All employees (Executives and Non-Executives) of Bokaro Steel Plant shall be


required to register their entry and exit time in any of the designated Facial
Recognition biometric device located in their respective department/work
premises without any exception. Attendance shall be registered through
Biometric Attendance System only by punching at the time of entry as well
as exit. This shall be effective from lst March, 2024.

Guidelines/Procedure:

1. Facial Recognition Biometric Attendance system shall start for all employees of BSL
From lst March 2024 onwards. Accordingly, employees shall register their daily
attendance through Facial Recognition Biometric Attendance devices only with
effect from 01.03.2024.
2. All employees shall register their attendance in the Facial Recognition biometric
attendance device located in their respective department/work premises as per their
respective shift/duty timings.
3. The Biometric Attendance shall be captured through the biometric attendance devices
based on the IN/OUT timings of the recording of the attendance in the device. In case of
multiple IN/OUT, the First In and Last Out timings shall be considered for the purpose of
attendance.
4. A grace period of 5 minutes from the shift/duty start time for registering the entry time
in the biometric device shall be permitted daily.
5. A grace period of 15 minutes from the duty/shift start time for any first three days of the
month for registering the entry time in the biometric device shall be allowed for all
employees.
6. In case, an employee is not punching his/her attendance or has punched his/her
attendance beyond the allowable grace period or has punched his attendance only once
during the shift/duty timings, it shall be treated as an Error case and be deemed as
ABSENT. However, Controlling Officer/HOD shall have the authorlty to correct such
attendance. Also, reports of all such corrections shall be available with the HODs and the
Divisional Heads.
7. Attendance Correction of non-executives shall be done by their respective Controlling
Officers and that of executives shall be done by the respective HODs (below E8 grade
only where there is no CGM as the HOD) in the system.
8. Leave Approval of employees in the Biometric Attendance system shall be done by the
respective Controlling Officers as mapped in the system.
9. The Tour Approvals of the employees shall be forwarded by the Controlling Officer to
the concerned HODs Cbelow E8 grade only where there is no CGM as the HOD) and
approved by respective Divisional Head in the system.
10. Employees shall have to apply for tour advance through system itself.
11. The employees whose attendance is being punched through e-DAR System shall be
punched through e-DAR System itself for the month of February 2023.
12. An employee may avail Half CL either in the first half or second half of the day as under:

An employee availing Half CL in the First Half/Second Half must punch his/her
attendance by the start of second half/end of first half respectively. Five minutes grace
punching time shall be allowed. If no punching is done within the stipulated time, the
employee shall be deemed to be ABSENT. (e.g. If an employee performing duty in
General Shift i.e. 8:30 [Link]. -17:00 [Link]. avails half CL in the first half, he/she must punch
in the system for the second half latest by 12:50 [Link]. (including 5 minutes of grace time)
failing which he/she shall be deemed to be ABSENT.
13. Any changes in the Biometric Attendance System pertaining to change of Controlling
Officer/HOD/Divisional Head, change in Weekly Off of an employee etc. shall be made in
the system by the concerned Controlling Officer. However, on transfer of an employee,
all such changes shall have to be done by the Shop Personnel Executive (SPE) of the new
department upon joining the new department.
14. Employees shall have to apply for attendance correction in the eventuality of performing
duty on Weekly Off/Closed Holiday. Once approved the concerned employee can avail
Compensatory Off on that account.

An employee would be deemed absent if they punch in their attendance beyond the allowable grace period or if they punch their attendance only once during the shift/duty timings. Upon transferring to a new department, all changes in the Biometric Attendance System, such as changes of Controlling Officer, HOD, and shifts, are to be made by the Shop Personnel Executive (SPE) of the new department. This ensures that the transferred employee's attendance and related administrative details are updated instantly and accurately to reflect their new organizational context .

Employees can avail half-day casual leaves either during the first half or the second half of their workday. The system permits a five-minute grace period for punching in after availing half CL. However, employees must punch in by the start of the second half or by the end of the first half respectively, failing which the employee is marked as absent. This structure ensures flexibility while maintaining strict adherence to required procedures for documenting attendance .

The Facial Recognition Biometric Attendance System enhances efficiency by ensuring accurate and speedy recording of attendance without manual intervention. It minimizes errors in timing records, as all processes are automated based on precise facial recognition technology. The system also streamlines attendance-related administrative tasks and ensures compliance with attendance policies, providing real-time data that aids in managerial decision-making and operational efficiency .

Attendance corrections for non-executive employees at Bokaro Steel Plant are managed by their respective Controlling Officers. For executives, attendance corrections are handled by their respective Heads of Departments (HODs), specifically for those below the E8 grade where there is no Chief General Manager (CGM) as the HOD.
