The following is the authoritative text in English Language of the Ordinance promulgated by the Governor on the 31st August, 2024 being published under article 348 (3) of the Constitution of India for general information:- TELANGANA ORDINANCE No. 1 OF 2024 Promulgated by the Governor in the Seventy-Fifth Year of the Republic of India. AN ORDINANCE FURTHER TO AMEND THE TELANGANA PANCHAYAT RAJ ACT, 2018. Whereas, the Government envisioned to develop a Master Plan 2050 for Hyderabad Metropolitan Development area up to Regional Ring Road (RRR) to unleash the growth potential of Telangana Core Urban Region (TCUR), which 1 0..106-1 issTELANGANA GAZETTE EXTRAORDINARY __ [Part IV-B corresponds to area within Outer Ring Road (ORR). Further, it is proposed to establish a common urban governance structure for this area. ‘And whereas, a Study is done through the Administrative Staff College of India (ASCI), Hyderabad to suggest suitable administrative structure and spatial integration of all Local Bodies within ORR. Further, a Committee of District Officers headed by District Collectors is constituted in the concerned Districts of Rangareddy, Sangareddy and Medchal-Malkajgiti Districts to examine and report on the spatial integration of Local Bodies. Both the study by ASCI and the report from the Commissioner and Director of Municipal Administration (CDMA), Telangana, Hyderabad, which is based on the recommendations of the District Officers Committee have suggested merger of 45 Gram Panchayats, which are within ORR or overlapping / nearer to ORR into existing Municipalities, in the first phase ‘And whereas, the Council of Ministers in its Council Resolution No. 110/2024 dated:01.08.2024 has decided to constitute a Cabinet Sub-Committee to study and recommend on the issue. Accordingly, the Government have constituted the Cabinet Sub-Committee with the Chairmanship of Sri Duddilla Sridhar Babu, Hon'ble Minister for Information Technology, Electronics & Communication; Industries & Commerce and Legislative Affairs with members of Sri Ponnam Prabhakar, Hon’ble Minister for Transport: BC Welfare; Smt. D. Anasuya Seethakka, Hon'ble Minister for Panchayat Raj & Rural Development (including Water Supply); Women & Child Welfare and Sri Damodar Rajanarsimha, Hon'ble Minister for Health, Medical and Family welfare, Science and Technology vide: G.O.Rt.No.1076, General Administration (Cabinet) Department, dated 13.08.2024 rw G.O.Rt.No.1111, General ‘Administration (Cabinet) Department, dated 20.08.2024 to‘September 2, 2024] TELANGANA GAZETTE EXTRAORDINARY 3 study and submit the recommendations on merger of Gram Panchayats within ORR / overlapping ORR and outside the ORR with nearby Municipalities with the following Terms of references: ()) Reorganization of the local bodies within Outer Ring Road Area (ii) Consultation with Public Representatives and other Stakeholders. ‘And whereas, the Cabinet Sub-Committee has met on 22.08.2024 with Public Representatives and other Stakeholders. The proposal of the District Collector, Medchal-Malkajgiri to merge the Aushapur, Ankushapur, Madharam Gram Panchayats of Ghatkesar Mandal and Bogaram, Ankireddypally Gram Panchayats of Keesara Mandal has considered and recommended the same by the Cabinet Sub-Committee. Further, the Cabinet Sub- Committee after due deliberation with the Public Representatives and other Stakeholders has considered and recommended to merge the Ghansimiaguda Gram Panchayat in Shamshabad Municipality. Therefore, the Cabinet Sub-Committee has recommended to merge the fifty-one (51) Gram Panchayats (Gram Panchayats within ORR / overlapping ORR and outside the ORR) of Rangareddy, Medchal-Malkaigiri and Sangareddy Districts in nearby Municipalities, And whereas, on consideration of the recommendations of the Cabinet Sub-Committee, Government have decided to expand the Urban Area upto Outer Ring Road by merging fifty-one (51) Gram Panchayats in nearby Municipalities and accordingly, it has been decided to amend Schedule VIII under sections 3 and 7 of the Telangana Panchayat Raj Act, 2018 (Telangana Act No.5 of 2018) by undertaking a legislation4__TELANGANA GAZETTE EXTRAORDINARY _ [Part B ‘And whereas, it has been decided to give effect to the above decision immediately. ‘And whereas, the Legislature of State of Telangana is not now in session and the Governor of Telangana is satisfied that circumstances exist which render it necessary for him to take immediate action.
