WE
The youth in Sri Lanka, defined as
individuals aged 15 to 39, comprise
approximately 38% of the total
population of 22 million, equating to
around 8.5 million persons.

S ince gaining independence from British rule in 1948,
Sri Lankan youth have faced persistent dissatisfaction
in their lives. Ongoing economic, political, and social
challenges have exacerbated their struggles, with over
seven decades of governance deepening their frustration
and diminishing their hopes. This discontent has led to
three major uprisings in both the North and South of Sri
Lanka, resulting in the loss of many young lives due to
systemic oppression and the exclusion of youth from socio-
economic development and decision-making processes.
Deprivation of educational opportunities, exclusion
from technological advancements, and widespread
discrimination and marginalization have been significant
drivers of these uprisings. In 2022, Sri Lanka faced a historic
financial crisis, becoming a bankrupt state for the first
time, exacerbated by social inequalities and elite political
practices.
The youth-led Aragalaya/Porattum in 2022 marked a
pivotal moment in Sri Lanka's socio-economic and political
landscape. It demonstrated the need for systemic change
beyond mere economic oppression and successfully
removed the executive president and his cabinet through
a massive public mobilization. Despite this ideological
victory, the fundamental goals of the Aragalaya/Porattum
still need to be realized, as the ruling elite class, rejected by
the public, has consolidated its power. It has exacerbated

economic disparity, poverty, and the loss of educational
opportunities, further frustrating the youth.
These developments reflect a continued marginalization
and neglect of youth as a driving force for the country's
future development. For instance, only half of the students
who start grade one progress to advanced-level studies,
and only 13% of these advanced-level students pursue
university education. The limited access to private higher
education institutions and high graduate unemployment
further highlight the disconnect between the youth and
the economic process.
As a result, issues such as depression, increased
mortality including suicide, non-communicable diseases,
and addiction to harmful substances have risen
significantly. The growing sense of hopelessness has led
to an unprecedented exodus of young people seeking
opportunities abroad, negatively impacting the country's
future.

Why Implement a
Youth Policy?
A modern, comprehensive, and proactive youth
policy for Sri Lanka is long overdue. Previous
governments did not have the will or strategy to
address this need. In this context, developing a
thorough policy is crucial for understanding young
people, engaging them in socio-economic and
political development, and addressing their unique
needs.

Who is Responsible for
Implementing the
Youth Policy?
The state has the primary responsibility for
implementing the youth policy in alignment with the
national policy framework of the National People's
Power.
Additionally, effective implementation requires
the involvement of political parties, religious
institutions, voluntary social organizations, youth
groups, and NGOs.
Families, as the fundamental social unit, also have
a crucial role in supporting this policy, given their
significant impact on the upbringing of young
individuals.
Furthermore, young people should actively
contribute to the policy's successful
implementation. Optimal outcomes can be achieved
through the combined efforts of the family, state,
and society.
Foundations for
Implementing
The Youth Policy
The following essential activities should be
undertaken to ensure the effective implementation
of the youth policy,
1. Conducting a comprehensive youth survey and
data mapping to Identify current issues affecting
youth.
2. Facilitating access to the database, ensuring
that relevant stakeholders have access to this
information as needed.
3. Establish a coordination mechanism by creating
a system to coordinate all entities addressing youth
issues.
4. Coordinating with NGOs, CSOs, and youth
organizations to facilitate collaboration between
them.
5. Monitoring and evaluating all state-implemented
youth projects.
6. Expanding research and development efforts
focused on youth-related issues.
7. Introducing a digital feedback mechanism
for youth to share their ideas, feedback, and
suggestions with the government.
8. Developing professional programs to create
programs to train professionals with formal
education in youth-related fields.
Structures for
Implementing
Youth Policy
1. We for The Renaissance (V4R)
Digital Platform
V4R is an international platform that enables Sri
Lankan youth to become active partners and
leaders in social transformation. It offers a unique
chance for young people to present innovative
ideas directly to the government and receive
guidance to turn them into practical projects. This
platform provides opportunities for both resident
and non-resident Sri Lankan youth to assume
leadership roles in society. The process will unfold in
several stages:
First,
Young individuals can register on the platform at no
cost.
Second,
Registered participants will be able to present
and discuss their formalized project ideas,
innovative concepts, and proposals for social and
environmental development, individually or in
groups.
Third,
Projects that are selected through a voting process
will be connected with relevant government
mechanisms.
Fourth,
The government will offer essential guidance and
support for practical skills development to help
formalize and advance these projects.
Fifth,
Support from both the public and private sectors
will be provided to assist in implementing these
project ideas.
Sixth,
These projects will be carried out with the help
and support of government experts under the
leadership of the participating youth or groups.
2. Evening ITE Programme
As an immediate solution, IT and English training
programs will be introduced utilizing existing
school infrastructure to support youth who are
economically disadvantaged due to socio-economic
and educational barriers. Evening classes in IT and
technology will be offered to provide access to
physical facilities for unemployed youth aspiring
to IT careers. The state will supply computer
and internet resources to the trainees, and an
online job bank will be established to facilitate
job opportunities. Additionally, a system will be
implemented to track the progress of trainees who
secure employment through this job bank.
3. Multi-Model Centers (MMC)
MMCs will be set up as community hubs offering
a range of services, including career counselling,
e-library access, cultural and art skill development,
sports programs for promoting a healthy lifestyle,
and awareness of various issues such as myths, sex
education, the impact of substance abuse, road
safety, child protection, and legal matters related
to daily life, such as marriage, divorce, and property
maintenance laws. Regional training programs will
be conducted to achieve these goals and enhance
youth attitudes and knowledge.

4. Ministerial Youth Oversight Committees
The NPP government will establish voluntary
Youth Oversight Committees within each ministry
to ensure direct youth involvement in state
governance. Applications will be invited from young
individuals with diverse expertise to be appointed
to the relevant ministries, with selections made
through an impartial process.
Responsibilities of the Youth Oversight Committees
include:
1. Offering recommendations and ideas for policy
development and action plans within the ministry.
2. Overseeing youth-related projects executed by
the ministry.
3. Coordinating with youth organizations associated
with the ministry.
4. Gathering and refining ideas and suggestions
on youth-related issues, developing new
project proposals, and providing input for their
implementation.
5. Facilitating coordination between the pools
created through MMCs and the ministry.

9. Expediting the legal proceedings of court
cases related to Aragalaya/Porattum activists and
student protesters, particularly those still under
investigation or lacking specific charges.
10. Establishing a Sports Justice Commission to
enhance the quality and standards of the sports
sector, reviewing its current state, and ensuring
justice for those affected by injustices.
11. Creating a formal and transparent sports fund to
support the development of the sports sector.
12. Implementing a mechanism for organizing
national sports events and training in alignment
with international competitions and events.
13. Developing and making publicly accessible a
database of state, non-state, and private sector
entities involved in arts and culture.
14. Introducing a comprehensive awareness
program in schools about the chemical effects of
substance abuse, their impact on the body, and the
risks of addiction.
15. Establishing awareness programs educate
young people on the importance of sexual health
and to dispel myths about the topic.
16. Implementing an unlimited data system based
on data speed eliminates charges for the data used.

to create employment opportunities for the
youth or to foster entrepreneurship to engage
them in the economic process. While the overall
unemployment rate in the country stands at 6%, the
rate among youth has soared to 25%, indicating that
young people are disproportionately affected by
the economic crisis. Political favoritism has hindered
the creation of job opportunities, leaving skilled
youth struggling to contribute to the economy. In
a world that is rapidly advancing, Sri Lankan youth
are left to fend for themselves. This disconnection
from the national economy not only affects the
current generation but also poses a threat to future
generations.

O ne of the key challenges facing the youth in
Sri Lanka is the lack of both qualitative and
quantitative education necessary for a better
future. Due to the past governments' failure to
provide sufficient human and physical resources for
education, a significant number of schoolchildren
lose the opportunity to enter higher education
each year. Even those who manage to secure
these limited opportunities often have to grapple
with the quality of the education they receive. The
deterioration of the overall education system, the
neglect of updating degree programs to meet 21st-
century standards, and the reduction of humanities
education are setting the stage for a future crisis.
