1. General Project Progress
Work Order Date: 26.09.2023
Expected Completion Date: 25.09.2025 (303 days remaining)
Agreement Value: ₹7,008 Lacs (Excluding O&M)
Financial Progress: ₹4,307.678 Lacs (61.47%)
Physical Progress: 49.50%
2. Component-wise Status
A. Intake Well
Current Status: Construction delayed due to protests over approach road through a cemetery.
Issues Identified:
o The approach road construction has not commenced due to resistance from local
communities.
Recommendation: Initiate dialogue with stakeholders to resolve land issues and expedite the
diversion process for road construction.
B. Raw Water Rising Main (RWRM)
Progress:
o Total DI-K9 Pipes Procured: 22,080 m.
o Laying Completed: 20,847 m (95%).
o Permissions from NH and PWD cleared, minor delays observed.
Pending Tasks: Final 120 m pipeline laying.
Recommendation: Deploy additional manpower for completion within the next milestone
timeline.
C. Water Treatment Plant (WTP)
Progress Overview:
o Cascade Aerator: Foundation and columns completed up to beam bottom.
o Clarifloculator: Raft foundation completed; wall construction ongoing.
o Sludge Drying Bed: Foundation complete.
o Clear Water Sump: Excavation completed.
o Compound wall pending; entrance gate construction yet to begin.
Key Issue: Manpower shortage slowing structural progress.
Recommendation: Intensify workforce deployment to expedite structural completion and meet
deadlines.
D. Clear Water Rising Main (CWRM)
Progress:
o Total Pipeline: 6,105 m.
o Laid: 5,682 m (93%).
o Railway Crossings: Awaiting final permission for application No-SER-R-2024-WL-121 on
dt 24.10.2024
Pending Task: Laying of 100 mm & 300 mm DI-K9 pipelines.
Recommendation: Actively liaise with railway authorities to fast-track approval.
E. Overhead Service Reservoir (OHSR)
Capacity: 1,915 KL at 20 m staging.
Progress:
o 32 footing castings completed.
o 10 columns cast up to BR-1 beam.
o Ancillary works, including boundary wall construction Pending.
Recommendation: Increase workforce for structural components and ensure strict adherence to
safety protocols.
F. Distribution Network
Pipeline Progress:
o Overall Laying Achieved: 41,608.8 m out of 72,970.0 m (57%).
o Hydro-testing completed for 19,769 m.
o 1,257 house service connections (HSC) completed.
Restoration Work: 11,180.35 m completed.
GIS Mapping: 374 HSC connections mapped.
Observation: Satisfactory progress.
3. Technical Observations and Directions
1. Information Board
o Rectify the Information Board to include the project cost for transparency.
2. Laboratory Facilities
o Instructed the working agency to strengthen laboratory facilities for quality assurance.
3. Housekeeping
o Ensure housekeeping is maintained at the project premises to promote a safe and
organized work environment.
4. Temporary Bench Mark (TBM)
o The TBM must be clearly displayed on a pedestal structure at the site for accurate
reference.
5. Distribution Pipeline Site
o Visited the site and directed the working agency to submit a revised work plan
immediately to address delays.
6. Water Treatment Plant (WTP) Site
o Clear Water Sump:
Instructed the agency not to use backfill material at the excavation bottom
before completing PCC work.
Ensure the top surface of the sump is thoroughly cleaned before starting the
second lift.
o Sludge Drying Bed:
Directed the agency to expedite and complete PCC work without further delay.
o Surface Dressing:
Prior to PCC work on the clear water sump, proper surface dressing and
alignment for structural augmentation must be ensured.
7. Calibration and Leveling
Instructed the working agency to resubmit the calibration certificate for the Auto-level
o
machine.
o Ensure accurate leveling at the pipeline's bottom to align with structural components.
8. Manpower Deployment
o Additional skilled and unskilled manpower must be deployed to expedite progress and
ensure timely project completion.
4. Environmental Compliance Observations
Unequal Progress:
o Advanced pipeline laying contrasted with slow progress on major structural components
(e.g., Intake Well, WTP, and OHSR).
o Delayed structures may result in project imbalances and reputational risks.
5. Key Recommendations
A. Workforce Mobilization
Increase deployment of skilled and unskilled labor for critical components such as OHSR and
WTP to match pipeline progress.
B. Environmental Safety
Install temporary barricades and erosion control measures around open excavation sites.
Conduct regular site audits to ensure adherence to environmental safeguards.
C. Permissions and Approvals
Expedite follow-ups with railway authorities for pending pipeline crossing permissions to avoid
further delays.
D. Structural Advancement
Synchronize pipeline progress with major structural components (e.g., Intake Well, OHT and
WTP).
Prioritize concurrent progress on pending milestones to avoid bottlenecks.
