1.0 DEFINITION:
• The Contingency Plan provides preventive measures and training activities for employees
such as mechanisms for prevention and emergency care. It describes the control
activities, understood as measures of reacting to emergency situations

• He oversees the organization and the conditions necessary to ensure the success of the
evacuation.
• He will also ensure compliance with the emergency plan ensuring the administrative,
technical and logistical resources for its implementation, maintenance and commissioning.
• In an emergency, he is the person who will assume the communications' control and
management and is therefore responsible for making decisions such as: partial or total
evacuation and shut-down activities.

leadership of it.

• Conduct regular inspections of existing firefighting equipment (under the Fire team) in their
area of responsibility.
• Check the operation of the alarm transmission mechanisms within the company and to
support areas from local authorities.
• Makes the Contingency Plan known to all members of the Plant Employees.

him or by the general management.

• It is directly responsible for monitoring under normal conditions equipment fire protection.
• Coordinate the necessary resources for the proper functioning of each team.
• Conduct trainings and practices that enable them to acquire the necessary skills to perform.
• Carry out inspections of workplaces, report abnormal conditions and suggest methods of
control.
• Know the different fire hazards that are present in their area of responsibility and monitor
their control.
• Respond promptly to any emergency situation that is present on the premises of the
company, using equipment available to take care of them.
• Act in coordination with other response teams and follow the instructions given by the site
incident controller of the emergency response team.
• Support the evacuation of the facility and possible rescue of trapped personnel.
• Perform debris removal, collect and clean the equipment used in emergency care.

• Under the supervision of attending physician, coordinate and monitor the movement of the
injured to health facilities.
• Complete the report of the care given to each one of the victims or injured.
• Inspect, clean and replenish the elements and equipment used for the care of the injured
leaving them in proper conditions to be used again.
• Restrict the entry and control the exit of people to the facility in coordination with the
Incident Controller.
• Immediately notify External Support Groups (Fire Brigade, Local Hospital, Local Police,
among others), according to indications given by the Incident Controller and Director of
Emergency.
• Provide assistance to the ERT & other support group during and after the emergency.
• Provide support and guidance to external emergency services upon arrival and enter the
company premises.
• The following equipment will be maintained in the command center for emergencies.
The Emergency Response Team will form the first line of defense for any kind of
emergencies onsite.
The main objective of the ERT team is to protect the life and physical integrity of
employees, workers and visitors who are in the offices or other working areas of the plant at
the time of an emergency, moving them to safety with the lowest risk possible.
The ERT in the JPPIPL plant will comprise majorly of trained security personnel qualified in
Fire and Safety.
Nominated and trained employees will be a part of the fire teams for the various different
areas of the plant.

The aim of the ERT will be to provide 24 *7 cover to plant for dealing with any kind of
emergencies.
Weekly training will be conducted by the Safety Officer for the ERT. Records for the same
will be maintained.
Mock drills for the ERT along with Fire Coordinator and Site Incident Controller will be
conducted once in a quarter.
Nominal roll of the ERT will be maintained in the command center at all times.
The ERT team will consist of
o 1 Supervisor
o 5 guards.
o Trained ERT Employees
In case of any additional requirement ERT team will be required from the off shift Security
personnel at the residential complex. Quarterly Mock drills will be conducted and
maintained on record.
A directory of emergency contact numbers will be maintained in the command center and
will be displayed in an appropriate location.
• The Emergency response team and employees will be trained regularly to update their
knowledge on management and control of emergencies and contingencies that apply to
different groups. Quarterly fire training drills will be carried out for the ERT and for the
employees. The aim will be to cover all the employees of the plant twice a year and to get
them trained in the usage of Fire Hydrants and extinguishers for any kind of fire incident
onsite
i. First Aid: Attitude of the volunteer helper, evaluation of the injured, rescue
technique: cardio pulmonary resuscitation, altered consciousness, shock, soft
tissue injuries, wounds, bleeding, immobilization, bandaging, and first aid
techniques.
Evacuation Routes
Know the primary and alternate escape routes from your department, all areas of the building you
may enter, and your assigned assembly area.
a) Know the location of the nearest fire extinguisher in all areas which they enter.
b) Assist visitors who are on company property during emergencies.
c) Know the Action Plans and follow them when initiated.
d) If an evacuation alarm sounds, evacuate immediately to your assembly area.
e) Not every emergency can be covered by preset plans. In these cases, use your best
judgment.
f) If smoke is present, employees will stay beneath the smoke while evacuating
g) Initially, there will be an alarm system – Siren warning system which will be sounded from
the Command Centre to alert all the staff in the plant of the possible nature of emergency.
• Radio sets channel 8 manned by the Command Centre and at all Security points by
the security staff.
• All personnel will evacuate the work area and go to the Emergency Assembly Points known
to everyone which will be pre - established.
• The main emergency exit route for the evacuation of the work fronts will be marked with
warnings to guide the personal information to the Emergency Assembly Point, located at an
exterior or safe area.
• Workers and visitors, will arrive by the available routes to the established Emergency
Assembly Point.

c) Always try to move out from the offices and other closed workplaces to open spaces
preferably to Emergency Assembly points.
d) Never get indulge in any rescue or salvage activities unless you are instructed or
qualified to do so.
e) Inform your supervisor or the Incident Controller if you are sure about the exact location
or cause of any emergency to help the ERT to respond quickly to situations.
•The fire is a phenomenon that occurs when one or more combustible or flammable
materials are consumed in an uncontrolled way by fire, causing losses in lives and
property.
•The initial stage of a fire is called fire outbreak, it is at this stage where all people with basic
knowledge of this risk, can intervene and prevent the fire.

•There are four classes of fires (A, B, C, D). Fires can be set off by different factors:
chemical, physical, mechanical or electrical.
b) If possible do not store flammable products. If there is no alternative, keep them in closed,
containers and ventilated places.
i) Identify fire exits and nearby phones to call external support groups.
j) Adapt specific sites for fuel supply and storage with Fire prevention Equipment.
k) Place fire extinguishers according to the combustible material and in the appropriate
places to provide emergency care.
• If electrical, installations are involved, attempt to switch off power supply or inform security
shift in charge to shut off power in the area.
• Use CO2 / DCP extinguishers to put out fire involving electrical equipment and machine
• If ordinary solid combustibles like paper, tobacco etc., are involved in isolated fires, water
from hydrant outlets can be used judiciously for putting out such fire.
• While fighting fire, position yourself upwind so that you will be protected from flame and
radiant heat.
• On assessing the risks, Incident Controller will decide the future course of action and
immediately inform the Director of Emergency.
• During off-working hours, Shift in-charge will be informed who in turn will relay the
message to the Command Centre operator on duty. Command Centre will
immediately notify the Incident Controller of the occurred emergency on site.
o ERT to maintain contact with employees from the area where the event took place.
o Personnel’s will not to return to the workplace until instructed by Incident Controller.
o If the electricity supply was interrupted, do not try to restore it until it is verified that it
will not cause any further damage.
• In the event of an earthquake and/or structural failure, there will be very little, if any,
warning time in which to react. Advise facility employees, contractors, and visitors (all
building occupants) to take the following actions:
a) If you are inside, protect yourself immediately by going under the nearest table or
desk.
b) During the tremors, do not attempt to exit the building. Most fatalities occur when
people fail to take cover.
c) When tremors have stopped, evacuate immediately. Damage to the structure is
likely.
d) Follow your facility’s general evacuation plan.
e) Do not enter a damaged building until the Director of Emergency gives approval to
reenter the structure.
• Identify the safest places on site where daily activities are carried out.
• In open areas, locate places away from where building or construction debris or stacking
materials, walls, poles and wires of high and medium voltage or fallen buildings may be.
• Memorize, identify, and locate evacuation routes and Emergency Assembly Points.
• Check that there are no electrical wires obstructing the exit routes.
• Do not place heavy objects and glass on the top shelves or racks, separate chemicals,
fuels, and glassware.
• Check the aqueducts and other facilities if any, and are in good condition: natural gas,
electricity and telephone.
• Do not enter the affected area until you understand and meet the security conditions, and
receive reports from the area of communications, the Incident Controller.
• Report if there is any damaged or broken gas/ water/ sewer pipes, or open electrical
wiring at risk of electrocution.
• The nature and quantity of materials stored, allows establishing a low probability of
explosion, as long as they are stored under safety regulations.
Flammable Products
Many products are actually flammable and should be stored away from any heat sources,
in a well-ventilated area and out of direct sunlight. Dented cans and damaged containers
that are used for flammable products should be disposed of safely. Look on the label to see
if they are combustible.
• Avoid connecting more than one appliance in each outlet. Do not overload power lines.
• Do not throw lighted matches or cigarettes butts in containers for solid waste collection
• Identify emergency exits and nearest phones to call external support groups.
• Locate fire extinguishers according to the combustible material at the right places to
provide emergency care.
• Maintain contact with workers in the area where the incident happened.
• Depending on the danger of the situation, do not to return to the workplace until instructed
by Director of Emergency to do so.
• If the electricity supply was interrupted, not try to restore it until it is verified that it will not
cause any further damage.
a) Emergency situation may also arise due to Food poisoning. The emergency action plan is
as follows: -
o All the people affected have to be rushed to hospitals at the earliest possible means.

o Immediately stop the distribution of food items which has resulted in food poisoning
and cordon off the area.
o Employees will be alerted about the emergency situation so that they can be
checked by medical representatives for any food poisoning symptoms.
• Unauthorized / Force entry by unscrupulous elements or proxy labor through Main gate
entrance or by crossing over perimeter wall.
• In the above situation, the main gate entrance and all other gates/doors/shutters will be
closed and all the movements of entry/exit will be stopped.
• Thorough search and check of all offices and other places will be carried out by Security
Team.
• All Department heads to carry out checks in their respective departments & correct head
count of their department strength will be given to incident controller.
• Any employee sighting any stranger or unknown person in their department is to inform the
Command Center.
A suspicious-looking box, package, object or container in or near your work area may be a
bomb or explosive material. Employees who by reason of their assignment might be
expected to receive a phone call, a verbal or physical threat. All company personnel must
know the procedures for handling a bomb threat. The procedures will be readily available
and in the hands of all facility

If there is an Explosion:
If you are told by emergency responders to evacuate the building, follow the evacuation
with the following additional steps:
1. Check your work area for unfamiliar items. Do not touch suspicious items; report them to
Security.

• In case of bomb threat, the emergency hooter will be sounded and announcement will be

• Area where bomb is suspected to be placed will be cordoned off and thorough search is to
be carried out by Security staff of any suspected items being placed. If traced, do not try to
touch it or open it.
• If you receive a call, document the call as outlined in the Bomb Threat Checklist
• Record the time and the exact words of the message with particular emphasis on the
description and the possible location of the device.
• Immediately inform the Command Centre for further necessary actions
• Immediately after evaluating the threat, the incident controller in coordination with the
Director of Emergency will decide whether there might be validity to the threat.
• Evacuation Procedure will be activated if required.
• A bomber, in placing the call, will usually prolong the call and furnish some detail as to the
location of the device and reasons for planting it.
• The call is frequently repeated.
• A crank caller tends to be abrupt and hurried.

• The following describes the procedure that facility personnel will follow in the event of a
serious injury, illness, or death.

a) In the event of a serious injury or illness of a person, contact the Command Centre. The
Command Centre will notify the Local Hospital for emergency care.
b) When you make contact with the person taking the call:
Identify yourself.
Give the location of the victim and his or her identity, if known.
Describe the victim’s condition.
Tell whether he or she is breathing and alert.
c) If internal contact is not possible, the person finding the victim will contact the appropriate
outside agency directly and relay the victim’s condition.
a) Instruct employees to take the following daily precautions to prevent break-ins and thefts
at your facility.
b) Check all doors, windows & other entry/exit points are intact and without any breakages
c) Do not discuss cash levels and security procedures outside of work.
d) Be alert for suspicious persons loitering in or near the workplace.
e) Be alert for unfamiliar or suspicious vehicles near the workplace.
f) Report all suspicious activity to the Security Manager.
• Immediately after the robbery, ensure that no employees have been injured. Once that has
been established, follow these steps:
o Close and secure the office until the police arrive. This procedure will help preserve
the scene of the crime for fingerprints and other physical evidence.
o Preserve any notes that the robber may have written, such as a request for
money/valuables.
o Immediately call the Security Manager or Command Centre who in turn will notify the
Local Police Station.
o Each employee involved in the incident will write down their own description of the
robber and events.

Safety Committee will ensure safe handling procedures & practices in the Chemical Storage area to
avert any accidents resulting in the release of chemicals. It is essential that all chemical handling
personnel have a spill response plan that includes appropriate procedures and materials to
adequately contain and clean up a chemical spill. The following procedures will help chemical
storage personnel design an effective spill control plan for their chemical storage. These
procedures tell you how to prepare your own spill kit and give you step-by-step instructions for spill
cleanup. They also outline when and who to call for assistance.

11) Put all contaminated items (gloves, clothing, etc.) into a sealed container or plastic bag.
12) Return spill kit to storage location and arrange for used contents to be replaced.
13) Inform the Chemical storage owner or Security Manager.

CHEMICALSPILLKITCONTENTS
Every chemical storage that uses chemicals must have access to a spill control kit. The keys to an
effective spill kit is located in Control room. Spill kits should be strategically located around work
areas in fixed locations so they will be easily accessible. Although most spill kit contents are
common items which may be found throughout the lab, they must be consolidated for emergency
use.
Spill kits can be purchased through most supply vendors that sell chemicals or safety supplies.
The following is a list of recommended items that should be contained in a chemical spill kit.
However, it is important that spill kits be tailored to meet the specific spill control needs of each
chemical storage. Spill kits should be checked periodically, and restored after each use.
Absorbents:
• Universal Spill Absorbent - 1:1:1 mixture of Floor-Dry (or unscented kitty litter), sodium bicarbonate,
and sand. This all-purpose absorbent is good for most chemical spills including solvents, acids (not
good for hydrofluoric acid), and bases.
• Acid Spill Neutralizer - sodium bicarbonate, sodium carbonate, or calcium carbonate.
• Alkali (Base) Neutralizer - sodium bisulfate.
• Solvents/Organic Liquid Absorbent - Inert absorbents such as vermiculite, clay, sand, Floor-Dry, and
Oil-Dry.
• Bromine Neutralizer - 5% solution of sodium thiosulfate and inert absorbent.
• Hydrofluoric Acid - HF compatible spill pillow or neutralize with lime and transfer to a polyethylene
container.

This Business Impact Analysis (BIA) is developed as part of the contingency planning
process for the Organization JPPIPL database server.
1.1 Purpose
The purpose of the BIA is to identify and prioritize system components by correlating them to
the mission/business process(es) the system supports, and using this information to
characterize the impact on the process(es) if the system were unavailable.
The BIA is composed of the following three steps:
This document is used to build the Organization JPPIPL database server Information System
Contingency Plan (ISCP) and is included as a key component of the ISCP. It also may be
used to support the development of other contingency plans associated with the system,
including, but not limited to, the Disaster Recovery Plan (DRP) or Cyber Incident Response
Plan.
2. System Description
The database server is located in the server rack located on the FIRST floor room. Local
administrators connect directly through the local area network; other users connect indirectly
through the web server. Daily snapshot backup operations are conducted every day after
close of business.
3. Data Collection
3.1 Determine Process and System Criticality
Step one of the BIA process - Working with input from users, managers, mission/business
process owners, and other internal or external points of contact (POC), identify the specific
mission/business processes that depend on or support the information system.
Maximum Tolerable Downtime (MTD). The MTD represents the total amount of time
leaders/managers are willing to accept for a mission/business process outage or disruption
and includes all impact considerations. Determining MTD is important because it could leave
continuity planners with imprecise direction on (1) selection of an appropriate recovery
method, and (2) the depth of detail which will be required when developing recovery
procedures, including their scope and content.
Recovery Time Objective (RTO). RTO defines the maximum amount of time that a system
resource can remain unavailable before there is an unacceptable impact on other system
resources, supported mission/business processes, and the MTD. Determining the
information system resource RTO is important for selecting appropriate technologies that are

1. Avoid inserting media (i.e. compact discs, flash drives, etc.) for which the source is not
trusted.
2. Do not open e-mail attachments from untrusted sources or attachments that have not been
scanned with anti-virus software.
3. Do not visit disreputable web sites or web sites that have been flagged as untrustworthy by
web browser services.

1. Ensure virus definition databases remain up-to-date; if possible, automate the download an
installation of such databases within anti-virus software.
2. Configure anti-virus software for real-time scanning of all possible system entry points (e.g.
e-mail, file downloads, boot sector scanning, etc.).
3. Update anti-virus software (not to be mistaken for virus definition databases) to the latest
revision as it becomes available.
During an Attack

1. If a virus is detected, and prompted to delete or quarantine the infected file, quarantine the
file.
2. Disconnect the device from the network by either unplugging the network cable or disabling
the wireless adapter (typically a keyboard combination such as 'Fn' key + F2 key.
3. If the device exhibits odd behavior, power down the device using the power button or
unplugging the power chord if necessary.
4. Notify technology services immediately, and do not interact with the device until a
representative arrives.

2. Deactivate the device's network adapter or power down the device if the user has not
already done so.
3. Power on the device in an environment isolated from the network and other users; scan all
contents of fixed and removable media.

Network Technicians: Isolate systems from the physical network; establish subnetworks for
newly restored systems.

completion of each action, SIRT members are to prompt individuals performing respective
actions for their signatures on the Database Server DRP Record document.
Actions
1. SIRT members have received approval for disaster classification, and contact IT technicians
and network technicians.
2. Network technicians disconnect the database server from the physical network.
3. IT technicians remove all removable media from the database server.
4. IT technicians perform a low-level format of all fixed media.
5. IT technicians install the operating system software.
6. IT technicians install the database management system software.
7. IT technicians restore database files from on-site backups.
8. After all other networked devices have been isolated, network technicians reconnect the
database server to the physical network.
9. Network technicians configure the database for the new subnetwork.
