TOURNAMENT GUIDELINES

I. Name of Tournament

1ST MAYOR’S CUP


BAYBAYANON FUTSAL TOURNAMENT 2024

II. Date & Venue:


 December 21-22, 2024
 New Baybay City Makeshift Gymnasium

III. Categories, Maximum number of participating teams & Game schedule:


 U18 Girls (8 teams) – December 21, 2024
 Women’s Open (8 teams) – December 21, 2024
 Men’s Open (8 teams) – December 22, 2024
IV. Tournament Format:
 Participating Teams:
U18 Girls – 8 teams Women’s Open – 8 teams
Men’s Open – 10 teams
 Bracket Division: Two brackets (A and B) with 4 teams each.

Elimination Round
Round Robin Matches:
 Each team in a bracket will play against all other teams in their bracket.
 Match Duration: A match will have a total of 16 minutes that will be divided into 2 halves
of 8 minutes each (running time). A 1-minute timeout per team is allowed per half.
Unused 1-minute timeout in the first half will not be carried over to the 2nd half.
 Points are awarded as follows:
Win: 3 points Draw: 1 point Loss: 0 points
*A defaulted game has points/goal score of 1-0.
 In futsal competitions, both FIFA and the Philippine Football Federation (PFF) adhere to
established tiebreaker procedures during elimination rounds to determine team rankings
when points are equal. The following criteria are applied sequentially to rank teams on
points:
1. Points in Head-to-Head Matches: The team with more points in matches
between the tied teams ranks higher.
2. Goal Difference in Head-to-Head Matches: If still tied, the team with a superior
goal difference in these matches is ranked higher.
3. Goals Scored in Head-to-Head Matches: The team with more goals scored in
these matches ranks higher.
4. Goal Difference in All Group Matches: If the tie persists, the team with a better
overall goal difference in all group matches is ranked higher.
5. Goals Scored in All Group Matches: The team with more goals scored across
all group matches ranks higher.
6. Fair Play Points: If still unresolved, disciplinary points are considered with fewer
points (i.e., fewer yellow and red cards) ranking higher.
7. Drawing of Lots: As a last resort, a random draw or a coin toss determines the
ranking.
Semi-Finals Match
 Top 2 teams from each bracket will qualify for the semi-finals match.
 Match Duration: A match will have a total of 16 minutes that will be divided into 2 halves
of 8 minutes each (running time). A 1-minute timeout per team is allowed per half. Unused
1-minute timeout in the first half will not be carried over to the 2nd half.
 Matchups:
o 1st Place (Bracket A) vs 2nd Place (Bracket B)
o 1st Place (Bracket B) vs 2nd Place (Bracket A)
 If a semi-final match ends in a draw, the winner is decided by penalty shootout (best of 3
kicks).

Third-Place Match
 Losing teams from the semi-final matches will qualify for the Third-Place Match.
 Match Duration: The match will have a total of 20 minutes that will be divided into 2
halves of 10 minutes each (running time) with a 2-minute halftime break.
 If the Third-Place match ends in a draw, the winner is decided by penalty shootout (best
of 3 kicks).

Championship Match
 Winners of the semi-final matches will qualify for the Championship Match.
 Match Duration: The match will have a total of 20 minutes that will be divided into 2
halves of 10 minutes each (running time) with a 2-minute halftime break.
 If the Championship match ends in a draw, the winner is decided by penalty shootout (best
of 3 kicks).

V. General Guidelines

A. Team Registration
 Registration fee of PHP 300.00 per team for all categories and must be paid before the start
of the tournament.
 List of players must be submitted upon registration.
 Once the tournament has commenced, changes on the line up will be not be allowed.
 Only registered players shall be allowed to participate in the tournament. Any participating
team who is found guilty of fielding non-registered players will be disqualified from the rest
of the tournament.
 Teams must be at the venue 10 minutes before 8 am in order to complete the registration
process.
B. Start of the Match/Appearance of the team
 Team should be at the venue at least 15 minutes before the schedule time and should be
already warmed up 5 minutes before their game starts.
 A grace period of 5 minutes shall be given to the non-appearing team after the schedule
playing time. Non-appearance of the team after the grace period will automatically forfeit
its game with a score of 1-0 points and the Tournament Committee will meet
immediately to decide on further sanctions.
C. Number of Players
 Minimum of 6 players, where one of whom shall be a goalkeeper and one is a substitute
player.
 Each team can have number of players more than the stipulated minimum number of players
as long as these players are on the submitted list of players upon registration.
D. Uniform and Protective Equipment
 Players of each team must wear the same color or jersey, except for the goalkeeper so as not
to cause confusion during the game.
 If the jersey colors of the two opposing teams are the same color, the team who loses in the
toss coin shall change their jerseys to another color.
 Goalkeepers must wear a jersey of different color from his teammates and the opposing team.
 Shin guards must be worn at all times during a match.
 Players are required to wear their complete uniform and protective equipment in conformity
with FIFA Futsal Laws of the Game.
 NO SHIN GUARDS NO PLAY
E. Substitution
 Flying substitution shall be applied and must happen within the substitution zone.
 A substitute player must only get inside the pitch when the player to be substituted is
already out of the pitch.
F. Rules of the Game
 The FIFA Futsal Laws of the Game will be strictly followed throughout the tournament.
G. Indemnity
 The organizers are not liable for any loss of personal property and injury, or death
whatsoever caused to any player or official during or as a result of his or her participation
in the tournament.
H. Abandoned Match
 Any Team that abandons their match due to protest or other reason and after an ample
time was allowed for the team to reconsider (Maximum 15 minutes allowance), the game
is awarded to the opponent. The team that abandoned their match is disqualified from
the tournament.
I. Protest, Penalties and sanctions
 Protest on technicalities shall be put in writing, signed by the coach and the head of the
cluster delegation. It should be submitted to the Tournament Manager (TM)or on his behalf
within one (1) hour immediately after the conclusion of the match in protest. The TM shall
decide within two (2) hours upon receipt of the protest.
 All protests must be supported with the necessary evidence and attachments. Video
recordings taken privately will not be considered as evidence.
 The decision of the TM shall be appealable. Only questions on laws are appealable to the
Jury of Appeal (Technical Committee). Appeals shall be put in writing, signed by the head
of delegation and shall be submitted to the Jury within three (3) hours upon receipt of the
decision.
 The Jury of Appeals shall decide within six (6) hours upon receipt of the written appeal.
The decision made by the Jury is final, irrevocable, and executory.
 No Protest will be entertained regarding eligibility of players.
 No protest will be entertained regarding judgment calls of the referee.
 THOSE NOT COVERED BY THE TOURNAMNET GUIDELINES, FIFA LAW WILL APPLY

J. Goal Clearance
All other rules not so mentioned in these guidelines, FIFI Futsal Laws of the Game shall apply,
especially regarding youth Goal Clearance.

Law 16 – The Goal Clearance “Where this is outlawed by domestic rules for youth, veterans’,
disability and/or grassroots futsal, if the goalkeeper throws the ball directly over the halfway line,
an indirect free kick is awarded to the opposing team, to be taken from the place where the ball
crossed the halfway line”

“The philosophy behind this limitation is to promote creative futsal and encourage technical
development”

K. Players cautioned or dismissed from the field of play

1. A player who will receive two (2) cautions (yellow card) shall automatically be suspended from
the match following the match in which sh received the second yellow card.
2. A player expelled (red card) from the pitch by the referee shall be suspended for the next match
and a two (2) minute lock down rule before replacement.
3. Disciplinary measures such a caution, expulsion of players and officials shall be carried to the
championship game.
4. In case of free for all, three (3) players from the opposing team will be given red cards, that team
will be automatically declared as winner of the match.

L. All other rules not so mentioned in this guideline, FIFA Laws apply.

M. Awards
Winning teams in all categories will receive the following:
o Champion – PHP 3,000.00
o 1st Runner Up – PHP 2,000.00
o 2nd Runner Up – PHP 1,000.00
