We, the undersigned, offer to provide the consulting services for the
Digitization of the Register of Treaties in the Federal Ministry Justice’s
Headquarters in accordance with your Request for Proposal dated October, 2022.
We are hereby submitting our Proposal, which includes the Technical Proposal, and
the Financial Proposal sealed under two separate envelopes.
If negotiations are held during the period of validity of the Proposal, i.e., before
the date indicated in Clause Reference 25 of the Special Instructions to
Consultants, we undertake to negotiate on the basis of the proposed staff. Our
Proposal is binding upon us and subject to the modifications resulting from
Contract negotiations.
We undertake, if our Proposal is accepted, to initiate the consulting services
related to the assignment not later than the date indicated in Clause Reference 48 of
the Special Instructions to Consultants.
We also confirm that the Federal Government of Nigeria has not declared us, or
any sub consultants for any part of the Contract, ineligible on charges of engaging in
corrupt, fraudulent, collusive or coercive practices. We furthermore, pledge not to
indulge in such practices in competing for or in executing the Contract, and we are
aware of the relevant provisions of the Proposal Document (ITC Clause 3).

ON THE TERMS OF REFERENCE & COUNTERPART STAFF AND
FACILITIES
a. On the Terms of Reference
SOFTCORE INTEGRATED SERVICES LTD has carefully examined the Terms of
Reference for the Digitization of the Register of Treaties in the Ministry’s
Headquarters. The features are sufficient to produce a robust Document
Management System. However, we observed that the following FMJ’s requirement
language and stack are not the best solution when building document
manipulation systems:
 Microsoft .NET Framework C#/VB, IIS Web server, Databases – MySQL,
Microsoft SQL Server, Oracle, Frontend - JavaScript. Angular, React
 ASP.NET, MVC, Laravel, Struts, Spring, Hibernate, and HTML.
A much robust tech stack suitable for document operations is python. It has the
ability to read text from documents based on the text content and also allows the
searching of documents. Hence, we are proposing the following language stack for
the Digitization of Treaties:
 Python

b. On Counterpart Staff and Facilities


In line with FMJ’s requirement, SOFTCORE INTEGRATED SERVICES LTD will provide the
personnel that will execute the Digitization of the Register of Treaties in the
Ministry’s Headquarters.

Assumptions
 SOFTCORE INTEGRATED SERVICES LTD assumed that FEDERAL
MINISTRY OF JUSTICE will provide a project office/location for the project
team during the project execution.
 Staffs that are to work with Consultant on key issues.

CHAPTER ONE
TECHNICAL APPROACH AND
METHODOLGY
1.1.0 BACKGROUND
Justice Watch LTD understands that the Federal Ministry of Justice wishes to
Digitize the nation’s Treaty register as part of the ministry’s effort to promote
openness, transform the operations and processes of the Ministry.
International agreements are an indispensable tool of diplomacy and much of daily
life activities are governed by international agreements. All types of daily activities
involving more than one state such as telecommunications, air transport, trade etc
that are taken for granted will not be possible without international agreements being
in place to regulate these activities.
The Ministry therefore seeks for Qualified ICT organization with experience
developing Enterprise Software Application, Electronic document conversion and
storage. In compliance with the provision of the public procurement act 2007, the
Ministry therefore invites Technical and Financial proposal from reputable IT firms for
the immediate Development and Deployment for the under listed high-level
activity.
The Digital Treaty Platform will facilitate access to the Nigeria Treaty Register. It
will be an interactive database enabling authorized users to search and retrieve
data on Nigerian agreements, processes and original agreements Nigeria is a
party to.
Justice Watch Limited, a competent and reputable contractor with excellent track
record is proposing a Cloud based EDMS to ensure the safety and availability of
FMJ’s data indefinitely.
1.1.1 Objectives

Justice Watch LTD will ensure that the objectives of this project are achieved
on schedule by:
 Development of Enterprise software Application, Document management
system to securely managed all Nations Treaty agreement and associated
material.

 To provide a searchable, indexed Platform for member of the Public can


interact with to get official information on all Treaties, agreement between
Nigeria and other countries

1.1.2 Project Scope

Justice Watch LTD will ensure that the following project scope for the FEDERAL

MINISTRY OF JUSTICE’s project are given close attention:
1. Development and Deployment of a Custom Portal Based system
 Provide feature to capture, process and catalogue each Treaty and
supporting documents, videos, audio material, photographs
 Searchable Web Module for Public access
 Support multiple users and maintain audit trail of every access and
activities

 Fast multi criteria search of Agreement, minutes of Treaty negotiations
 Catalogues of all Treaties and status
 Browser Compatibility - The Application must be compatible with the
current versions of the following browsers (Firefox, Edge, and
Chrome)
 Security – The Portal must be developed with Safety and security from
ground up. The Portal must be secured end-to-end with a minimum
of 256Bit SSL/TLS connection and firm to ensure all data are encrypted
before transmission.
 Password – Password required is a minimum of 8 Characters
containing Numbers, Uppercase, lowercase, and special characters

2. Document Management, Conversion, and Integration:


 Enterprise Search - DCM must have built-in elastic search capabilities
to ensure people can find information quickly using multiple parameters,
conditions, and operators.
 Active Import - Support Automatically import files into the DCM
from networks scanners, MFP devices, as well as local and network
folders.
 Security:
o Activity Audit Trail - Provides All recordings of all activities
performed within the DCM in a searchable and printable audit log
for file auditing, user auditing and program auditing with
feature Export reports to Microsoft Excel, Microsoft Word, PDF
or Crystal Reports.
o Rights Management - Provides features to manage user
and group access to file within the DCM content repository,
folders, and files within. Integrate with directory service
environments for easy user and group creation and
synchronization.
o File Encryption - Must have built-in process and feature to
Prevent unintended access and use of files such that Once files
are stored in the system, the solutions place a non-proprietary
wrapper around files so they are unable to be opened in any
other program and may only be accessed through the source
system. Files may be exported in their native format at any time
with the appropriate user permissions in place.

3. Maintenance, Security Bug Fixing and additional works:


 Provide technical support and ongoing security maintenance and bug
fixing for the project until the end 2023. This will include Application
module updates/upgrade, Database updates/upgrades.
 Provide additional design and development work as required, based on
priorities.
o 20hours/month following completion of all functionalities described
above

1.1.3 Deliverables

Justice Watch LTD will ensure that the following deliverables are provided within the
project delivery timeline:
 Methodology and implementation plan.
 Draft designs for review, integration of feedback and final approval.

 Design, development, and delivery of a fully tested Digital Treaty Register
including the functionalities specified above, deployed in a Hosted
environment in coordination with the Ministry’s ICT department.
 Full technical documentation to enable smooth deployment, handover and
ongoing maintenance.
 Annual maintenance, Application design and development support.

1.1.4 Duration/Schedule
Effective schedule management is necessary for ensuring tasks are completed on time,
resources are allocated appropriately, and to help measure project performance. Justice
Watch LTD will complete this project within twelve (12) weeks in line with FEDERAL
MINISTRY OF JUSTICE’s timeline.

1.1.5 Project Location


The locations for this project shall be determine by FEDERAL MINISTRY OF JUSTICE.

2.0 OUR SOLUTION: ENTERPRISE ELECTRONIC DOCUMENT


MANAGEMENT (EDM)

EEDMS begins with the conversion of paper documents into electronic images on a
computer system. Once on the system, these documents can be retrieved effortlessly in
seconds. Thousands of organisations around the world use document imaging every day
instead of paper filing systems. The reasons for this change are simple;

 To prevent lost records


 To save storage space
 To manage records easily
 To find documents quickly
 To makes documents centrally available
 To eliminate the need for filing cabinets (including storage rooms/buildings)
 To make the information safe (computer ‘data’ can be readily duplicated ‘off site’)

Documents are scanned into the system. The EDMS system stores them somewhere on
a hard drive or optical disk. The documents then get indexed. When a person later wants to
read a document, they use the retrieval tools available in the EEDM system. Which
documents can be read and what actions performed on these documents is dependent
on the access provided by the EEDM system. A complete EEDM system comprises of
many features;

 Storage - The storage system provides long-term and reliable storage for
documents. A good storage system will accommodate changing documents,
growing volumes and advancing technology.
 Indexing - The index system creates an organised document filing system
and makes future retrieval simple and efficient. A good indexing system will make
existing procedures and systems more effective.
 Retrieval - The retrieval system uses information about the documents,
including index and text, to find images stored in the system. A good retrieval

system will make finding the right documents fast and easy.

 Access - Document viewing should be readily available to those who need
it, with the flexibility to control access to the system. A good access
system will make documents viewable to authorized personnel, whether in the
office, at different locations, or over the Internet.
 Document Imaging: Scanning hardcopy documents into the system and
storing them in digital format. Document imaging technologies enable
users to index or enter "metadata" into the system and always utilize some
form of storage technology to save the digital version of the document.
 Electronic Document Management: Tracking and storing “digitally
born” documents and/or images of paper documents such that records can be
accessed, managed and archived efficiently. Document/library services
technologies are used to enable organizations to manage digital documents
in a repository and to control the authoring, check in/out, and/or version
control of documents being developed, managed or stored. They also enable
users to index or enter "metadata" associated with documents into the
system.
 Work Flow: Automated passing of documents from one person or system
to another person or system pursuant to logical rules.
 Electronic Forms Processing: Creating and utilizing electronic forms to
collect data in a standardized format and automatically enter or load the data
into an EDMS solution. Network or web-based documents that either prompt
for the entry of data or permit the entry of data into specific fields such that the
data entered is associated with specific fields for records which would be
managed by one or more databases.
 Digital Signature: Mathematical scheme for demonstrating the authenticity
of a digital message or document.
 Application Integration: Framework in which a variety of technologies
can work together to provide near real-time integration; integrate the EDMS
with multiple line of business applications, allowing staff to retrieve relevant
documents from within their line of business application. This includes required
interoperability with Microsoft SharePoint 2013 or later.
 Advanced Capture Options: Automated document separation
technology that eliminates the need to manually sort documents and insert
physical separator sheets during document preparation either using native
functionality, or through existing integration, use advanced scanning
features such as zonal Optical Character Recognition (OCR), Intelligent
Character Recognition (ICR), Optical Mark Recognition (OMR) and barcodes
to facilitate recognition and indexing of documents.
 Records Management: Implements rules associated with identifying the
length of time specific types of information (regardless of whether referenced
as a document, record, image, etc.) must be kept and the type of disposition
that should occur at the end of that retention. This function categorizes and
locates records, and identifies records that are due for disposition. The
County expects the vendor to integrate the proposed EDMS with Fortis to
manage electronic and/or digital records contained within the core EDMS.
 Browser and mobile device-based client providing basic
functionality: Provide users access to the system in a hosted browser-

controlled environment through a common web browser or smart phone
app via internet or intranet.
 Convenience Scanning Options: Use multifunction devices (such as
copier-scanners) and/or dedicated all-in-one units to scan and index
documents in the EDMS
 Web content management: Manage the content, context, and
operational records related to the development and publishing of
websites.

1.2.1 Technical Approach
Justice Watch LTD approach for the Digitization of the Register of Treaties in
the Ministry’s Headquarters project is sustained by IT management concepts rooted
in the comprehensive preplanning of all parts of an assignment. We utilize best-in-
class approach for ensuring that project deliverables are produced on time and to
specifications. At each step in the approach, status reports will be generated to
assist the FEDERAL MINISTRY OF JUSTICE track the progress of the training.

1.3.0 PROJECT MANAGEMENT APPROACH AND


METHODOLOGY
Justice Watch LTD’s project management approach and methodology for the
Digitization of the Register of Treaties in the Ministry’s Headquarters for FEDERAL
MINISTRY OF JUSTICE will address Stakeholder, Human Resource and Communication
Management and defines how the project will be executed, monitored and controlled, and
closed. It is developed through a series of integrated processes extending through
project closure.
1.3.1Stakeholder Management
Justice Watch LTD’s Stakeholder Management includes processes required to identify
the people, groups, or organizations that could impact or be impacted by the project, to
analyze stakeholder expectations and their impact on the project, and to develop appropriate
management strategies for effectively engaging stakeholders in project decisions and
execution.
 Identify Stakeholders— Justice Watch LTD has meticulously Identify the
people, groups, or organizations that could impact or be impacted by a decision,
activity, or outcome of the FEDERAL MINISTRY OF JUSTICE’s Digitization of the
Register of Treaties in the Ministry’s Headquarters, analyzing and
documenting relevant information regarding their interests, involvement,
interdependencies, influence, and potential impact on project success. For this
engagement, the stakeholders are FEDERAL MINISTRY OF JUSTICE and Justice
Watch LTD.

Justice Watch LTD’s Human Resource Management for this project includes
processes that organize, manage, and lead the project teams of all the stakeholders.
 Human Resource Management Plan— Our Human Resource Management
provides guidance on how project human resources will be define, staff, manage, and
eventually release from the FEDERAL MINISTRY OF JUSTICE’s Digitization of
the Register of Treaties in the Ministry’s Headquarters project. The key
benefit of this process is that it establishes project roles and responsibilities, project
organization, and the staffing management including the timetable for staff
acquisition and release.
 Develop Project Team— For this project, Justice Watch LTD will ensure
improve competencies of our engineers, team member interaction, and overall team
environment to enhance project performance. The key benefit of this process is that it
results in improved teamwork, enhanced personnel skills and competencies,
motivated employees, and improved overall project performance.
 Manage Project Team— For this project, we will ensure close tracking of
team members performance, providing feedback, resolving issues, and managing team
changes to optimize project performance. The key benefit of this process is that it
influences team behavior, manages conflict, resolves issues, and appraises team
member performance.
 Ground Rules- Justice Watch LTD’s Project Ground rules establish clear
expectations regarding acceptable behavior by project team members. For this
project, all the stakeholders will be encouraged to make early commitment to
clear guidelines so as to decrease misunderstandings and increase
productivity.

Justice Watch LTD’s Communications Management for the FEDERAL MINISTRY OF
JUSTICE’s Digitization of the Register of Treaties in the Ministry’s
Headquarters includes processes that are required to ensure timely and appropriate
collection, creation, distribution, storage, retrieval, management, control, monitoring, and the
ultimate disposition of project information. Our effective communication will create a bridge
between diverse stakeholders who may have different cultural and organizational backgrounds,
different levels of expertise, and different perspectives and interests, which impact or have
an influence upon the project execution or outcome.
 Performance Reporting- For this project, Justice Watch LTD will ensure
timely collection and distribution of performance information, including status reports,
progress measurements, and forecasts. This will involve the periodic collection and
analysis of baseline versus actual data to understand and communicate the project
progress and performance as well as to forecast the project results to all the
stakeholders.
 Communication Technology- The methods that Justice Watch LTD will use
to transfer information among project stakeholders in this FEDERAL MINISTRY OF
JUSTICE’s Digitization of the Register of Treaties in the Ministry’s
Headquarters project varies significantly. Factors that can affect the choice of
communication technology includes but are not limited to:
o Urgency of the need for information. There is a need to consider

 Meetings- This FEDERAL MINISTRY OF JUSTICE’s EEDMS project requires discussion
and dialogue with the project team to determine the most appropriate way to update and
communicate project information, and to respond to requests from various
stakeholders for that information. These discussions and dialogue should be facilitated
through meetings, which may be conducted face to face or online and in different
locations, such as the project site or FEDERAL MINISTRY OF JUSTICE’s office.

 Guidelines for Meetings


o Meeting Agenda- Meeting Agenda will be distributed 5 business days in
advance of the meeting. The agenda will identify the presenter for each topic
along with a time limit for that topic.
o Meeting Minutes- Meeting minutes will be distributed within 2 business days
following the meeting. Meeting minutes will include the status of all items from the
agenda along with new action items.
o Action Items- Action Items will be recorded in both the meeting agenda and
minutes. Action items will include both the action item along with the owner of the
action item. Meetings will start with a review of the status of all action items from
previous meetings and end with a review of all new action items resulting from
the meeting.
o Meeting Chair Person- The Chair Person is responsible for distributing the
meeting agenda, facilitating the meeting and distributing the meeting minutes.
The Chair Person will ensure that the meeting starts and ends on time and that all
presenters adhere to their allocated time frames.
o Note Taker- The Note Taker is responsible for documenting the status of all
meeting items and taking notes of anything else of importance during the
meeting. The Note Taker will give a copy of their notes to the Chair Person at the
end of the meeting as the Chair Person will use the notes to create the
Meeting Minutes.
o Time Keeper- The Time Keeper is responsible for helping the facilitator adhere to
the time limits set in the meeting agenda. The Time Keeper will let the presenter
know when they are approaching the end of their allocated time.
 Communication Standards
For this project, Justice Watch LTD will utilize standard organizational formats for
all formal project communications. Formal project communications are detailed in the
project’s communication matrix above and include:

3.0 Roles and Responsibilities


Within the Digitization of the Register of Treaties in the Ministry’s Headquarters
project, a clear definition of the roles and responsibilities that individuals play will be critical to
the success of the project. SOFTCORE INTEGRATED SERVICES LTD recognizes this and
assigns clear roles and responsibilities to each person in this project, both from the
FEDERAL MINISTRY OF JUSTICE and Justice Watch LTD side of the project. These
two parties will work very closely together during the training in order to break down
any possible communication barriers.

Role definition benefits the project by:


 Bringing order to the chaos of a normal project;
 Allowing the team to reach “perform” stage of development faster;
 Keeping people from performing redundant activities;
 Creating a “job description”;
 Predetermining decision-making responsibility;

ANNEX A: Description of the Services
a. Background: Justice Watch LTD understands that the Federal Ministry of
Justice wishes to Digitize the nation’s Treaty register as part of the ministry’s effort to
promote openness, transform the operations and processes of the Ministry.
International agreements are an indispensable tool of diplomacy and much of daily
life activities are governed by international agreements. All types of daily activities
involving more than one state such as telecommunications, air transport, trade etc
that are taken for granted will not be possible without international agreements being
in place to regulate these activities.
The Ministry therefore seeks for Qualified ICT organization with experience
developing Enterprise Software Application, Electronic document conversion and
storage. In compliance with the provision of the public procurement act 2007, the
Ministry therefore invites Technical and Financial proposal from reputable IT firms for
the immediate Development and Deployment for the under listed high-level
activity.
The Digital Treaty Platform will facilitate access to the Nigeria Treaty Register. It will
be an interactive database enabling authorized users to search and retrieve data
on Nigerian agreements, processes and original agreements Nigeria is a party to.
Softcore Integrated Services Limited, a competent and reputable contractor with
excellent track record is proposing a Cloud based EDMS to ensure the safety and
availability of FMJ’s data indefinitely.
b. The objectives and brief description of the Services are:
Justice Watch LTD will ensure that the objectives of this project are achieved
on schedule by:
 Development of Enterprise software Application, Document management
system to securely managed all Nations Treaty agreement and associated
material.

 To provide a searchable, indexed Platform for member of the Public can


interact with to get official information on all Treaties, agreement between
Nigeria and other countries

c. Detailed negotiated Scope

Justice Watch LTD will ensure that the following project scope for the FEDERAL
MINISTRY OF JUSTICE’s project are given close attention:

supporting documents, videos, audio material, photographs
 Searchable Web Module for Public access
 Support multiple users and maintain audit trail of every access and
activities

 Catalogues of all Treaties and status
 Browser Compatibility - The Application must be compatible with the
current versions of the following browsers (Firefox, Edge, and
Chrome)

 Security – The Portal must be developed with Safety and security from
ground up. The Portal must be secured end-to-end with a minimum
of 256Bit SSL/TLS connection and firm to ensure all data are encrypted
before transmission.
 Password – Password required is a minimum of 8 Characters
containing Numbers, Uppercase, lowercase, and special characters

5. Document Management, Conversion, and Integration:


 Enterprise Search - DCM must have built-in elastic search capabilities
to ensure people can find information quickly using multiple parameters,
conditions, and operators.
 Active Import - Support Automatically import files into the DCM
from networks scanners, MFP devices, as well as local and network
folders.
 Security:
o Activity Audit Trail - Provides All recordings of all activities
performed within the DCM in a searchable and printable audit log
for file auditing, user auditing and program auditing with
feature Export reports to Microsoft Excel, Microsoft Word, PDF
or Crystal Reports.
o Rights Management - Provides features to manage user
and group access to file within the DCM content repository,
folders, and files within. Integrate with directory service
environments for easy user and group creation and
synchronization.
o File Encryption - Must have built-in process and feature to
Prevent unintended access and use of files such that Once files
are stored in the system, the solutions place a non-proprietary
wrapper around files so they are unable to be opened in any
other program and may only be accessed through the source
system. Files may be exported in their native format at any time
with the appropriate user permissions in place.

6. Maintenance, Security Bug Fixing and additional works:


 Provide technical support and ongoing security maintenance and bug
fixing for the project until the end 2023. This will include Application
module updates/upgrade, Database updates/upgrades.
 Provide additional design and development work as required, based on
priorities.
o 20hours/month following completion of all functionalities described
above

provided within the project delivery timeline:
 Methodology and implementation plan.
