Mr. Tapan Kumar, DAG, Haryana, who is present in Court, accepts
notice on behalf of the respondents-State.
Learned Senior Advocate for the petitioners in the lead case would
contend that under the orders of this Court, in CWP No.11558 of 2019, an Expert
Committee was constituted by the Registrar, Panjab University, Chandigarh which
report was furnished to the Court. It is submitted that as reflected in order dated
17.11.2021, the Coordinate Bench had noted that two questions i.e. Question No.1
and Question No.54 would have “B” as the correct option and, therefore, taking
that report into account, necessary marks need to be awarded to the petitioners
herein.

Learned State counsel on instructions from Mr. Dikansh Goyal, Legal
Assistant, HSSC, would submit that the Haryana Staff Selection Commission is
bound by its own Expert report dated 28.12.2020 and would not be bound by the
report as furnished by the Expert Committee constituted under the orders of this
Court.
HSSC is directed to place on record the report of its Expert Committee
in a sealed cover along with the considerations taken therein regarding the
objections raised. The names of the Committee members be also disclosed to the
Court as well.
