TECHNICAL GUIDELINES AND GROUND RULES FOR ATHLETICS
For the 2024 District Meet Athletics Competition, IAAF Rules will be applied. To suit local
conditions, the following ground rules shall be adapted:
I. TOURNAMENT SCHEDULE
1. Start of the game is 7:30 in the morning and resumes at 3:00 in the
afternoon. However, the roll call shall start at 7:00 and 2:00 respectively.
2. In case of inclement weather, if the event can’t be safely completed, coaches
will be consulted on the postponement or cancellation of the schedule by the
technical management based on the rule of majority.
3. Law of Succession will be observed.
II. ATHLETES’ ELIGIBILITY
1. The provisions on the Eligibility of Athletes stipulated in the enclosure 2 of
Deped Memorandum No.5, s. 2023 shall apply.
2. Only athletes and coaches in the approved SEEDING FORM shall be allowed
to participate and compete.
III. ENTRIES PER EVENT
1. A maximum of two athletes per team shall participate for every event except
in relay races.
IV. SUBMISSION OF ENTRIES
1. Entry (seeding) form should be prepared by rank, according to performance
of Athletes, indicating no.1 as the best performer and no.2 as the next.
2. Entry (seeding) form must be prepared in 4 copies and to be submitted to
the Tournament Secretary during the Solidarity Meeting.
V. COMPETITION RULES
1. An athlete is allowed to compete in 3 individual events and 2 relays.
2. Athletes must wear their delegation uniform when reporting to the roll call
area and during the competition.
3. Athletes who are not present in the roll call will not be permitted to
participate in the event he/she is expected to play.
4. A 30-meter receiving zone in 4x100m relay will be applied.
5. In relays, the original runner can be changed by another runner as indicated
in the entry (seeding) form.
6. Disqualification of an athlete be imposed to the runners who made a false
start.
VI. CODE OF CONDUCT OF ATHLETES AND COACHES
1. Coaches are the ones responsible for the behavior of their athletes.
2. Coaches who failed to observe the code of conduct and proper decorum shall
be dealt with accordingly.
3. No coach or any party identified with the athlete is allowed within the vicinity
of the playing area. They should stay outside the control fence or at the
bleachers.

VII. RULES ON PROTEST
1. Protest must be in writing and should be in accordance with the protest
procedure specified in the Palarong Pambansa Memorandum by the DpeEd
Central Office.
2. Protest can be filed within 30 minutes after the official announcement of the
game result.
