The Bidder must as such explain his understanding of the objectives of the assignment and stated
and implied requirements of the Technical Specifications, highlight the issues of importance, and
explain the technical approach they would adopt to address them. The approach paper should explain
the methodologies & technologies which are to be adopted and demonstrate the compatibility of those
with the proposed approach. The approach should also include a brief quality plan which outlines
processes, procedures and associated resources applied to meet the requirements and indicate how
risks will be managed and what contribution will be made regarding value engineering and
management.
The Bidder must attach his approach paper to this page. The approach paper should not be longer
than 3 pages.

The Health & Safety Plan should also include an outline methodology of risk assessments, health &
safety audits, safety check lists and confirmation that all necessary allowances have been made for
these procedures and the required personal protective and other equipment, training, inductions and
control, etc.

The Environmental & Social Management Plan should include the approach to develop the project
ESIA and an indication of how this plan will be developed and audited to ensure compliance via an
ESMP. Confirmation should be provided that that all necessary allowances have been made for these
procedures.
Bidders should briefly outline their procedures in relation to the project and attach any relevant
documentation such as ISO 14001 certification, etc.
A Management, Operation & Maintenance Plan should include, as a minimum, the Bidder’s approach
towards overall asset management, monitoring and maintenance which should be integrated with an
outline control philosophy for the plant which considers interfaces with supporting utilities and
intelligent solutions to optimize efficiencies where possible. It should also specifically address odour
and sludge management compliance and detail of proposed solutions.
Such a plan should also detail the daily and monthly reports & communication protocols which will be
provided to SWPC in terms of performance specification compliance as well as operational and
maintenance monitoring reporting.
The Bidder must attach his outline MOM Plan to this page. The plan should not be longer than 3
pages.

Technical Form Sheet Section 20, for the following Components:

• IWTP.
For the Electrical Special Facility, separated submissions will be requested in an Addendum to the RFP.

Legionella, Pseudomonas aeruginosa and Sulphite reducing bacteria testing needs to be conducted randomly in the in the
distribution network as an indicator for detecting possible contamination or where observations associated with taste, odour and
