SUBJECT : REITERATION OF RED ALERT STATUS FOR PDRRMC
EMERGENCY OPERATIONS CENTER IN CONNECTION WITH
TROPICAL DEPRESSION “NIKA”

The Provincial Disaster Risk Reduction and Management Council (PDRRMC)
Emergency Operations Center (EOC) maintains its Red Alert Status effective 3:00
PM, November 9, 2024, to undertake preparedness measures and heighten
monitoring of the potential impacts of Tropical Depression “Nika”.
Relative to this, PDRRMC agencies and Local DRRMCs are hereby directed of the following:
I. PREPAREDNESS AND RESPONSE
A. PDRRMC AGENCIES
1. The following Response Clusters with their corresponding lead agencies shall
remain activated:

2. Submit your current inventory of resources at [email protected]. Ensure
that all response assets are ready for deployment.
B. LDRRMCs
1. Maintain activation of the 24/7 Emergency Operations Center (EOC) and Incident
Management Team (IMT) to ensure appropriate preparedness and response
measures are in place.
2. Conduct a Pre-Disaster Risk Assessment (PDRA) and closely monitor
developments of TD “Nika”. Convene meetings as needed to review the current
situation, potential risks, response actions, and resource needs.
3. Conduct mandatory evacuation in areas that are moderately to very highly
susceptible to flooding, flash floods, and landslides. Ensure evacuation centers are
safe from these hazards.
4. Preposition food and non-food items for the displaced families in evacuation
centers.
5. Review contingency, response, and continuity plans to align with potential
scenarios.
6. Facilitate the de-clogging and cleaning of canals and rivers to mitigate flood risks.
7. Member agencies and LDRRMCs should verify that community-based early
warning tools and systems are operational.
8. Continuously monitor weather forecasts and advisories from relevant agencies.
9. Provide immediate dissemination of weather bulletins and advisories to all
Barangay DRRM Committees (BDRRMCs) for prompt information sharing within
communities.
10. Ensure LDRRMCs explore all available means of communication, including non-
digital options, to address potential disruptions in electricity, mobile, and internet
connections.
11. Coordinate closely with adjacent municipalities to ensure unified and effective
response efforts.
12. Ensure readiness of emergency supplies and equipment and ensure they are
accessible if needed.
13. Deploy personnel, equipment, and relief supplies to affected communities
immediately.
14. Request additional support and resources from higher DRRMCs based on needs
assessment and if local resources become insufficient.
II. NO SAILING POLICY AND PROHIBITION OF WATER-RELATED
ACTIVITIES
1. All LDRRMCs shall coordinate closely with the Coast Guard Station (CGS) Camarines
Sur for the issuance of a localized “No Sailing Policy” specifically for the fishing sector
whenever a Gale Warning Advisory is issued by PAGASA.
2. In cases of rising water levels, all individuals, including residents and visitors along
coasts, lakes, and rivers, are strictly advised against engaging in activities such as
swimming, island hopping, and other water-related activities that may pose a risk to
their safety.
3. The CGS Camarines Sur, Philippine Information Agency (PIA), Bureau of Fire
Protection (BFP), Camarines Sur Provincial Police Office (CSPPO), and both
LDRRMCs and BDRRMCs are strongly urged to disseminate the No Sailing Policy and
other advisories to ensure safety of the community.
III. REPORTING PROTOCOLS
1. PDRRMC agencies and LDRRMCs should ensure the availability of personnel on duty
at their respective EOCs/incident command post.
2. PDRRMC member agencies and LDRRMCs shall submit real-time situational reports
to the PDRRMC Emergency Operations Center.
3. All reports/information should be submitted through:
a. Email at

b. Infolink system (ALPHA 1-5 and PDRRMC).
4. Ensure that communication channels are operational for effective communication and
coordination. Guarantee readiness of radio frequencies, e-mail addresses, and hotline
numbers.
