INTRODUCTION
The 2018 FIFA World Cup™ will be held from 14 June to 15 July 2018 and will consist of 64 matches to be played
across 11 cities. Thirty-two teams will participate, and there will be approximately 2.5 million tickets available for
purchase for the 64 matches. Ticket sales started in September 2017 and will be available to the general public
via the official website FIFA.com/tickets. During the last minute sales phase, tickets will also be made available
at designated FIFA Venue Ticketing Centres (FVTC) in each of the Host Cities from April 2018 up until the end
of the competition.
FIFA is determined to ensure that tickets will be accessible to all football fans in Russia and across the world.
Therefore, FIFA has established a special entity, FIFA Ticketing AG, to be in charge of defining the ticketing
policy and related decisions for the 2018 FIFA World Cup™. FIFA Ticketing AG has set up a subsidiary in Russia
operating under the name of 2018 FIFA World Cup Ticketing LLC. FIFA, FIFA Ticketing AG and 2018 FIFA World
Cup Ticketing LLC are collectively referred to as “FIFA”.
The FIFA World Cup Ticketing Centre (FWCTC) is a trading name of the service provider appointed by FIFA who
are responsible for the provision of services in relation to the Russian and International General Public for the
2018 FIFA World Cup™.
This document contains all relevant ticketing information for the 2018 FIFA World Cup™.
What ticket products are on sale? A maximum of 4 tickets per match can be applied for, for

TSTs are ticket strips to follow the national team of your choice. The TST will not always comprise all matches played by
the chosen national team, but only the number of matches comprised in the package which the TST holder has purchased.
Depending on which TSTs someone had applied for, the TSTs may include between three matches (so called TST3 comprising
only the three Group Matches) and seven matches (so called TST7 comprising all Group Matches, a Round of 16 Match, a
Quarter-Final, a Semi-Final and the Final). The TST purchased guarantees the customer tickets for matches of such rounds

qualifies. The table below illustrates how the TST principle is implemented.
The Participating Member Associations (PMAs) and their supporters will have access to the following two kinds of Ticket
Products:
• Supporter Tickets (STs) are available for the three Group Matches played by the PMA
(i.e. three matches between matches 1 and 48).

(one Round of 16, one Quarter-Final, one Semi-Final and the 3rd Place Match or the Final)

Companion Ticket: All ticket applicants for SATs (except for obese persons) will be offered the opportunity to receive one
complimentary ticket for one accompanying person, free of charge.
Eligibility Checks: For Wheelchair User, Easy Access Standard or Easy Access Amenity Tickets, presentation of a proof that
is commonly and widely accepted in the ticket applicant’s country of residence is required. In Russia, acceptable proofs of
eligibility include a certificate of degree of disability and a medical certificate. Please note that permits for accessible parking
will not be accepted as valid proof.
For Obese Person Tickets, presentation of a signed doctor’s note stating the person’s BMI will be required. The minimum BMI
in order to require and therefore be eligible for an Obese Person Ticket is 35 kg/m2.
Offering tickets in different currencies for events such as the FIFA World Cup constitutes a challenge in terms of operations,
finance and fair treatment for all fans. As such, to provide equal conditions for ticket buyers throughout all sales phases
in spite of fluctuating exchange rates, a fixed conversion rate is set. This is standard practice at major sporting events to
avoid fans purchasing tickets at different prices in different sales phases – fair and equal access to tickets is one of the key
priorities in FIFA’s ticketing operations.
Following an in-depth analysis based on the forecasts of various financial institutes for the development of the Russian
Ruble, a conversion rate of 60 Russian Rubles to one US dollar was set for the ticket sales of the 2018 FIFA World Cup™.
Residents of Russia are granted exclusive access to category 4 tickets, which is the most affordable ticket available for
purchase. Russian Residents means any individuals legally residing on a permanent or temporary basis in Russia, including
Russian citizens and citizens from other countries (with such foreign citizens to include, inter alia, the individuals who legally
work in Russia).
