TO : ALL CONCERNED GOVERNORS, CITY AND MUNICIPAL MAYORS,
DILG REGIONAL DIRECTORS, AND ALL OTHERS CONCERNED
SUBJECT : EASTERLIES AND NORTHEAST MONSOON

According to DOST-PAGASA Weather Advisory No. 34F issued on 11:00 AM,
January 16, 2025, the Shear Line is now less likely to bring significant heavy
rainfall over the country. However, it will continue to bring scattered rains and
thunderstorms over Quezon, Bicol Region, and Eastern Visayas in the next 24
hours.
Based on the DOST-PAGASA 24-hour Public Weather Forecast issued at 04:00 PM
on January 16, 2025, the Easterlies will bring cloudy skies with scattered rains
and thunderstorms in the areas of Eastern Visayas and partly cloudy to cloudy
skies with isolated rain showers or thunderstorms in the rest of the country.
The Northeast Monsoon will bring partly cloudy to cloudy skies with isolated
light rains over Metro Manila and the rest of Luzon while cloudy skies with
rains in the areas of Cordillera Administrative Region and Aurora. Lastly, the
Shear Line will bring cloudy skies with scattered rains and isolated
thunderstorms in the Bicol Region and Quezon.
In addition, the DENR-Mines and Geosciences Bureau (MGB) has identified 199
barangays at risk that have high to very high susceptibility to floods and
rain-induced landslides from 16 - 18 January 2025, (ANNEX A: MGB Brgy List as
of 16 January 2025, 8 AM) based on the DOST-PAGASA Rainfall Data
GSM-100mm/WRF-150mm as of 16 January 2025, 08:00 AM. Please take note of
the validity of earlier MGB barangay lists provided (72-hour forecast) and that other
areas not on the list, but are located close to, or downstream of, the listed areas,
may also be affected. Additional lists of areas susceptible to flood and landslide will
be sent immediately by DENR-MGB as soon as the DOST-PAGASA sends their
updated forecast rainfall data.
Based on these recent developments, all concerned DILG Regional Directors are
directed to coordinate with your respective RDRRMCs continuously and to
remind and ensure all LGUs within your respective jurisdictions, especially
“Matino, Mahusay at Maaasahan”

those in areas that have recently experienced extended or prolonged rain
events and/or landslides/floods to implement the following critical
preparedness actions:
1. Continue to monitor all PAGASA weather advisories and typhoon bulletins via

https://panahon.gov.ph/, as well as the ASTI Philsensors website
http://philsensors.asti.dost.gov.ph/ for additional information.
2. Closely monitor the PAGASA Regional Services Divisions’ local
thunderstorm/rainfall advisories and heavy rainfall warnings, as well as
the general flood advisories and basin flood bulletins that may be issued
by the Hydrometeorology Division and River Basin Flood Forecasting and
Warning Centers, as appropriate;
3. Convene their respective Local DRRMCs and conduct Pre-Disaster Risk
Assessments (PDRA) for floods, flash floods, rain-induced landslides, debris
flow, strong winds, and other hydrometeorological hazards to ascertain the
appropriate preparedness and response actions are undertaken.
4. Continuously inform and advise all communities through, but not limited
to, the local television and radio stations of situation updates and
preparedness actions of the localities. Maximize the use of official social
media platforms for public information.
5. Establish and strictly implement the critical preparedness actions based on
Operation L!STO Protocols and DILG MC 2024-074: L!STO SA
TAG-ULAN: Preparedness Measures of LGUs for the Impending La Niña
and Rainy Season C.Y. 2024, and prioritize the prepositioning of supplies
and equipment for response.
6. Vigilantly monitor areas showing signs of landslides, such as tension
cracks, seepages, terracettes, tilting of trees, etc. Monitor moderate
slopes with thick soil overburden and areas underlain by old landslide
deposits.
7. CONDUCT PRE-EMPTIVE OR MANDATORY EVACUATION, if deemed
necessary, and avoid areas affected by repeated flooding and landslides,
meandering rivers with hillsides/riverbank erosion, floodplains with shifting
and braiding streams, flash flood areas, river deltas with many distributary
channels, etc.
8. Vigilantly monitor quarry and mining areas, clear all waterways (e.g.,
canals, drainages, etc.) and ensure that dams, if any, are stable and
freeboard of tailings dams can accommodate the projected rainfall amount.
9. Utilize HazardHunterPH to generate indicative hazard assessment reports on

10.Cause the fastest and widest dissemination of this Advisory.
All concerned Local Chief Executives are directed to undertake all the necessary
critical preparedness actions and cause the widest dissemination of this Advisory
within your respective areas of responsibility.
