The U.S.
President’s Malaria Initiative (PMI) Evolve Project was awarded to Abt Global on
December 19, 2022. The purpose of this contract is to support PMI, as well as United States
Agency for International Development (USAID) Missions and Bureaus, with the planning,
implementing, and monitoring of malaria vector control programs, including entomological
monitoring, indoor residual spraying (IRS), insecticide-treated mosquito nets (ITNs), and larval
source management (LSM). PMI Evolve will strengthen the capacity of local institutions,
including national malaria programs, county and sub-county health offices, and research
institutions to independently conduct vector control programs. PMI Evolve is also responsible for
program evaluation and conducting operations research on new vector control innovations. PMI
Evolve will incorporate gender equity and social inclusion (GESI) and climate change initiatives
as cross-cutting themes with the overall goal of ending malaria faster.
In close collaboration with the National Malaria Control Program (NMCP) and Migori County
government, PMI Evolve plans to implement Indoor Residual Spraying (IRS) in five sub-counties
in Migori County namely, Awendo, Nyatike, Suna West, Suna East, and Uriri, and therefore
seeks to recruit seasonal workers to implement the project in the following capacities:
1. Sprayer Operators
2. Sprayer Operators Team Leaders
3. Mobilizer Team Leaders
4. Sub location mobilizers
5. Washers
6. Pump Technicians
7. Security Guards
The IRS campaign will be coordinated in Operations Sites located at the ward level between
March and April 2025. The total number of personnel required per Operations Site is as
follows:
NB:
1. Women are highly encouraged to apply for all positions.
2. ALL selected candidates must have a National ID.
3. In addition to national ID, Spray Operators (SOP), SOP Team Leaders, Washers, Pump
Technicians, and Security Guards must have KRA PIN and SHIF/SHA numbers.
4. Any applicant for Spray Operator or SOP TL positions in Awendo sub county (Except
North Sakwa) and East Kanyamkago (In Uriri) must have a bicycle, know how to ride, and
be willing to ride it to work.

Job descriptions for the listed positions:
1. Spray Operators (SOP)
Participant will perform the following:
Provide the relevant information to the households and ensure that households are
properly prepared, and all their questions are answered before starting to spray.
Mix and apply insecticides at the right dosage and with the correct technique.
Properly triple rinse empty insecticide bottles while in the field, after mixing.
Account for both full and empty insecticide bottles to the team leaders and supervisors.
Use PPE properly and avoid unnecessary environmental, personal or resident exposure to
the insecticide.
Refrain from spraying structures within 30 meters of environmentally sensitive areas
(water sources, forests & other protected habitats, etc.) or any structures with
inappropriate construction, such as walls with gaps to the outside.
Clean and maintain all spray equipment at designated facilities at the close of each day’s
operation.
Accurately record required data on the spray operator form.
Qualifications and Skills
Minimum requirement of KCPE.
Above 18 years of age.
Should be able to read and write in English and conduct simple arithmetic
(addition/subtraction) where applicable.
At least 1 year of IRS experience in a similar position with a track record of achieving set
targets.

2. SOP Team Leaders
Participant will perform the following:
Ensure that SOPs in their team depart for the community at the agreed time each day.
Ensure all the SOPs in the team take their breakfast and hydrate in a timely manner and
receive their equipment and materials promptly.
Complete a brief health check of the spray operators in the team each morning.
Collect enough insecticide to meet the team’s needs at the beginning of the workday and
keep a record of all insecticide distributed to each spray operator
Should ensure that all the equipment and materials provided to them and the team members
are in proper working condition, handled with care and used for only the purposes they are
intended.
Ensure that the spray operators in the team are also wearing PPE before they begin to spray.
SOP TL should know the daily performance targets of his/her team, remind them of the
targets, and ensure that the targets are met. SOP TL should know the average number of
structures each spray operator is expected to spray per day and the average number of
structures each sachet (or bottle) of insecticide is expected to cover.
Allocate each spray operators enough houses to spray every day to meet their daily target
Support mobilization by coordinating with the mobilizers and supervisors to confirm if the
villages they are going to spray have been mobilized.
Ensure that spray operators seek the permission or consent of an adult household member
before they enter any homes.
Work closely with mobililizers to ensure all houses are prepared for spraying by
confirming if all movable household items are removed from houses before spray operators
begin spraying.
Work closely with spray operators to ensure that children and animals are kept at least 10
meters away from the house during insecticide mixing and spraying.
Supervising insecticide mixing and complete the Directly Observed Spraying (DOS) form
when supervising mixing of insecticide by spayer operators.
Ensure that spray operators are abiding by the correct spray technique.
Carry the appropriate tools at all times for trouble shooting blockages in equipment,
emergency repair and servicing of sprayers in the field.
Ensure that at the end of the workday all team members return to the operation site or soak
pit at the agreed time.
Hand over all empty insecticide sachets/bottles and used dust masks to the storekeeper at
the end of the day before going to the wash area.
At the end of the day clean-up, ensure that spray operators follow the right progressive
triple rinse procedure.
Completing the spray performance tracking sheet data each day.
Check the accuracy of the data recorded by spray operators. Confirm that the headers on
the daily spray operator forms are fully filled out while the spray operators are still out in
the field spraying structures.
At the end of the day, before leaving the field, check the completeness and accuracy of
data.
Ensure that the spray operators are marking houses correctly upon completing their visit to
a household.
Notify your supervisor immediately if any of the following occur: Inhalation of insecticide
mist, skin contact and eye contact.

3. Mobilizer Team Lead
Job description of Mobilizers Team Lead
Coordinate the work of the mobilizers ensuring that they have mobilized the whole sub
location and given the correct messages.
Collect data forms from mobilizers twice weekly and liaise with the Sprayer operator
team leader to ensure that they reach the sites
Send daily data to the site coordinator on mobilization activities using the provided
template
Conduct mass mobilization in public forums (churches, schools, barazas, markets, group
meetings etc.)
Demystify myths & misconceptions in the public forums attended
Communicate spray & Mobilization dates to the community
Communicate other malaria prevention methods to the community members i.e.
continued use of Insecticide treated mosquito nets, pregnant women to attend antenatal
clinics for ITPT, clearing of bushes around households
Accompany spray teams working in their sub locations to ensure households are well
prepared for IRS
Document data as required in the data forms provided
Announce to the community using a megaphone 1to 2 days prior sprayer operators arrival
and remind household owners to prepare their houses for spray.
Together with the mobilizers identify missed structures and plan for their mop up
Ensure households are well prepared for IRS before the spray team arrives
Reinforce key messages to households as they move in the village ahead of the spray
team
Act as porters in households where we have either sick or elderly people who cannot
move their household stuff outside the house in preparation for IRS
Distribute households to SOPs before they begin spraying

4. Mobilizer
Job description of Mobilizers

Identify households where the members are not able to attend mass gatherings and visit
them to ensure they are aware of IRS, spray dates and key messages
Demystify myths & misconceptions in the public forums attended
Communicate spray & Mobilization dates to the community
Ensure the community knows what is expected of them before, during and after spraying
Communicate other malaria prevention methods to the community members i.e.
continued use of Insecticide treated mosquito nets, pregnant women to attend antenatal
clinics for ITPT, clearing of bushes around households
Document data as required in the data forms provided
Announce to the community using a megaphone 1-2 days prior sprayer operators arrival
and remind household owners to prepare their houses for spray.
Notify the mobilizers TL about the missed structures for mop up.
Ensure ALL households are well prepared for IRS before the spray team arrives

their sub locations.

5. Washers
Participant will perform the following:
Clean all personal Protective equipment (PPE) on a daily basis in the operation site and
neatly arrange them per teams in the store.
Ensuring all PPEs are well dried before storage
Arrange barrels for triple rinsing in operation sites in the morning and ensure barrels 2, 4
and 6 are filled with clean water in the morning and during end of day clean up.
Clean the washing slab after the end of day clean up.
Clean store on daily basis
Perform any other duty assigned by the storekeeper or site coordinator.

Minimum requirement of KCPE.
Above 18 years of age.
Should be able to read and write in English and conduct simple arithmetic
(addition/subtraction) where applicable.

Diagnose common problems with the spray pump, including the root cause
Perform the correct steps to fix common pump problems
Identify the most common problems that arise with the spray pump
Fixing the most common problems with spray pumps
Correctly diagnose a spray pump with a problem

Minimum requirement of KCPE.

NB: All positions that involve a worker coming in contact or close contact with wet insecticides
on daily basis including spray operators, team leaders, pump technician and washers will require
a medical examination including general body examination and pregnancy tests for women.
Those with certain medical conditions like chest problems, asthmatic, expectancy etc. may be
excluded or considered for other relevant roles they qualify for.
