1. Overview
1.1. Statement of Purpose
The intent of this document is to provide an outline guidance for the development of the Project BIM Execution
Plan to meet DGCL expectations and respond to the Requirements set out in the DGCL – Employer Information
Requirements. This Document is not intended to provide the exhaustive content of the document but rather
the minimum content that is expected in a BIM Execution Plan. The project team shall provide additional
content as it seems necessary to define the project team processes and procedures for a successful delivery of
the project specific requirements.
This document shall be always read in conjunction with DGCL Employer Information Requirements and all its
appendices.
Lead Appointed Party (typically the Lead Design Consultant or General Contractor) contractually engaged by
DGCL shall develop in line with this document and in response to DGCL EIR a contractually binding BIM Execution
Plan.
Amendments to the EIR shall be reflected in the Deviation from Standards and EIRs section of the BIM Execution
Plan, after being reviewed and approved by DGCL.
1.2. Document Authority
This document shall serve as guidance for the Project Team to develop the Project BIM Execution Plan in
response to DGCL – Employer Information Requirements. The acceptance of this document by the Lead
Appointed Party (Lead Design Consultant or General Contractor), also confirms that the relevant sub-
consultant’s personnel have read and understood its requirements.
The EIR and all its appendices are applicable to the entire project team and all project-related data. Project data
should be stored in a secure manner and managed in a consistent and structured framework in accordance with
DGCL protocols. Data must be protected against unauthorized access, alteration, disclosure and modification
and managed with relevant procedures.
1.3. Ownership and use of project information
The BIM Model is an instrument of service and is considered to be a component of Design and Construction
Documents and Deliverables. DGCL has ownership of and to all CAD files, BIM Models, and Facility Data
developed for the project, the data contained within it and all copyrights. DGCL may make use of this data at
any time during the project. The Lead Appointed Party must arrange by contract to have the ownership and
copyright to those portions of the information created by the Lead Design Consultant(s) and its sub-consultants

assigned to DGCL. Each Model Element Author (MEA) contributing to the BIM model(s) and database agrees to
provide all project stakeholders and DGCL a non-recoverable, exclusive license to utilize any and all intellectual
property provided by each MEA contained within this BIM for the sole purpose of completing the design,
construction and other uses as stipulated and/or implied by the executed Owner/Design Consultant Agreement
and Owner/Contractor Agreement.
1.4. Deviations from Standards and EIRs
Any deviations from the Standards, Classifications, Specifications and EIRs must be clearly highlighted in the
BIM Execution Plan and agreed on by all project stakeholders, PMC BIM Manager and DGCL digital team.

Clear tasks shall be defined for each project member to ensure all project deliverables are successfully
developed and delivered on time.
2.4. Project Management

Indicate Project milestones for the submission of the required deliverables for all project stages.

Define strategy to deliver the required LOIN at each project stage.

Define the planned BIM Usage to be incorporated within the project in line with DGCL Employer Information
Requirements BIM Uses/Outcomes Table. The project team is encouraged to add additional BIM uses as they
seem beneficial for the project.
2.5. Information Delivery Plan
This section shall define the delivery strategy to be implemented in the project to ensure information is
delivered on time.
2.5.1 Task Information Delivery Plan (TIDP)
Define the plan for the project delivery team to provide their respective deliverable list with all information and
planned dates incorporated.

2.5.2 Master Information Delivery Plan (MIDP)
Define the plan to collate all TIDPs for the Project and populate the Master Delivery Schedule incorporating all
information deliverables along with planned dates as received by all parties.
2.5.3 Model Register
Define the process to maintain a model register list containing all latest model information formally available.
2.6. BIM Process Design
Define in detail the full Modelling strategy to be followed by the project team for the duration of the project to
successfully deliver client information requirements.

2.9. Quality Management Plan
Define full Quality Audit and Quality Control process to ensure successful delivery of information is achieved to
the information standards defined within DGCL Employer Information Requirements and industry best
practices.

2.10. BIM & FM Integration

project stages (design, construction and handover) and with DGCL final CAFM system. To explain how flexibility

2.14. Hand Over Strategy
Must define the full process to handover information to the client and following stakeholder to carry on works.
It shall communicate to client/receiving party.
• List of all graphical, nongraphical and document information along with latest version and format that
is being handed over.
• How information will be issues, received, uploaded into DGCL’s databases, and used by different
departments.
• Define how COBie information, Asset Information Required and GIS data will be shared.
• Strategy for migrating the models between stakeholders.
Lead Appointed Party (Lead Design Consultant or General Contractor) must provide a strategy for updating
and coordinating changes made during design and construction into the final current stage BIM model
deliverable files (for clarity, handover refers to all project stages, including design stages, construction, and
handover).
General Contractor(s) to identify operational and maintenance concerns about the building. Define process to
maintain link between different information datasets, e.g. O&M documents linked to As-Built model elements.
