MARKING SCHEME

1. Imaginative Composition (20 marks).

a) Write a story illustrating the proverb; Do not bite a finger that feeds you!

- Must be relevant to the proverb ( the student must show how someone betrayed
his/ her dependent and has found himself in trouble as a result) If not, deduct up
to 2AD.
- The story should be 450 words: two pages subject to the candidate’s font size.
- Should not define or give meaning of the proverb. ( Go strait to the story)
Deduct up to 2AD.
OR

b) Write a composition ending… The result confirmed what I had heard so many
times in theory; you become what you feed your mind.
• Must be a story. If not deduct 2AD
• Must end with the given sentence, in the last paragraph, if not deduct 2 AD
• The story must be relevant and in line with what a person thinkers so is s/he. (
The student should paint a moral lesson like positive thoughts/ hard work
paying; negative thoughts leading to regrets or endangering an individual’s
life) If not, deduct up to 4AD.
• The story should not be longer than 450 words: two pages subject to the
candidate’s font size. Deduct 2 AD.

ALLOCATION OF MARKS:

A CLASS ESSAYS. (16-20 MARKS)


The candidate communicates not only fluently but also attractively with originality and efficiency.
They have the ability to make us share their deep feelings, emotions, enthusiasms. They express
themselves freely and with no visible constraint. The script gives evidence of maturity, good

planning and often, humour. Many items of merit which indicate that the candidate has complete
command of the language. There is no stain, just pleasantness, clever arrangement, felicity of
expression.

A- 16-17
The candidate shows competence and fluency in using the language. He may lack imagination or
originality which usually provides the “spark” in such essays. Vocabulary, idiom, sentence
structure, links, variety are impressive. Gross errors are very few.

A 18
Positive ability. A few errors that are felt to be slips. The story or argument has a definite impact.
No grammar problems. Variety of structures. A definite spark. Many margin ticks.

A+ 19-20
The candidate communicates not only information but meaning, but also and especially the
candidate’s whole self: their feelings, tastes, point of view, youth and culture. This ability to
communicate deeply may express itself in a wide range of effective vocabulary, original approach,
vivid and sustained account in the case of a narrative, well developed ad ordered argument in the
case of a debate or discussion. Errors and slips should not deprive the candidate of the full marks
they deserve. A very definite spark (very memorable).

B CLASS ESSAYS. (11-15 MARKS)


This class is characterized by great fluency and easy of expression without strain. The candidate
demonstrates that they can use English as a normal way of expressing themselves. Sentences are
varied and usually well-constructed. Some candidates become ambitious or even over- ambitious.
There are many items of merit of one word or expression type. Many essays in this category may
be just clean and unassuming, but they still show that the candidate is at ease with the language.

B- 11-12
The candidate communicates fairly and with some fluency. There may be little variety in sentence
structure. Gross errors are still found occasionally, but this must not be over punished by the
examiner.

B 13
The sentences are varied but rather simple and straight forward. The candidate does not strain
himself in an effort to impress. There is a fair range of vocabulary and idiom. Natural and effortless.
Some items of merit, economy of language.

B+ 14-15
The candidate communicates his/her ideas pleasantly and without strain. There are errors and slips.
Tenses, spelling and punctuation are good. A number of items of merit of the “whole sentence” or
“whole expression” (margin ticks).

C CLASS ESSAYS. (06-10 MARKS)
Candidate communicates understandably but only more or less clearly. He or she is not confident
with his/her language. Subject is often underdeveloped. There may be some digressions.
Unnecessary repetitions are frequent. The arrangement is weak and flow is jerky. There is no
economy of language. Mother tongue influence is felt.

C- 06-07
The candidate finds it obviously hard to communicate his/her ideas. He/she is seriously hampered
by his limited knowledge of structure and vocabulary. This results in many gross errors of
agreement, spelling, misuse of prepositions, tenses, verb agreement and sentence construction.

C 08
The candidate communicates but not with consistent clarity. His/her linguistic abilities being very
limited, he/she cannot avoid frequent errors in sentence structure. There is little variety or
originality. Very bookish English, links are weak, incorrect, repeated at times.

C+ 09-10
The candidate communicates in a flat and uncertain manner. Simple concept sentence forms are
often strained. There may be an overuse of clichés and unsuitable idioms. Proverbs are misquoted
or misinterpreted. The flow is jerky. There are some errors of agreement, tenses and spellings

D CLASS ESSAYS (01-05 MARKS)


The candidate does not communicate at all. His language ability is so minimal that the examiner
practically has to guess what the candidate wants to say. The candidate fails to fit the English words
he/she knows into meaningful sentences. The subject is glanced at or distorted. Practically no valid
punctuation. All kinds of errors (“Broken English”) are evident.

D- 01-02
Chaotic, little meaning whatsoever. Question paper or some words from it simply copied.

D 03
Flow of thought almost impossible to follow. The errors are continuous.

D+ 04-05
Although the English is broken and the essay is full of errors of all types, we can at least guess
what the candidate wants to say.

2. The Compulsory Text.(20 marks)

“The Samaritan” by John Lara .


You can never escape from the consequences of your actions. Validate the truthfulness of this
statement basing your argument on John Lara’s The Samaritan (20 marks)

Many leaders after rising to leadership disregards the law as a result of the powers they wield only
to be shocked when they have no place to hide when the very law comes for them. The rogue
leaders in Maracas municipal council are exposed, arrested and sanity restored. (GENERAL-
SPECIFIC INTRODUCTION)

Wrong doings by leaders like Mayor Mossi, Inspector Bembe, Ramdaye, Basdeo, Ian Jaden has
crippled Maracas Municipality as they embezzle funds, practice corruption and misrule
disregarding the law which finally catches up with them when they are arrested. ( SPECIFIC
INTRODUCTION)

To award a full, a student must have at least three background information. (Episodes)

J1. Under the governance of Mayor mossi, he fails to ensure a safe environment for the people
of Maracas Municipality as he reallocates budget for the benefit of his friends. The people of
Maracas Municipality face a lot of challenges such as improper waste disposal system which
has made life unbearable . Hon. Seymour confirms that the waste disposal system in the town is
in a terrible state(pg 33) and garbage is all over the place, the drains are broken . This is a serious
health hazard . They plan to use this and reallocate themselves money for defending their cases in
court. The law catches up with them when they are arrested for misuse of funds.
- Hon. Ramdaye hands over contracts for the development of physical infrastructures to
his friends and relatives who do shoddy jobs and pockets huge sums of money. There are no
roads ever constructed nor secondary roads maintained. That only a few kilometers of road are
usually dug up and then leveled then the contractor pours old black oil. Secondary roads look like
part of an abandoned battle field yet through the peoples’ taxes, top dollar is paid for the
construction and maintenance of these roads(pg 62). The same happens for the construction of
bridges, pavements, drains and watercourses (pg 63). He is arrested for his crimes
-Hon. Seymour on the other hand , his department does not care if people adhere to proper
building standards or not(pg 66)) provided one parts with dollars. He is arrested to pay for his
misdeed.
- Hon. Seymour is behind the murderous Black Swan gang which is responsible for most of the
shootings and violence in maracas. He is also responsible for school drop outs as he’s sold drugs
in the Municipality all his life. He is to blame for the municipality’s reputation as a key location
in narcotics trafficking, children becoming mad or roaming aimlessly in the streets. He has ruined
lives(pg66-67). He faces the law upon his arrest.
-Hon Ted, Hon. Seymour, the deputy mayor Hon. Ramdaye and the Principal Judge Justice
Jaden award tenders to themselves, their friends and relatives (pg 62-69). They are arrested
for questioning,
- The Municipal Secretary for the Department of Health and Environment, Hon Ted is accused
by the mayor for ‘eating’ a whole hospital.He gives tenders to his relatives and friends, an act
of nepotism, and steals every penny budgeted for the health centers ending up putting site offices
that look like cowsheds(pg 64). The people of Maracas Municipality suffer from lack of medicine
in the hospitals as Ms. Nicole confesses in class while she teaches about the destruction in the
society.(pg 91). The corrupt and greedy leaders are escorted to the headquarters of the Anti-
corruption Investigation Bureau for questioning by Tajo and the police officers.

J.2. Pirro the chair of the local school board is belittled and treated like trash as he tries to
correct the leaders in Maracas on the launch of The Samaritan App by Mayor Mossi. Pirro
supports the launching of the App and questions the Mayor on why he is reluctant to do so as The
App is a blessing to the country(pg 15), he defends Ms. Narine and Ms. Nicole at the Mayor’s
persistence that they stop the App even after trying to convince the Mayor that the matter is beyond

them and that the National government has taken over(pg17).Pirro informs the Mayor that the duo
cannot overrule the Minister of Education (pg18) amidst humiliation and looked down on by the
mayor as a simple chairman of a local school board. Pirro fails to see sense in the Mayor’s
suggestion (19). His pursuit for Justice bears fruits when the App is taken over by the National
government for future launching. Mayor mossi is arrested at the end.

J3. Amidst arrest, violence, wrong accusations and threats against Nicole by Mayor Mossi
(pg 15-19, pg 71-73) and Inspector General of police Bembe (pg 93-98) she does not retreat
. Mayor Mossi accuses Ms. Nicole , being a teacher, of playing politics with the Samaritan App
and of the rot in the society as all the people creating the mess in Maracas are products of the
school (pg 72). Despite being innocent, the officers drag her on the floor (96). she is arrested
abruptly in school (pg 98) She is not made aware of her offenses immediately and ordered to
remain silent (pg 93). Inspector Bembe alleges that Nicole is disobedient to the authority-the mayor
(pg 94) The inspector accuses her of murder as he claims that her phone signal was one time
located at the scene of murder (pg 94)and further accuses her of stealing and Selling the school
generator (pg 95). She is threatened with death by Bembe when he tells him that the powerful
people are fighting back and that they will destroy Nicole(pg 94). She informs Inspector Bembe
that she has an obligation to do what is right not to obey blindly. Nicole is later freed by Justice
Jaden when the people of Maracas came to the court precincts to demand for her release . The
case is dismissed as the goons Bembe sent were unable to steal the generator. Inspector Bembe’s
bosses at the headquarters in the capital do not keep a blind eye on the happenings in Maracas
Municipality, on accounts of Ms. Nicole’s arrest , summons him .Inspector Bembe. He is later
arrested for questioning by Tajo.

J4. Injustice is meted on Alvita and Montano and Sagrada Secondary School when mayor
Mossi oa Tunya refuses to launch their winning innovation in the year’s Secondary Schools’
National Innovation competition . During the supposed launch of The Samaritan App at Sagrada
Secondary School Hall, Mayor Mossi assures the School that he is genuinely impressed by Ms.
Nicole, Alvita and Montano and that he likes the issues they have highlighted in the presentation
and promises to mobilize resources in support of innovation in schools. Mayor Mossi fails to
launch the App claiming it will be a platform for misinformation and witch-hunt yet his fears is
the App exposing the evils in his Municipality(p 14- 15). They get Justice when the App is
launched by the national government. Mossi is arrested .
J5. Mayor tells Ms. Nicole that Justice Jaden hawks Justice like cabbages (pg 69) . Justice
Jaden, the principal Judge confirms that more often than not they make judgements that favor them
and their interest. People in the Municipality are deprived of Justice especially the poor as
mayor Mossi confirms that the courts are not dependable as they follow money more often
than they follow Justice.(pg 44) They buy time through endless adjournments for those that they
have interest on then later dismiss without making convictions.(p123) . Justice Ian Jaden is
arrested together with the corrupt leaders. (Pg 138).

G1. Mukidanyi’s thirst for money makes him almost come to blows and not to listen to his
elder brothers as he sends them out of his compound . He tells them that he does not need
their help in his own house and matters concerning his household to their surprise . Ngoseywe is
surprised at how his younger brother’s head has swollen like that of a child- heavy in the plough
field. He promises Mudikanyi that someday he will need them. His Greed breaks the tight
relationship between him and his brothers.

G2 Greed makes Mukidanyi abuse and shout at his brothers, “jinga sana,”as he promise to do
whatever he pleases with his land and also beat up Ronika his wife for warning him against
selling their parcel of land to the Galos as they do not know them well and that hardly anyone in
the village does business with them and that their money is not good. What followed were screams
from the wife as blows fell on her Her whimpering died at down. This destroys the peace
they have as a family.

G3. impatience came with greed as Mukidanyi could not wait to seal the land sale deal. He says
that Galo had called off the deal. All this while he smiles at a watch on his wrist that had stopped
functioning a long time ago. He is willing to cut down trees along his fence to give way for access

to the land bought by Galo and to cater for the cost of the work. He is surprised and delighted
when he is offered the half a million , he had set as the price of the land as he expected a negotiation
from Galo for the reduction of the price. He suffers shock when the money he thirsts for talks
at night and he returns it.

G4. Mukidanyi’s thirst for money does not allow him to count and crosscheck the amount he
has been paid for the land. He says that there is no need nervously, hands trembling as he trust
Galo and that he would not lie to a clansman. He remains clasping the black briefcase in his lap
under the Msunzu tree long after the visitors had left. Coming back to his senses he stood up and
rushed into the house . He didn’t eat anything for supper that evening and remains nervous
throughout .

G5. He lacks sleep as he is woken up two times in the middle of the night to make certain the
briefcase was still chained to the bedpost. All this while he had not spoken to the wife. He
whispers the wife’s name and asks her what the time is as he cannot fall asleep. He cannot wait
for daybreak to take the money to the post office in Mbale as the wife tells him to go back to sleep.
Mukidanyi lacks peace as a result of greed.

G6. Out of greed, Mukidanyi is insecure as chains the briefcase to the bedpost with a rusty
chain and padlock afraid of someone stealing it.He whispers to Ronika not to be hard by any
villagers who might be outside. He wakes Ronika up at the speaking money in voices of school
children. He freezes stiff beside his wife in the bed as they listen to the strange conversation
.Ronika confirms to him that those were Viganda sprits speaking. He is afraid to pick the very
briefcase he had held closer to his chest and could no let go .She continues scolding him for not
listening to advice from his family. He is forced to return the brief case to Gallo hysterically
and inform him of his change of mind towards selling his land to him. We should seek and listen
to advice from those who want nothing but the best for us.

CONCLUSION:

“Truth will prevail over falsity whenever we unite. Using illustrations from the play Parliament of
owls, by Adipo Sidang’, justify the validity of the statement (20 marks)

INTRODUCTION:
when the birds of the day and rebel birds come together to fight the lies, draconian laws and
misrule by Royal Owl they succeed in overthrowing his government with Oyundi the master
planner as their leader.

U1. The day-birds come together during grief to support and encourage each other to
continue fighting for their rights and against the evils by the Owls. Ochongorio, Osogo and
Tel Tel come together to mourn the passing on of Arum Tidi. Ochongorio is almost giving up on
the fight against the Owls claiming that maybe they are fighting a losing battle. Osogo encourahes
her to keep hope alive. They fight Royal Owl and Money bag together and they emerge
victorious when they bring to power a new leader, Oyundi.
U2. Rebel owls share the secrets of the parliament with the ordinary birds to expose the
weaknesses of the parliament. They are to be killed for uniting with other birds to do away with
king Tula, Black string is execute the orders. The secrets are later used by Oyundi to divide the
parliament of Owls and take leadership.
U3 - Osogo mourns the killing of the thirty-three members of weaver bird family, and
protests that all birds have freedom to life. Together with Oyundi they fight for the day birds
and condemn the atrocities committed by the owls. Osogo uses his flute to communicate secret
messages to the other birds which helps stimulate and maintain rebellion against the owls. Osogo
remains hopeful and tells Red string that change is coming soon (Pg2). Osogo’s flute constantly
irks both king Tula and Money Bags urging them to do something about their conscience. Osogo
remains steadfast as Oyundi’s ally and one of the leaders of the day birds, together they overthrow
the royal owl forming the new government.
U4 -Ochunglo in coordination with Oyundi is sent to rescue the birds from the snakes. When
oyundi learns of money bags’ plan of sending snakes to raid and eat the eggs of the birds,
she informs ochunglo to drive the snakes away. He is branded an enemy of parliament of
owls. Oyundi saves Tel Tel on realizing that the day birds are hiding nearby when she sees the
feather of Tel Tel. She sends Red string to the East in order to save the day birds hiding a few
meters from Arum Tidi’s grave , and who, she realizes are in danger having been listening in on

the owl’s confession. It is by helping each other that they succeed. She organizes the theft of
the mysterious golden bead by Tel Tel with the aid of Otit mach, the firefly, which she later
uses to force the ejection of Moneybags and the ouster of Royal Owl. Oyundi pretends to work
with the owls to brake their unifying factor, Money Bags. She succeeds as king Tula sends
money Bags away, this leaves the king without his closest supporter which makes it easy for
Oyundi to overthrow him. Unity helps the day bird while lack of it creates rift among the night
birds.
U5- The birds come together to fight misrepresentation in parliament as it is composed of
the night birds only disadvantaging them when draconian bills that work against day birds are
made laws. The Royal owl and his cronies introduce the moonlight law. A law that will see the day
bird’s freedom of movement curtailed since no day bird is to be seen outside by 6pm. The
moonlight law and the security bill are seen to directly exploit the day birds; When the bill
goes to parliament, the day birds lacks option but to rely on owls to help champion for their rights.
When Iron lady owl opposes the bill, she is thrown out by the speaker and the bill is passed in
chaotic and rush manner. Oyundi aware of. the injustices in the parliament, cunningly befriends
Royal Owl and they make a pact who appoints her to represent the day birds in Parliament. Being
close to the king grants her a perfect opportunity to strike supported by other birds and they
overthrow King Tula Nyongoro.
U6- The rebel birds led by Iron lady together with the rebel owls in unison protests against
the MoonLight bill passed by the speaker at Money Bag’s haste. The Night birds too are planning
their demonstrations at the royal trees.The Moonlight Law is to undermine the rights of birds
that twitter in the moonlight, the rights of the Omnivores that hunt in the night, introduce
an illegal tax when birds are faced with imminent hunger and a way to getting funds to gag
rebel owls and other birds to bury the truth. Petition of the law is to be made to the Vultures
who unbelievably are compromised. The rebel birds are to be termed corrupt and killed. Iron
Lady tells Mr. Speaker blatant truth of that law being a plot to loot funds. The rebel birds succeed
in their quest for good governance when the remove King Tula from power.
U7. Tel Tel and Otit Mach are assigned to look for the golden bead at the Royal Trees and
the palace. She sacrifices and is arrested by the police owl to access the royal trees. Tel Tel later
uses the secret of the golden bead to creat a rift and mistrust between Money Bags and Royal owl
as he strangles Money bags on Tel Tel’s words that he revealed the secrets to her. Money Bags is
relieved of his duties and arrested. This rift leads to the fall of the Royal Owl as he makes
Oyundi the speaker and she ends up overthrowing him.

Ishiguro in the novel ‘An Artist of the Floating World’ portrays characters such as Ono, Sasaki,
Kuroda, Hirayama and Shintaro as regretful as their past haunts them.

BODY: (12 marks).
F1. Masuji Ono deciding to change his paintings from that of esthetics ( a world of pleasure
and beauty) to politics costs him his friendship with his teacher and colleagues. They avoid
Ono’s company and he has been unable to have a conversation with any of them to ask them of his
missing paintings (pg202-203). Mori-san is startled , surprised at the view of Ono’s new painting
and comments about Ono exploring curious avenues(204). He advices Ono to return to serious
work before too long(205). He requests Ono to bring him the remaiing paintings that were not
with those he has which Ono declines (205-206). When Mori-san asks Ono to leave his patronage,
Ono is pained to leave the Villa. He thought that sensi would understand his position and continue
to support him pursue his career(206). Ono believes that in troubled times like the one they are
facing artists must learn to value something more tangible than pleasurable ones that disappear
with the morning light(207). Being a pupil of Mori-san , the two developed a close attachment
which he has to let go now. This choice also makes him regret later as it fuels the war in Japan.
Also , as a painter and as an artist he paints work with imperialist themes. He made propaganda
art and creates patriotic spirit for the Japanese people to fight the war. He is also the advisor of the
committee of unpatriotic activities. As a result of his active role, his daughter finds it hard to get
married because Mr. Miyake did not want to be associated with Ono’s past reputation. Ono is
forced to try and clear his name among his old friends like Matsuda to pave way for Noriko’s
marriage. He is also treated with hostility by the young generation – Enchi, Suichi, Mitsuo for the
role he played in fueling the war.( Pg -179,206-210).
F2. Sasaki, one of Moro-sans leading pupil at the time, makes a decision to change his Art
that impacts negatively on his life and stay at Morisan Villa. Sasaki had the status of being
Morisan’s leading pupil. If he was to suggest person’s painting was in anyway ‘disloyal’ to the
teacher, it will always lead to immediate capitulation on the part of the offender (pg 157). He was
a leader figure-someone whose abilities the teacher singled out as an example for the others to
follow. He was a leader figure, the interpreter of the teacher’s ideas to the less able or less
experienced pupils.(pg159) That’s how powerful he was. He later makes a decision to develop

views of his own divergent from those of Mori-san his teacher(pg 160). This brings a dispute
between them. Sasaki suffers for this as he is rejected at the Villa even by his fellow artist. No one
wants to talk to him(pg 160-pg161). Sasaki leaves and he is hardly mentioned at the villa.(pg-
157,159,160,161).
F3. Kuroda’s painting that is seen to betray the Spirit of the Japanese people comes with
consequences. Ono reports him to the committee of unpatriotic activities and kuroda is arrested.
The police say that people like Kuroda should be made away with they go ahead and burn the
painting. He suffers in prison ,Kuroda is in great pain, he was injured and the warders deliberately
forgot to report the injury on his shoulder which was never attended to until the end of the war.
(Pg- 84,87,88,109-111,129-130,211).
F4. Hirayama Boy pays the price for singing old military songs that remind the young
generation of the war years. He is attacked at night and taken to hospital . A few broken ribs and
a concussion. This is because he kept singing one of those old military songs and chanting
regressive slogans as he is only able to sing what he was taught, two or three songs. He meant no
harm as Mrs Kawakami opines (pg 65-66).
F5. Mr Yukio Naguchi commits suicide as a result of his songs which led to the death of
many little boys as well as parents as they were played everywhere and incited people.He
composed songs that had become very famous not just in the city but all over Japan. They were
sang on the radio and bars. The likes of Kenji sang them when they were matching or before battle.
After the war, he thought his songs had been well-sort of a mistake. He thought of all the people
who had been killed , all the little boys of Ichiro’s age who no longer had parents. (176). He felt
he should apologize; to everyone who was left , to little boys who had no parents, to parents who
lost little boys. He wanted to say sorry. That’s why he killed himself. (pg- 175, 176)
F6. For participating in the China Crisis post-campaign, Shintaro becomes unemployable.
He gained much credit and praise as everyone was proud of his work. (pg 116-117) Later on he
applies for a job at Higashimachi High school. The committee however is still unsatisfied over
the matter of his work during the China Crisis(pg 114-115). He has to beg Masuji ono to write a
letter to the committee disassociating him from participating in the China crisis poster campaign
and also from Ono’s influence. ‘there are one or two things I must see to if I am to secure this post,
which by all other counts is mine already. Sensei, I beg you, please consider my position….here is
the name and address Sensei.(Pg117) With the American occupation of Japan after the surrender,
Shintaro regrets his decision to have been part of the poster campaign then. (Pg-114-115, 116-117,)
