are advised to inspect and examine the site & its surroundings and satisfy themselves before submitting
their tender. A bidder shall be deemed to have full knowledge of the site whether he inspects it or not and no extra
charges consequent upon any misunderstanding or otherwise shall be allowed.
The quoted rate shall be inclusive of all taxes, Royality, Octroi, GST etc. and bonus payable to workers under labour
act. No reimbursement shall be made for taxes paid like GST etc. and Bonus payable under relevant labour act.
15 It is mandatory to fill details/upload scanned copies of all the documents as stipulated in the bid document. If such
document is not uploaded his bid will become invalid and processing fee shall not be refunded.
16 If the contractor is found ineligible after opening of bids, his bid shall become invalid.
17 Pre-Bid conference shallbe held in the Chamber of Superintending Engineer, Health Civil Circle-1, PWD
(GNCTD), Lok Nayak Hospital Complex, New Delhi-110002 on **.**.**** at 11:00 AM to clear the doubts of
intending bidder(s), if any. Bidders should send by email all their queries, before pre-bid conference, latest by 11.00
Hrs. on **.**.****to the office of the Superintending Engineer, Health Civil Circle-1, PWD (GNCTD), Lok
Nayak Hospital Complex, New Delhi-110002. Because of pre-bid conference, certain modifications may be issued
to all eligible bidders by the Employer by e-mail, if felt necessary by him. All
modifications/addendums/corrigendum issued regarding this bidding process, shall be uploaded on website
only and shall not be published in any Newspaper.
18 The department reserves the right to reject any prospective application without assigning any reason and to
restrict the list of qualified contractors to any number deemed suitable by it, if too many bids are received
satisfying the laid down criterion.
19 After submission of the bid the agency can re-submit revised bid any number of times but before last time and
date of submission of bid as notified.
21 List of Documents to be scanned and uploaded within the period of bid submission by:
a) Earnest money in the form of Insurance Surety Bonds. Accounts Payee Demand Draft or banker’s Cheque or
Fixed Deposit Receipt(FDR), or Bank Guarantee including e-Bank Guarantee (for balance amount as
prescribed) from any of the Commercial Bank Drawn in favour of Executive Engineer, M-123, PWD, DGER
Complex, Sector-3, Dwarka, New Delhi shall be scanned and uploaded to the e-tendering website within the
period of bid submission. The original EMD should be deposited either in the office of Executive Engineer
inviting bids of division office or any Executive Engineer, CPWD within the period of bid submission. The
EMD receiving Executive Engineer (including NIT issuing EE/AE) shall issue a receipt of deposition of earnest
money deposit to the bidder in a prescribed format (enclosed) uploaded by the tender inviting EE in the NIT.
b) Copy of receipt for deposition of original EMD issued from division office of any Executive Engineer, CPWD/
PWD Delhi.
c) GST Registration Certificate of the State in which the work is to be taken up, if already obtained by the bidder.
If the bidder has not obtained GST registration in the State in which the work is to be taken up, or as required
by GST authorities then in such a case the bidder shall scan and upload following under taking along with other
bid documents.
“lf work is awarded to me, I/we shall obtain GST registration Certificate of the State, in which work is to
be taken up, within one month from the date of receipt of award letter or before release of any payment
by CPWD, whichever is earlier, failing which I/We shall be responsible for any delay in payments which
will be due towards me/us on a/c of the work executed and/or for any action taken by CPWD or GST
department in this regard.
d) Registration with CPWD in appropriate class of eligible category.
e) Integrity Pact (Page 21-27) signed by the bidder in the presence of a witness.
f) Affidavit on non-Judicial stamp paper of Rs 200/- on structural stability and soundness as per prescribed format
Form ‘F’.
B Enlisted contractor of appropriate list of M.E.S., BSNL, Railway and other State P.W.D. (B&R) or State
Govt.’s Department dealing with building and roads:-
a) Earnest money in the form of Insurance Surety Bonds. Accounts Payee Demand Draft or banker’s Cheque or
Fixed Deposit Receipt(FDR), or Bank Guarantee including e-Bank Guarantee (for balance amount as
prescribed) from any of the Commercial Bank Drawn in favour of Executive Engineer, M-123, PWD, DGER
Complex, Sector-3, Dwarka, New Delhi shall be scanned and uploaded to the e-tendering website within the
period of bid submission. The original EMD should be deposited either in the office of Executive Engineer
inviting bids of division office or any Executive Engineer, CPWD within the period of bid submission. The
EMD receiving Executive Engineer (including NIT issuing EE/AE) shall issue a receipt of deposition of earnest
money deposit to the bidder in a prescribed format (enclosed) uploaded by the tender inviting EE in the NIT.
b) Copy of receipt for deposition of original EMD issued from division office of any Executive Engineer, CPWD/
PWD Delhi.
c) GST Registration Certificate of the State in which the work is to be taken up, if already obtained by the bidder.

f) Affidavit on non-Judicial stamp paper of Rs 200/- on structural stability and soundness as per prescribed format
Form ‘F’.
g) Certificate of Work Experience duly Signed by Officer of the rank not below Executive Engineer.
h) Copy of schedule of Quantity of final bill of similar work.
i) Affidavit on non-Judicial stamp paper of Rs 200/- the letter head of the Bidder that:-
I/We undertake and confirm that eligible similar works(s) has/have not been got executed through
another contractor on back to back basis. Further that, if such a violation comes to the notice of
Department, then I/we shall be debarred for bidding in CPWD in future forever. Also, if such a violation
comes to the notice of Department before date of start of work, the Engineer-in-Charge shall be free to
forfeit the entire amount of Earnest Money Deposit/Performance Guarantee.
C Other Experienced Contractor. (Contractors who are not registered with any Government Department
OR registered in ineligible category.)
a) Earnest money in the form of Insurance Surety Bonds. Accounts Payee Demand Draft or banker’s Cheque or
Fixed Deposit Receipt(FDR), or Bank Guarantee including e-Bank Guarantee (for balance amount as
prescribed) from any of the Commercial Bank Drawn in favour of Executive Engineer, M-123, PWD, DGER
Complex, Sector-3, Dwarka, New Delhi shall be scanned and uploaded to the e-tendering website within the
period of bid submission. The original EMD should be deposited either in the office of Executive Engineer
inviting bids of division office or any Executive Engineer, CPWD within the period of bid submission. The
EMD receiving Executive Engineer (including NIT issuing EE/AE) shall issue a receipt of deposition of
earnest money deposit to the bidder in a prescribed format (enclosed) uploaded by the tender inviting EE in the
NIT.
b) Copy of receipt for deposition of original EMD issued from division office of any Executive Engineer, CPWD/
PWD Delhi.
c) GST Registration Certificate of the State in which the work is to be taken up, if already obtained by the bidder.
If the bidder has not obtained GST registration in the State in which the work is to be taken up, or as required

contractor on back to back basis. Further that, if such a violation comes to the notice of Department, then I/we
shall be debarred for bidding in CPWD in future forever. Also, if such a violation comes to the notice of
Department before date of start of work, the Engineer-in-Charge shall be free to forfeit the entire amount of
Earnest Money Deposit/Performance Guarantee.
i) Certificate of Financial Turnover from CA.

22 The bid of only those contractors will be opened whose all the documents mentioned in the NIT are uploaded.
