METHOD STATEMENT FOR THE SHEET ROOFING WORK

1. SCOPE
This document describes the Roofing method to be used during the
preparation and construction of all process plants, general facilities, storage
and handling facilities, utilities and other services. This procedure is specific to
the construction for roofing work at site & temporary site. This instruction will
be used to reduce risks to worker health and the health and safety others
working on the site.

2. ROOFING WORK
Roofing work means any work at an elevated location on a building structure

3. DESIGNATED COMPETENT PERSON


Competent Person: one who is capable of identifying existing and
predictable hazard in the surroundings or working condition which are
unsanitary hazardous or dangerous to employees and who has authorization
to make promote corrective measures to eliminate them.

Which involves the placement of roof sheeting consisting of iron or aluminums


sheets insulation installation? Person is someone who has received extensive
training in a particular task and is assigned by the employer to perform that
task in specific operations. A Competent person is someone who has broad
knowledge of worksite safety and health issues, is capable of identifying
existing and predictable worksite hazards, and has management approval to
control the hazards.

Only a competent person can supervise erecting for roof sheet work moving at
a worksite. Utilizing a100% fall protection policy for all personnel when
working at unprotected elevation of 1.8 meter or above at site.100% Tie Off
Means that when a person is required to traverse horizontally or vertically
from one location requiring use of a Fall Arrest Harness to a second location
requiring the same restraint. The Fall Arrest Harness is fitted with lanyard
(both lanyards joined by a common Shock absorber) ensuring the ability for
the person to stay connected to an anchorage point, whilst executing the
move (ascending & descending) and securing the free lanyard to the next

and includes the procedures required for installation use, inspection and
removal of the fall protection method.

Fall Protection – when it is infeasible to provide conventional fall protection


(guard rail systems, personal fall arrest systems or safety nets) a fall
protection plan must be developed that demonstrates infeasibility of
conventional fall protection and describes the alternate fall protection method
to be used.

Life line: A component consisting of a flexible line that connects to and


anchorage at one end to hand vertically or horizontal (vertical life line) which
serves as a means for connecting other components of a PFAS to the
anchorage.

Permit issuer – A person who is authorized to verify that all conditions for
working on fragile or sheet roof to define ongoing precaution to maintain safe
working conditions during the work to authorized the work to occur and to
cancel the permit allowing the work.

Safety nets - safety net will be provided when workplaces are more than 25
feet above the ground.

Warning line systems – A barrier erected on a roof to warn employee that


they are approaching an unprotected roof side or edge and which designates
an area in which roofing work may take place without the use of guardrail,
body belt or safety net systems to protect employee in the area. Warning lines
must be installed at least 15 feet from leading edge.

4. RESPONSIBILITES

4.1 Manager: The Site Manager shall display personal commitment to the
Safety Management System through obvious site actions related to the
safety of the personnel on the project. He shall ensure that the
requirements of the Roofing Work method are adhered to on site and
temporary site.

The manager Ensure the implementation and adherence to this Roofing
Work method, report violations and/or non-compliance issues to project
management for immediate.

4.2 CORRECTION ACTION: Audit and control of due implementation of the


Roofing Work method. Conduct frequent inspection on site, related to
the Roofing Work method. To ensure that all employees adhere to the
requirements of this Roofing Work method and take immediate
corrective actions in case of unsafe situations noted during inspections.

4.3 CONSTRUCTION MANAGERS: The Construction Manager shall Assist


the site Manager in planning and implementing the EH&S person. •
Ensure that the Roofing Work method is implemented at the site and
temporary site.

Fall protection is required where it is not possible or practicable to install


a working where roofing work is undertaken; the process of insulation
and roof sheet placement dictates a need for personnel to work at
height. In these circumstances, roof craft personnel shall be provided
with lifelines, full body harness and lanyards in compliance with the
project requirements as detailed in the Fall Prevention and Protection
Procedure, and repeated here-in.

5. SITE ACCESS AND EGRESS


General site access and egress will be maintained in a manner that is safe and
without endangering and employees or subcontractor working on site.

6. PLANNING FOR ROOF WORK


Execution for roof work shall include fall hazard management in all respects
and should consider the following:

• Prepare a Job Hazard Analysis, with due consideration to all aspects of the
work, particularly fall protection, access, rescue, life line installation,
equipment inspections, material placement, work front placement, craft
weight distribution, atmospheric hazards (heavy wind).
• Provide perimeter scaffold where practicable, providing access to the roof
installation location. Such scaffold shall be fitted with guardrails and toe
boards.
• Provide engineered anchorage points for the installation of life lines.

• Ensure for the WORK AT HEIGHT TRAINING for personnel engaged in the
activities.
• No person shall be permitted to work at height without completing the
Work at Height training.
• Plan the work sequentially in order for craft personnel to be working on the
newly laid roof, not in front of it as sheets are laid.
• Ensure installation of load bearing planks in order for weight distribution of
the craft personnel engaged in the works.
• Plan for wind conditions that potentially increase hazards for work at
height.
• Using methods of construction, which allows roofing to be installed while on
the ground to eliminate elevated work as in roofing work where the fall
hazard elimination or prevention is not available, identify or install
engineered anchor points to facilitate the use of fall-arresting equipment
during construction and future maintenance of the roof.

7. ROOF WORK INSTALLATION PRACTICES


The following are special requirements associated with roofing working at
elevated locations or while using fall-arresting equipment:

• Personnel must avoid climbing on equipment such as pumps, hand tools &
sheet during climbing.
• How lift line will be installed, give details with design?
• Other similar equipment is not permitted.
• Personnel must not climb a ladder while another person is above or below on
the

• Personnel required to access single level roofing, a Job Hazard Analysis
is to address the working at height risk, identifying a suitable solution such as
ladders, life lines, equipment change, and alternative solutions such as
additional slings from crane main hook. Material must be placed within easy
reach of craft & sheet installers.
• Employee shall use appropriate fall arrest equipment i.e. full body
harness with suspension trauma straps and two lanyards and fall protection
systems.

8. ROOF WORK TRAINING

All personnel performing work at elevated positions shall meet the following
requirements:

• They must be trained in the use, inspection and maintenance of fall arrest
systems before start the job at site.
• They must demonstrate competency in initial training;
• They must undergo refresher training as required by changes in the workplace
and/or equipment, or as other events indicate that refresher training may be
required.
• The Emergency Response Team shall be equipped and trained to deal with a
rescue of a suspended fall case at height.
• The Project Medical Centre shall be trained in the treatment of suspension
trauma
Cases.

9. PERSONNEL RESPONSIBILITIES

• When working at an elevation of 1.8 meters or more aboveground, grade, floor,


or approved work surfaces such as platforms and scaffolds, or when working in
an area where a fall potential of greater than 1.8 meters exists, employees will
utilize a full-body harness with two lanyards and a shock absorbing unit plus
proper means of attachment.
• If traversing at an elevation, employees must be tied-off at all times.

10. PERSONAL PROTECTIVE EQUIPMENT (PPEs)


The PPEs to be used will include but is not limited to protective, safety boots
helmet, eye protection and gloves. All PPEs shall comply with the relevant as
per contract.

11. TOOLS AND EQUIPMENT


All tools and equipment used or hired for site used will be checked to ensure
that the tools equipment are accompanied by the relevant safety information
with regards to the safe operation of the tools.
12. MATERIAL HANDLING

Correct manual handling techniques shall be exercised to avoid injuries avoid


lifting, pulling and pushing excessive heavy loads use mechanical lifting
equipment where necessary.

13. DISCIPLINE

Where craft personnel and supervision fail to ensure compliance with the 100%
tie off policy. All work going on under proper supervision.
