SECTION 2: H.V. INSTALLATION
1. 36kV CABLE
1.1. Incoming Supply From the Power Company
The Sub-Contractor shall provide underground H.V. cable from High Voltage Pole in
the vicinity of the site to the H.V. switchboard room/transformer room.
1.2. 36kV Cables
1.2.1. The cables shall be of 36kV copper conductor, extruded shielded, cross-linked
polyethylene (XLPE) insulated, semi-conducting tape shielded, copper tape
screened, assembled with non-hygroscopic fillers, PVC outer sheathed power cable.
1.2.2. All high voltage cables shall be manufactured to IEC502 and IEC811. All cable runs
shall be straight through without joints and where cables are subject to bending, a
minimum bending radius of 18 times the cable diameters shall be used. After
installation of the whole system, the cables shall be subjected to the pressure tests of
121kV between current carrying conductors and 70kV between current carrying
conductors and screen and amour for 5 minutes without any break- down.
1.2.3. The Sub-Contractor shall carry out a short circuit calculation and prove to the Project
Director that the Sub-Contractor's choice of cables is correct.
1.3. Installation
1.3.1. Outside the buildings the cables shall be installed underground in pipe ducts with
draw pits for ease of cable installation.
1.3.2. Inside the building the cable shall be installed in cable trench to the HV switch gear
or transformer. The cable trench to be covered with mild steel cheque plate after the
cable installation.
1.3.3. The 36kV supply cables shall be terminated in the 36kV switchboard by means of
suitable cable box and terminations.
1.3.4. The installation shall be in accordance with MEA Standard.

1.4. Test
The following test shall be performed at manufacturer's works by the method in
accordance with IEC 502.
- Measurement of the electrical resistance of conductors.

- AC high voltage test.
- Partial discharge test.
- Check of dimensions.
1.5. Packing
The H.V. cable shall be wound onto non-returnable strong and seaworthy reel lagged
with wooden or steel battens.
2. H.V. SWITCHBOARD
2.1. General
Switchboard shall be of indoor type rated at 36kV 3 phase. The switchboard shall
complete with the vacuum circuit breaker unit, protective relay, metering instruments,
voltage transformer, lightning arrester etc. as shown on the drawings.
2.2. Construction
2.2.1. All switchgear cubicles and partition shall be of sheet steel construction with folded
edges bolted together, modular type, totally enclosed and be of factory standard
design. Each cubicle shall be capable of fixing onto another cubicle without any
major alteration. Each cubicle shall be partitioned into compartments to
accommodate individually the following:
- Withdrawable truck which carries the circuit breaker.
- Protective relays and measuring instruments.
- Bus-bars.
- Fixed plug type contacts.
- Cable terminations .
2.2.2. A hinged panel door shall be provided at the front of each cubicle with openings for
the mounting of voltmeter, ammeters and neon light indicator and a cut out for a
glass panel for the observation of protection relays. Each switch gear cubicles shall
have gaskets on doors to keep dust out of switchboard.
2.2.3. All metal works shall be treated against corrosion with a minimum of 1 coat
prime/anti-rust paint and 2 coats of finishing paint.
2.3. Safety Shutters

2.3.1. Automatic shutters which cover the exposed fixed contacts as soon as the breaker
truck is withdrawn shall be provided. The operation of the shutters for the upper and
lower fixed contacts shall be independent of each other so that each individual set
can be manually opened.
2.3.2. The bus bar shutter shall be painted "Signal Red" and labeled with "BUSBARS" in
large white letters. Circuit shutter shall be painted "Lemon" color.
2.3.3. On bus-section panels both sets of shutters shall be painted "Signal Red" and labeled
"BUSBARS" in large white letters. In addition, an arrow shall be painted in white
towards the section of busbar with which the shutter is associated.
2.4. Earthing
Each cubicle shall be provided with its own earthing terminal.
2.5. Bus-bars
2.5.1. The high voltage bus-bars shall be of minimum rating 630A at 36kV. The bus-bars
shall be constructed to withstand any electro-mechanical stress under normal
condition or under fault condition of up to a maximum of 825MVA at 36kV for 3
seconds. All bus-bars that penetrate into the wall partition of adjacent cubicle shall
be insulated by cast resin wall bushing insulators mounted on the opening of the
partition walls.
2.5.2. All bus-bars shall be of the tinned hard-drawn copper type.
2.6. H.V. Cubicles
2.6.1. The H.V. cubicles shall comply the requirements for of local Power Company and
shall be suitable for 35kV supply voltage.
2.6.2. The H.V. cubicles shall have following ratings:
- Rated voltage 36 kV
- Rated impulse withstand voltage (1.2/50μS) 170 kV
- Rated power frequency withstand voltage (50Hz/1 min.) 70 kV
- Rated normal current, cable feeder 630 A
- Rated short time current (1 sec.) 20 kA
- Rated short circuit making current 50 kA peak
2.6.3. The cubicles shall be self-supported, floor mounted type which consists of one cable
feeder and two transformer feeders. .

2.6.4. All metal surfaces shall be treated to protect against corrosion and finished with final
coat of top quality paint in light grey or factory standard color. The painting process
shall be described in the bid.
2.6.5. The switch container shall be gastight and shall be strong enough to withstand
internal pressure and mechanical loads even in extreme condition or rough transport
and handling.
2.6.6. The switch shall be on load type. The mechanism shall be spring-charge manual-
operated with mechanical switch position indicator.
2.6.7. The earthing switch shall have mechanical position indicator and shall have rated
short circuit making current of not less than 50 kA peak.
2.6.8. The following interlocks and padlocks are required.
- The cable feeder switches and associated earthing switches, the transformer
feeder switch and associated earthing switch shall have mechanical interlock so
that the operator cannot close and earth at the same time.
- Padlock for each earthing switch to enable locking in either 'open' or 'closed'
position shall be completely supplied with master key.
- Necessary interlocks and padlocks complete with master key for personnel safety
and prevent disoperation.
2.6.9. Cable connections of the H.V. cubicles shall meet following requirements:-
- Having personal safety and being free from vermin.
- Be disconnected and then reconnected without damaging any part of the
connection systems, such as elbow connectors.
- Being suitable for connection to the cable as shown on drawing.
2.6.10. Other connection systems may be accepted subject to Power Company's approval,
the details and quantity of the connector & accessories shall be submitted with the
bid.
2.6.11. The cubicles shall be furnished with vermin proof metal enclosed compartment(s) or
box(es) to protect the cable termination parts and the part of the cable coming from
the cable trench which is below the cubicles.

2.6.12. Each phase of cable feeder shall be provided with voltage indicating lamps to
indicate whether it is live or dead.
2.6.13. The earthing point shall be provided for all parts shall be earthed to these points
including outer earthing connections. The earthing points shall be made of non-
corrosive material throughout, such as stainless steel.
2.6.14. The H.V. cubicles shall be provided with suitable lifting facilities.
2.6.15. All special tools and accessories required for the normal operation, and maintenance
shall be provided.
2.6.16. If any parts are packed in the cartons for containerized shipment, the cartons shall be
arranged into pallets so as to facilitate their movement by forklift trucks.
2.7. Protection Relays and Indicating Meters
2.7.1. Current transformers shall be of the cast resin encapsulated type capable of
withstanding the voltage level and short circuit currents.
2.7.2. Current transformers necessary for the operation of instruments and meters shall
have accuracy better than 0.5% for metering and 5% at 15 time rated current for
protection. There shall not be any arcing between unconnected open-circuited
secondary winding terminals with full load current flowing in the primary.
2.7.3. Overcurrent and earth fault relays shall be mounted with or adjacent to the switch
gear cubicle and have a glass window door panel for observation. The relay casing
shall be dust proof and the relay removable from the front for easy replacement. The
relay cover shall incorporate a reset button so that resetting is carried out without
opening the cover. Light emitting diode indicators shall be provided to indicate the
type of fault and the phases at fault. All indicators shall be visible without opening
the switch gear cubicle door panel. The tripping contacts shall be of approved
material and capable of repeated operation without deterioration.
2.7.4. All instruments shall be of flush mounting, square or rectangular type and mounted
on a panel separate from the circuit breaker panel covers. They shall be of industrial
grade type and shall be calibrated for use with their respective current transformers,
to carry the full load and fault currents without overheating and damage. Zero
adjustment for the indicating instrument shall be provided.
2.8. Protection System
2.8.1. Overcurrent protection relays shall be of type of the 3/10 category incorporating
instantaneous trip elements.

2.8.2. The overcurrent setting shall be from 50% -200%, earth fault setting range from 10%
to 40% and the time delay multiplier from 0.1 to 1.0. Instantaneous trip setting range
shall be from 1 to 30 times of the rated current.
2.9. Test Reports
Reports of all the tests shall be provided prior to shipment to site for review by the
Project Director.
2.10. Battery and Battery Charger
2.10.1. The battery unit shall be of nickel-cadmium type of sufficient capacity and voltage to
operate the protection relays for 4 hours and at the same time maintain all indication
lights of the main switchboard. Batteries provided shall be of heavy type and housed
in a sheet steel cabinet together with the battery charger. Batteries shall be fully
recharged from total exhaustion in 16 hours.
2.10.2. A battery charger shall be provided, capable of operating on 220V single phase AC
supply. The charger shall have manually operated boost charging in 2 positions as
well as a floating trickle charger position. The whole of the charging unit shall be
equipped with fuses, switches, voltmeter, ammeter and indicating lamps.
2.11. H.V. Switchroom Requirements
2.11.1. The Contractor shall provide rubber mats in front of the main switchboard. The mats
shall be approximately 1000mm wide and 6mm thick for the full length of the
switchboard.
2.11.2. The Contractor shall provide a main single line diagram framed in a glass panel in
the main switchroom. The diagram shall clearly show full details of connecting
circuits.
2.11.3. The Contractor shall provide a “Danger Sign” in English and Vietnamese in the H.V.
and transformer room.
3. 35kV/380V POWER TRANSFORMER
3.1. Power Transformer
3.1.1. The secondary side of the transformer shall be rated at 415V 3 phase and 240V 1
phase at no load.
The transformers shall have a continuous kVA rating of 2000 kVA (2 sets), Dyn11,
forced ventilation.
The tapping shall be ±2 x 2.5% on H.V. side with off-load tap-changer. Tap-changer
shall be by external hand wheel and pad-locked. A tap position indicator shall be
provided.
3.1.2. Transformer impedance shall be 6% or less.

- Total iron and copper losses at full load shall less than 1% or specified by
Electric company.
- Maximum full load winding temperature not less than 1350C
- Frequency: 50 Hz
- Housing: IP31
- Noise level: less than 76dB
- Guaranteed no-load loss: 3 kW (or not greater than specified by
Electric Company)
- Guaranteed full load loss : 12.5 kW (or not greater than specified by
Electric Company)
3.2. Construction
The transformer shall be of dry type and shall be housed in ventilated spray-painted
steel cage. The transformer shall be equipped with a truck with plain wheels for travel
length ways or side ways.
3.3. Magnetic Core
The magnetic core shall be constructed of high grade, non-aging silicon steel lamination
of low hysteresis loss and high permeability. The three limbs of the iron core shall be
arranged in the same plane and interconnected by yokes. An adequate number of core
bandages shall ensure uniform compression of the limbs. Several coats of paints shall
be applied to protect the core against corrosion.
3.4. Windings
The windings shall be so designed to give a high dielectric and mechanical strength of
insulation. The high-tension coils shall be wound together with highgrade insulating
sheet to the terminals. The winding shall be maintenance-free, damp-free and suitable
for service in the tropics.
The windings shall be of Class F insulation.
3.5. Mechanical Ventilation
Ventilation fans shall be provided near the base of the transformers blowing upwards.
The fans shall be controlled by the temperature sensors located in the low-tension

windings of the transformers. The fans shall be switched on when a predetermined
temperature is exceeded. They shall be switch off again by a preset time delay relay
and temperature sensor. A pair of contacts shall be provided so that if the temperature
of the transformer LV winding exceed a predetermined temperature it shall close the
tripping coil circuit and trip the transformer circuit breaker.
3.6. Terminations
3.6.1. The H.V. termination shall be a cable box suitable for the reception of XLPE 36kV
cable descending vertically from cable tray. Terminations shall be insulated by heat-
shrunk rubber.
3.6.2. The L.V. termination shall be a flange end suitable for the reception of TPN busduct
as shown on the drawings.
3.7. Accessories
The transformer shall provide the following accessories:
- Lightning arrestor 3 set at high voltage side.
- Thermometer 45- 2000C.
- Two auxiliary contacts:
• one for switching on ventilation
• one for signaling to high voltage load break switch shut down
