2024-2025 TUITION POLICY:


Rates, Fees, Payment & Schedules

1. Overview
The International School of Stavanger provides an internationally accredited education in English for
children of expatriate families and local families in the Stavanger area. School fees are set by the
Board of Trustees and published in March each school year. All final admissions decisions are made
by the Director. ISS reserves the right to consider special cases.

2. Tuition Rates & Fees


Enrolment constitutes a contract and obligation to pay the annual tuition fee as per this Tuition
Policy. Tuition fees for Kindergarten (Year 1) to Grade 12 (Year 13) includes instruction, textbooks,
Middle School iPads, High School MacBooks, most curriculum-related field trips, and ISS bus
transportation before and directly after school. Fees do not include co-curricular activities and trips,
lunch, stationary supplies, athletics fees, instrumental rental and external examination fees.

2.1 Early Years Fees

Early Years Application Fee

with the maximum fee set in the Norwegian national

budget for the year. This fee does not include snacks or any
late pick-up fees.

2.2 School Fees Kindergarten (Year 1) - Grade 12 (Year 13)

3. Early Years Students

3.1 Early Years Fee


Rate: NOK 2,000/month (set by Norwegian government and adjusted every January)
Conditions:
o Early Years 1 is for children who are 12 months old by 1 August.
o Early Years 2 is for children who are 2 years old by 1 August.
o Early Years 3 is for children who are 3 years old by 1 August.
o Early Years 4 is for children who are 4 years old by 1 August.
o Kindergarten (Year 1) is for children who are 5 years old by 1 August.
o Kindergarten (Year 1) is not considered Early Years at ISS, see Category 1 and Category
2 Fees for Kindergarten (Year1) - Grade 12 (Year13).
o Early Years children have full-day instruction.
o Sibling and income-related discounts may be applicable, see ‘Early Years Invoicing’ below for
information regarding sibling and income-related discounts.
o Parents must also submit an electronic application through Stavanger Kommune in addition to
the ISS application. When the approval from Stavanger Kommune has been received, the child
will be given a start date in Early Years at ISS.
o Children who are transferring from a Norwegian Early Years (barnehage) cannot start attending
ISS Early Years before the withdrawal period at the previous Early Years (barnehage) has been
completed.

3.2 Early Years Invoicing


o Private paying families, paying the Early Years tuition themselves, are sent monthly invoices from
mid-August to mid-May (10 invoices/year).
o Corporate/organisation sponsored families are invoiced at the start of the school year covering
the full school year tuition.
o Invoices cover the period of 15th of the month to the middle of the next month. Enrolment is
defined as the actual date the child starts at ISS. Invoices will commence from the invoice period
defined by the start date and will be for the whole month (not prorated).
o If two or more children in a family are enrolled in Early Years at ISS, the second, third, etc.
child/children are entitled to a discount according to national and municipal regulations.
o If a household has a low gross income, parents may be entitled to a reduction in Early Years
tuition fees following national and municipal regulations.
o Payments shall be made electronically to the ISS bank account: 32010931567 (International
School of Stavanger).
o Payments from outside the country should be directed by bank transfer to the following:
Sparebank1 SR-Bank, IBAN: NO9532010931567, SWIFT: SPRONO 22.

3.3 Early Years Late Payments


o Late payments will be charged with the applicable standard interest rate for late payments.
o Financial charges will apply for all late payments, whether tuition or other fees.
o If an invoice is more than three months overdue, the student may have to withdraw from the
school until the overdue balance is paid in full.

3.4 Early Years Withdrawal and Credit


o Enrolment constitutes a contract to pay the annual/monthly tuition fee, and other fees, as
applicable, as per this Tuition Policy.
o In the case of a corporate or organisation sponsor, if a student leaves before the end of the
school year, a credit is issued to that company/organisation and may be used by other students
who enrol later in the school year. Any unused tuition credits dissolve at the end of the school
year. Cash tuition refunds are not given.
o Students/families leaving ISS are required to return borrowed materials, if any, prior to the date
of leaving.
o Families must submit a written withdrawal notice at least two months prior to withdrawal. The
notice period begins on the 15th day of the month after the Early Years receives the notice of
withdrawal. Families that fail to follow the withdrawal procedures before the child withdraws will
be invoiced tuition fees for two months.

4. Childcare - before and after school for children in Early Years to Grade 5 (Year 6)
Rate: NOK 20,800 per child per year/NOK 5,200 per child per quarter
o In the beginning of the school year, families can sign up for Childcare for their child/children up
to Grade 5 (Year 6).
o Any changes to the number of days in Childcare must be approved by the school and can only
be changed on a quarterly basis. Notice of changes must be submitted at least one month prior
to the start of the next quarter to become effective for the following quarter.
o The school offers Childcare for 1, 2, 3, 4 and 5 days for children in Early Years.
o For Early Years the Childcare fee is included in the monthly fee, see section under
‘Early Years Fee’.
o The school offers Childcare for 3 days, 4 days and 5 days for children in Kindergarten (Year 1) -
Grade 5 (Year 6).
o The Kindergarten (Year 1) - Grade 5 (Year 6) rate is NOK 20,800 per child for the school year (5
days), and NOK 5,200 per child per quarter (5 days). This is invoiced on a quarterly basis.

5. School Tuition Fee for grades (Years) Kindergarten (Year 1) – Grade 12 (Year 13)

5.1 Category 1: Kindergarten (Year 1) – Grade 12 (Year 13) Corporate/Organisation Sponsorship


and Private Pay
Rate: NOK 251,900
o Any family that is new to ISS – sponsored by a company/organisation (directly or indirectly) or
paying privately – pays the Category 1 rate each school year. This includes expats and
repatriating or local Norwegian citizens.
o Private paying families with students in Grade 10 (Year 11) through 12 (Year 13) may be eligible
to apply for a tuition fee stipend from Lånekassen (see website: Lanekassen.no).

5.2 Category 2: Kindergarten (Year 1) – Grade 12 (Year 13)


Rate:
Kindergarten (Year 1)– Grade 9 (Year 10) NOK 126,000
Grades 10–12 (Years 11-13) NOK 237,100
o Category 2 offers a reduced tuition fee limited to a fixed number of students in each grade/year
level. This level is determined by the Board of Trustees on an annual basis.
o Families that are not sponsored by any company/organisation directly or indirectly (partly or in
full) and that have limited means to pay the full tuition fee may apply for Category 2 status.
o The application process for Category 2 status starts in April each year with a final approval in
May/early June. In exceptional circumstances applications may be considered outside this
timeframe.
o A review of the Category 2 status will be conducted when students move from Primary School to
Middle School and from Middle School to High School. The Business Office will send out an email
requesting the necessary documentation to be submitted for the review of the Category 2 status
for the respective student. Such a review will typically take place in April/May. If failing to submit
the necessary documentation, the student may lose the Category 2 status and be moved to
Category 1 fee status. If the family’s financial situation has significantly changed and/or the
family is being supported by a sponsoring company, the student may also be moved to Category
1 status and will pay the applicable rate.
o Category 2 families have a 10 percent discount for additional siblings in Kindergarten (Year 1)

through Grade 12 (Year 13)
o Siblings of existing Category 2 students do not automatically qualify to enrol in Kindergarten
(Year 1) through Grade 12 (Year 13) at the Category 2 rate. A separate application needs to be
filled out to be considered.
o Students in Grade 10 (Year 11) through Grade 12 (Year 13) may be eligible to apply for a tuition
fee stipend from Lånekassen. See website: Lanekassen.no for more details.

5.3 Scholarships (Grades 10 & 11 (Years 11&12))


o Places are limited to a fixed number of students for each grade/year level. This level is
determined by the Board of Trustees on an annual basis based on the total number of places
available at each grade level.

6. Invoicing and Terms for Kindergarten (Year 1) - Grade 12 (Year 13)

6.1 Registration Fee, Application Fee, and Tuition Fee


o For new students, the registration fee, application fee and tuition are billed when the student
starts school. For re-enrolled students, the annual tuition fee is being billed for the next
academic year from May/June each year.
o Enrolment is defined as the actual date the new student starts at ISS. Should a private
paying student start within a quarter, the student will be invoiced for the entire
quarter.
o Students moving from Early Years to Kindergarten (Year 1) will also be billed the registration fee
of NOK 25,000.
o All tuition for the entire school year is payable in full 30 days after the invoice date for those
whose tuition is paid either directly or indirectly by their employers.
o The family of a student has the financial obligation to clear any outstanding fees in the
event a sponsor would neglect to pay the outstanding balance.
o Families paying privately will be invoiced quarterly throughout the school year with a 30-day
payment term.
o Payment shall be made electronically to the ISS bank account: 32010931567 (International
School of Stavanger).
o Payments from outside the country should be directed by bank transfer to the following:

6.2 Late Payments


o Late payments will be charged with the applicable standard interest rate for late payments.
o Financial charges will apply for all late payments, whether tuition or other fees.
o If an invoice is more than three months overdue, the student may have to withdraw from the
school until the overdue balance is paid in full.

6.3 Late Starts and Adjustments


o Students can join throughout the school year. Students in Category 1 being sponsored by
company/organisation (directly or indirectly) may be eligible for the following adjustments:
● 100% tuition is due for students enrolled by 31 December.
● 75% tuition is due for students enrolled after 31 December.
● 50% tuition is due for students enrolled after 15 March.

6.4 Withdrawals and Credit
o Enrolment constitutes a contract and obligation to pay the annual tuition fee and other fees, as
applicable, as per this Tuition Policy.
o In the case of a corporate or organisation sponsor, if a student leaves before the end of the
school year, a credit is issued to that company/organisation and may be used by other students
who enrol later in the school year. Any unused tuition credits dissolve at the end of the school
year. Cash tuition refunds are not given. Parents must submit a written withdrawal notice at
least two months prior to the leaving date if withdrawing before the end of the school year.
o Families leaving ISS are required to clear any financial obligations and return borrowed materials
before records are forwarded to a new school or university.
o Parents being invoiced on a quarterly basis must submit a written withdrawal notice at least
two months prior to the next billing quarter. The cut off dates for each quarter are:
o 2nd quarter billing - 31 August
o 3rd quarter billing - 31 October
o 4th quarter billing - 31 January, and
o 1st quarter billing - 30 April.
Failing to provide appropriate notice will result in families being invoiced and obligated to pay the
following quarter.
