SUMMARY
1. Proposed Project:
M/s. Shobha Mineral proposes to construct a 80,000 TPA of Manganese ore
Beneficiation plant in the existing mining lease at village Dhamki , Tehsil-
Sihora, District Jabalpur state of Madhya Pradesh.

The existing mining project having lease area 3.60 ha with excavation
capacity of 80000 TPA for Manganese, Iron and Laterite ore was accorded
environment clearance vide number 875/SEIAA/2017 dated 24.06.2017

The aforesaid mining lease in operation and sub-grade mineral have been
generated which are kept in the form of dumps having grade of Mn-28 %+ from.
Considering the low grade of Manganese ore, it is proposed to set up
beneficiation plant through physical method in the lease area for which
environment clearance is required.

In pursuance of Government of India policy vide Environment (Protection) Act,


1986 new projects or expansion of any existing plant necessitates statutory
prior environmental clearance in accordance with the objectives of National
Environmental Policy as approved by the Union Cabinet on 18th May, 2006 and
MoEF&CC EIA Notification dated 14.09.06, by preparing Environmental Impact
Assessment (EIA) report. In view of above, the EIA report has been prepared for
obtaining environmental clearance for the proposed green filed beneficiation
project.

2. Objective Of The Study:


The Environmental Impact Assessment has been carried out to assess the
existing base line environmental scenario of the area and probable impacts on
various components of the proposed activities. Based on the activities of
proposed beneficiation unit, an environmental management plan has been
suggested. The plan will identify and address the impacts and design mitigative
measures to manage such impacts in a manner as to conserve environment and
ecology of the area. The EMP has been prepared with a view to ultimately
ensure that the adverse impacts can be minimized if these cannot be prevented
altogether.
The main objectives of the study are listed as below:
 To anticipate & avoid, minimize or offset biophysical, social, and other
relevant adverse effects of project
 To ensure environmental consideration are explicitly addressed and
incorporated in to the development decisions making process
 To protect the productivity and capacity of natural system and ecological
processes which maintain their functions.

 To establish the present environmental scenario


 To anticipate the impacts of proposed operations on the environment.
 To suggest preventive and mitigating measures to minimize adverse impacts
and to maximize beneficial impacts.
 To prepare a detailed action plan for implementation of mitigating measures.
 To suggest a monitoring program to evaluate the effectiveness of mitigating
measures.
 To suggest the formation of a core group responsible for implementation of
environmental control and protective measures and monitoring of such
implementation.
 To suggest a feedback mechanism enabling to make mid course corrections.
 To prepare a capital cost estimate and annual recurring cost for
Environmental Management Plan.

4. Details About The Project Site


It is a green field project and proposed for Throw put capacity of 80,000 Ton
per Year of Mn Ore Concentrate. The subject proposal of beneficiation plant is
to be located within the existing lease area. Total lease area in possession is
3.60 ha of Khasara No. part of 178 out of that the proposed the beneficiation
plant will cover 896 sq. mt. of area.
The area lies at the cross section of longitude 80°2'25.41"E to 80°2'27.48" East
& Latitude 23°21'48.45"N To 23°21'50.24"N and is covered under Topo-sheet no
64A/3.

The applied area is situated 0.2 km south of the Dhamki village which is 28km
on Jabalpur- Varanasi road (NH-7) from Jabalpur and it is 14km from Sihora in
SSW direction. Drinking water is available in open well and bore-well in village
Dhamki and mine site also. The area is approachable by an all weather main
road from Jabalpur.

6. Raw Material Details


The requirement of major raw material i.e. Iron, will be met from captive mines
viz Shobha Minerals, Narayan Metals etc . Mine out ore will be raw material
for the beneficiation plant. Captive Mines as source of raw material and hence
transportation is minimised and tippers will be used for transport of finished
goods. The detail of required raw materials & Material balance for proposed

7. Beneficiation Process
In the proposed plant gravity separation methods shall be adopted, which is
proven technology in manganese ore beneficiation process. Gravity
concentration process is the oldest beneficiation method known to mankind.
This is a physical process and exploits the differences in densities of minerals to
bring about a separation. The gravity separation processes are comparatively
cheap and environmentally friendly. Feed to the Beneficiation plant will be
manganese ore. The step wise beneficiation process for the plant is as explained
under:
• The ROM is fed on the feed hopper. It has grizzly on it which separate over size
material and retain (-100mm) to process in the circuit.
• Rod gate will be fitted to the bottom of the hopper to restrict the flow to Drum
scrubber.
• Drum scrubber will wash the material and take the surface slimes out, thus
upgrading the feed for further processing.

• After washing, the material will be discharged to a Double Deck Wet Vibrating
screen to generate three size fractions. In Double Deck Wet Vibrating Screen,
the material is washed thoroughly with high pressure water jet and screened.
• The top deck overflow will contain (+50mm) and will be discharged to a picking
conveyor to sort the stone out of it.
• (+10mm to -50mm) will be discharged through an inclined belt conveyor to Jig
Feed hopper for separation using gravity separation principle.
• Water from thickener overflow tank will be feed to Jig. The jigging operation is
mainly actuated by alternate strokes of pulsation and suction. The particle bed
resting on top of the screen starts dilating at the start of the pulsation stroke,
and separation of particles occurs due to differential acceleration followed by
hindered settling. The second half of the cycle, the suction stroke helps
stratification of the bed according to specific gravity and consolidation trickling
of fines particles. The heavier particles penetrate through bed to settle down
due to its specific density.
• The heavier particles are discharged to concentrate screen through hutch gate
and the lighter particles are discharged to reject screen. Both screen under
catch pan are connected to tank which feeds dewatering water to cluster of
Hydro cyclone.
• Hydro Cyclone will guide the slurry to the underflow at the same time
presenting a smooth surface that will not restrict the generation of the
centrifugal force that make classification possible. The high density water will
settle down the come out from spigot of cyclone making umbrella and the low
density water will come out through vortex finder which is the overflow of
cyclone and is connected to thickener. The high density water will be dewatered
with the help of a high frequency dewatering screen with apparture size
150micron. The micro fines along with water will be clarified in a thickener.
• (-10mm) from Double Deck Wet Vibrating screen underflow will be feed to
Screw Classifier to take 150micron fines out from (-10mm) and the raked
material will be dewatered in a dewatering screen with pu panels apparture size
150micron and then be transported through an inclined belt conveyor for
stockpile. The micro fines along with water will be clarified in a thickener.
• Tailing stored in tailing thickener is pumped to Tailing Filter Press through a
slurry pump. The water is recovered by Tailing Filter Press from tailing. The de-
watered tailing is in the form of tailing

10. Environment Management Plan


The project will be implemented with environment friendly technology.
a. Air Environment
Particulate matters & other gaseous emission are envisaged as pollutant from
crusher, vibrating screen, whereas fugitive emissions are also envisaged from
various material transfer points. To mitigate the impact of pollutants from
crusher, sources of fugitive emission and vehicular traffic during the
operational phase of the site, following measures are proposed for
implementation:
 Water sprinkling system and bag filter will be provided at the crushing system.
 Transportation of raw material is done through covered conveyor to prevent
fugitive emission.
 Greenbelt shall be developed 5 m all around the periphery of the plant to arrest
the fugitive emissions.
 Preventive maintenance of valves, flanges, joints, roof vents of storage vessels in
practice. The fugitive dust emissions is controlled by installation of closed
conveyor system along with suitable dust suppression measures:
 Better process control shall also help to keep the emission within the limit
 In order to control the fugitive dust emissions due to transportation activity,
major roads within the plant area has been asphalted. The road nearby the fly
ash silo shall also be asphalted.
 Idle running of vehicles will be minimized during material loading / unloading
operations.
 Storage area shall be clearly earmarked. Conveyors shall be provided with
conveyor cover.
 Maintenance of air pollution control equipment shall be done regularly.
 Provision of dust mask for all workers.
 Regular training shall be given to the personnel operating and maintaining
fugitive emissions control systems
b. Noise Control
Following are the measures proposed to control the higher noise level.
Noise generating sources in a plant are identified as compressors, crusher,
vibrating screen and DG set etc. No person is required to remain constantly at
the above-mentioned units and will go occasionally to check the systems.
Noise attenuating devices like earplugs and earmuffs shall be provided to
workers exposed to high noise levels. Noise barriers, silencer and enclosures
shall be incorporated in the equipments, which emit high noise level. All basic
equipments and various machineries should be kept well maintained. Green
belts are good noise barriers and same will be developed around the plant. The
sufficient green belt may be proposed to control noise levels.

 Strict adherence to CGT (Cleaning, greasing/lubrication and tightening of

 Equipment manufactures should ensure noise and vibration levels by the
equipments within the regulatory norms
 Operation and maintenance staff will be trained in similar installations well
in advance to ensure smooth functioning of unit. This will ensure control on
environmental parameters during operations.
 A high standard of maintenance will be practiced for vehicles, plant
machinery and equipments, which helps to avoid potential noise problems.
 Regular monitoring of noise level will be carried out and corrective measures
in concerned area will be taken wherever required
 The green belt development will help in reducing noise levels in the campus.
Further plantation programme will be executed at initial project stage
 The adverse impact on occupationally exposed workers will not be envisaged,
as noise protection devices will be provided as suggested in EMP.
c. Water Management
Proposed water consumption is approximately 110 m3/day for beneficiation
and daily make up water will be required at the tune of 10 KLD. From
beneficiation plant, tailing shall be generated 8284 TPA on dry basis with 15%
moisture. About 110 M3/hr process water is required for treating 26 TPH of
feed out of which 100 m3/hr can be recycled. There is no effluent let out from
the Beneficiation Plant. Water from the Thickener & CVDF & Pressure Filter is
also reclaimed and Re-circulating water in the process. The underflow from
solid waste thickener conveyed to filter press. The filtrate and overflow from
thickeners drain directly into recycling water system, and then are conveyed to
beneficiation plant. Solid waste from the beneficiation process is ideally suitable
for bricks, tiles & blocks making.

No waste water is likely to be generated during beneficiation process. No waste


water will be discharged outside the plant premises. Therefore, operation of
proposed beneficiation Plant will not pose any adverse impact on the ground
water resources of the area.
Domestic waste water from plant is being / will be treated though soak pit.
Regular monitoring of water quality is being /will be carried out. Training and
awareness programmes on water conservation measures will also be organized

 Daily inspections are carried out, on each site, and general housekeeping are
often checked on a daily or weekly basis.
 Zero discharge condition will be maintained. PTZ camera with connectivity to
server of MPPCB has been provided to monitor the condition

Used water will be reclaimed using suitable water reclamation system. All the
settling tanks and tailing pond will have LDPE / ERW lined RCC bed to prevent
percolation. There will be three such tanks and will be used alternately so as to
have sufficient time for silt settlement. Settled silt will be scrapped out by
machine regularly and dumped on the waste stock yard. All the stock yards will
provided with garland canal leading to tailing pond. Scrapped solids will be sold
to brick manufacturers, for making paving blocks, to cement industries and for
back filling of mines.
e. Green Belt Development Plan
The afforestation is carried out in a systematic and scientific manner.
Plantation will be done along the periphery, both sides of roads, village side by
considering 80 % rate of survival. Trees like Karanj, Sheesham, Mango, Neem
and some other varieties will be planted in consultation with forest department.
Trees will be planted in 3x3m2 area and sapling will be planted in 30cm deep
hole covered with soil and manure. The details of year wise area and nos. of

F. Health and Safety


Occupation safety and health is very closely related to productivity and good
employer-employee relationship. Occupational health of workers may be
affected by fugitive emission, dust and noise. Safety of employee during
operation and maintenance of equipment and handling of materials are
proposed to be taken care as per regulations. To avoid any adverse affects on
the health of workers due to dust, heat, and noise sufficient measures shall be
provided as per requirement.
Periodical medical check up is necessary. Provisions of pure and clean drinking
water, safety provisions, training of all personnel to deal with accidents are

Monitoring at work place and workers will be done regularly. The analysis of
the same need to be conducted by a specialist. However, to adhere to safety
measures safety helmets, safety boots, safety goggles has been provided to the
workers. Occupational health survey of the employees should be carried out at
regular intervals.
The following measures is/will be taken to prevent occupational diseases and
health hazards.

colour vision and any other ocular defect) ECG, during pre placement and
periodical examinations.
G. Socio Economic Welfare Activities
Since the case has been categorized as B-1 Category for which public hearing
will be conducted. As per office memorandum vide no 22-65/2017/IA-III dated
30.09.2020, no financial budget under CER is being proposed at this stage. The
commitment to address the concern to be raised during the public hearing
issues with physical target shall be deliberated in the final EIA report.

13. CONCLUSIONS
It can be seen from the foregoing chapters that air emission due to proposed
activity of will not be increased significantly as beneficiation process will be wet
process. Only 10 Kl water will be used as make up water and no waste water
will be discharged from outside of premises. Tailing waste shall be shall be
provided and treated with thicker and filter press arrangement and shall be
used for backfilling as well as brick manufacturing.

No significant impacts is envisaged on other environmental aspects such as


meteorology, topography and geology, mineral resources, archaeology, cultural,
religious and land use.

As discussed, it is safe to say that the proposed project will not be likely to
cause any significant impact on the ecology of the area, as adequate preventive
measures will be adopted to contain various pollutants within the permissible
limits. Green belt development around the area would also be taken up as an
effective pollution mitigative technique, as well as to control the pollutants
released from the premises of Shobha Mineral.
