1. Standard Scope

This standard is intended for healthcare professionals and healthcare providers who offer non-surgical cosmetic procedures
(NSCP) in the Emirate of Abu Dhabi.
1.1 The standard aims to:
1.1.1 Define Non-Surgical Cosmetic Procedures (NSCPs).
1.1.2 Determine the minimum training requirements for professionals seeking to perform NSCP.
1.1.3 Outline the minimum requirements for patient education and public awareness on NSCP .
1.2 This standard must be read in conjunction with all relevant Abu Dhabi and UAE laws and regulations (listed under
clause 8 – References).

2. Definitions and Abbreviations

functioning of human tissue (such as epithelial, connective, muscle, and nerves).

3. Standard Requirements and Specifications

3.1 Non-Surgical Cosmetic Procedures Service Requirements

3.1.1 A Non-surgical cosmetic procedure (NSCP) is any procedure that meets the definition of NSCP in this standard and
is performed for cosmetic treatment. (Supplementary Table 1 – Appendix 1 outlines a non-exclusive list of NSCPs).
3.1.2 Any cosmetic procedure that does not meet the definition of NSCP in this standard is classified as a surgical
cosmetic procedure and should only be performed by specialized physicians whom the procedure falls within their
scope of practice and who are appropriately licensed and privileged.
3.1.3 Only licensed and privileged healthcare professionals (as per this standard) may provide NSCP.
3.1.4 Patient selection and initial assessment for NSCP must be conducted by a licensed physician and include careful
assessment for eligibility to undergo the intended procedure.
3.1.4.1. NSCPs must follow clinical practice guidelines in alignment with DOH Guidelines for Standard Treatment
Guidelines4.
3.1.5 All patients undergoing NSCPs must be directed to take an informed decision related to their needs. The patient
education regarding the intended NSCP must cover the nature, benefits, risks, complications, and expected
outcomes in addition to the alternative options.
3.1.5.1. Patients must be provided with educational and awareness material on the NSCPs offered, detailing the risks,
benefits, alternative treatments or interventions (including if none are available), the post-treatment care
that may be required, and the evidence behind the NSCP.
3.1.5.2. The patient’s suitability for the pursued NSCP must be assessed by:
(a) Asking the patient if another healthcare professional has declined to provide them with NSCPs.
(b) Assessing comorbidities and medical conditions that deem the patient high-risk for the intended NSCP.
(c) Assessing any underlying psychological conditions (such as body dysmorphic disorder) that may deem
the patient an unsuitable candidate for the NSCP procedure using a validated screening tool.
(d) Decline to perform an NSCP if the procedure is not in the patient’s best interests. 5
3.1.5.3. Patient Counseling must be conducted prior to any NSCP and shall include discussing and assessing the
patient’s reasons and motivation for requesting the NSCP, including external reasons (e.g., a perceived need
to please others) and internal reasons (e.g., strong feelings about appearance), and discussing the patient’s
expectations of the NSCP.

3.1.6 All NSCPs must be performed in a licensed healthcare facility that maintains a safe environment and an immediate
back-up once an emergency occurs. These facilities must host qualified personnel, functioning equipment, clinical
guidelines, referral pathways.
3.1.7 All NSCP must be documented and kept in the medical records of the patient in alignment with relevant Abu
Dhabi6 and UAE laws and regulations.
3.1.8 NSCP(s) that require general anesthesia must only be performed in specialized facilities that are licensed to
provide General Anesthesia services.
3.1.9 Special Requirements for Specific Patient Groups
3.1.9.1. NSCP may not be performed on pregnant patients.
3.1.9.2. Breast-Feeding Patients must be assessed by an Obstetrics and Gynecology physician prior to any NSCP.
3.1.9.3. NSCP may not be performed on patients under 18 Years of Age except for laser hair removal for patients 16
Years of Age and above (post menarche).
3.1.9.4. These patients must be referred to a dermatologist or pediatric dermatologist.
3.2 Healthcare Workforce Requirements - Healthcare professionals seeking to perform a NSCP must fulfill the list
requirements below:
3.2.1 Holds an active DOH license as one of the following:
3.2.1.1. Consultant or Specialist physician
3.2.1.2. General Practitioner (GP)
3.2.1.3. Consultant or Specialist Dentist7
3.2.1.4. Aesthetician (beauty therapist)
3.2.1.5. Laser hair reduction technician
3.2.2 They must be trained and competent to perform NSCP(s) as per the following requirements:

3.2.2.1 Education Basic science and evidence-based practice principles relevant to aesthetics and non-

Accredited advanced post-graduate training program8 that is designed on competency-


based concept. The training must meet the following minimum criteria:
1. A summative assessment of knowledge and skills to perform the NSCPs.
2. A curriculum structured to develop the medical knowledge and skills necessary to:
- Perform the intended NSCP(s).
- Manage related aspects of care.
3.2.2.2 Training - Manage associated complications of the NSCP(s)

3. For NSCP(s) that require the use of devices or equipment, the training must include
how to safely operate, troubleshoot, and maintain the device or equipment (while
noting some devices or equipment require completion of an independent accredited
training program).

Blended learning may be accepted only when the theory part was delivered online.

A logbook with the intended NSCP(s) performed at a minimum of 20 procedures

3.2.2.3 Experience independently.

Requirements For further details, refer Supplementary Table 2 in Appendix 1 outlines a non-exclusive
list of NSCPs and their privileging requirements.

3.2.3 Privileged to perform the NSCP(s) by the healthcare facility’s privileging body in accordance with the DOH
Standard for Clinical Privileging9 and this standard. (Supplementary Table 2 in Appendix 1 outlines a non-exclusive
list of NSCPs and their privileging requirements)

3.2.4 Permitted by DOH to practice the intended NSCP(s). Application can be initiated through TAMM portal.
Applications must include the additional NSCP Permission checklist (Form 1 - Appendix 2) signed by the Facility’s
medical director and chairperson of the privileged committee.
3.2.5 Aestheticians (beauty therapists) may perform certain NSCPs under the supervision of a consultant or specialist
physician licensed and privileged in those NSCPs procedures.
3.2.6 Laser hair reduction technicians may only provide laser hair reduction treatments that are within their scope of
practice. However, a licensed physician must do the patient selection and initial assessment.

4. Key stakeholder Roles and Responsibilities

4.1 Duties of Healthcare Professionals:

4.1.1 Healthcare professionals offering NSCP services must work within their scope of practice and granted privileges.
4.1.2 Healthcare professionals must not use titles that are different from their issued DOH license.
4.1.2.1. Titles such as "cosmetic specialist or consultant, "aesthetic specialist or consultant," "cosmetologist, "beauty
specialist or Consultant,” "anti-aging specialist or consultant”, and "cosmetic or beauty expert" are not
recognized titles as per the UAE unified Professional Qualifications Requirements (PQR)10 and cannot be used.
4.1.3 Maintain professionalism, honesty and transparency with the patient and not make claims about their
qualifications, training, or experience that could mislead patients by implying that they are more skilled than their
certified qualifications and experience.
4.1.3.1. Healthcare professionals must clearly inform the patient of:
(a) The DOH license title.
(b) The privileges granted to perform which NSCP.
(c) The healthcare professional’s role during the procedure (supervising or performing under supervision).
4.1.4 Provide patients seeking NSCPs with appropriate counseling, complete assessment, and appropriate referral(s) to
relevant specialties (when indicated) prior to, during, or after the NSCP(s).
4.1.5 Educate the patient prior to each procedure with accurate information about the intended NSCP(s), which shall
include the nature of the procedure, the scientific evidence, the risks, benefits, and the possible complications,
the expected results, and when to seek medical attention.
4.1.6 Encourage the patient to inquire about the NSCP(s) prior to obtaining informed consent and offer the patient the
opportunity to reflect on the information provided.

4.1.7 Obtain a written informed consent in accordance with relevant UAE legislations and DOH regulations prior to each
NSCP that displays to the patient the site(s) for intervention (described or marked on a drawing) and includes the
patient’s knowledge and understanding of all risks, benefits, success rate, and any likely subsequent procedures
necessitated by the intervention.
4.1.8 Ensure proper documentation for each non-surgical cosmetic treatment session undertaken.
4.1.9 Maintain a detailed portfolio of their training and a logbook of all NSCP procedures performed and their outcomes.
4.1.10 Deal with all routine aspects of care.
4.1.11 Assess for, diagnose, and manage complications during or after the procedure appropriately (either through
intervention or referral to an appropriate treating physician or facility).
4.1.12 Establish a post-procedure care plan with the patient.
4.1.13 Continue to maintain the appropriate skills and knowledge to perform NSCP in accordance with relevant UAE laws
and DOH regulations and standards.
4.1.14 Report any suspected Adverse Reaction, Medication error, or adverse event following non-surgical cosmetic
procedures to DOH pharmacovigilance service through the online e-notification system on DOH website:

4.2 Healthcare Provider:
4.2.1 Work in accordance with the DOH Standard for Clinical Privileging and this standard when privileging healthcare
professionals to perform any NSCP and only include NSCPs that are within the healthcare professionals' specialty
scope and aligned with their competencies (Appendix 1).
4.2.2 Ensure the development and maintenance of clinical practice guidelines for the offered NSCPs in accordance with
the DOH Guidelines for Standard Treatment Guidelines11.
4.2.3 Develop and maintain patient education material relevant to the NSCP(s) offered and distribute it to the patient
prior to any NSCP.
4.2.4 Ensure monitoring and evaluation systems are in place for all NSCPs performed that meet the minimum standards
of patient care in accordance with relevant UAE laws and DOH standards and regulations12.
4.2.5 Ensure that all products, equipment and devices used for the NSCP procedures are registered and utilize licensed
products as per relevant Abu Dhabi and UAE laws and regulations.
4.2.6 Ensure all treatment equipment and devices follow international evidence-based safety standards and
precautions as per manufacturer guidelines and in accordance with Abu Dhabi and UAE laws and regulations.
4.2.7 Ensure the testing of all equipment used for the offered NSCPs prior to use is documented and logged, with the
re-testing period documented as per relevant manufacturer guidelines.
4.2.8 Ensure the training of professionals on all equipment and devices used in the offered NSCP is kept in records,
audited regularly, and assessed for the need for additional training.
4.2.9 Maintain a record of all NSCPs performed at the facility and a log of any complications that developed secondary
to the performed NSCP(s).
4.2.10 Conduct, document, and maintain records of annual quality and safety audits of NSCPs performed at the facility;
set improvement plans for identified issues; and implement actions to rectify these issues.
4.2.11 Ensure honest and transparent marketing when marketing the offered NSCP at the facility in accordance with
relevant Abu Dhabi and UAE laws and regulations.

4.3 The Department of Health, Abu Dhabi

4.3.1 Updating and maintaining this standard.


4.3.2 Ensuring the implementation and monitoring of compliance with this standard.
4.3.3 Updating the published Healthcare Professionals List (Shafafiya List) to reflect the healthcare professionals who
are permitted to perform NSCPs as per this standard.

5. Monitoring and Evaluation

5.1 A monitoring and evaluation framework is in place to evaluate the effectiveness, outcomes, and impact of this standard
that includes audits inspecting compliance with this standard; and, where necessary, the framework shall adopt
changes to ensure continuous improvement within the health system in line with emerging new developments in
healthcare sciences, medical practices, and healthcare education and training.

6. Enforcement and Sanctions

6.1 Healthcare professionals and healthcare providers must comply with the terms and requirements of this standard and
all relevant regulations issued by DOH. DOH may impose sanctions in relation to any breach of requirements under
this standard in accordance with the Healthcare Sector Disciplinary Regulation.

6.2 DOH may limit, revoke, or suspend the clinical privileges of specific NSCP(s) for healthcare professionals in situations
where patient safety is deemed to be compromised.
