 Apprenticeship - One month after recognition, you are eligible to become an apprentice. Within three
months after becoming an apprentice, you should complete your BS.

- Kimb Logistics and Maritime Services, Incorporated.
 Savings (Deposit on China bank under UCV name)
Example: Total amount of shipboard Deployment fees for one (1) year PHP50, 000.00

50,000/3 years = 16,666.67/year


16,666.67 ÷ 6 semesters = 2,777.78/sem.
2,777.78 x 18 exams period = (collectible per examination period this payment is for
apprenticeship fees only.)

Note: In case the student will discontinue his/her maritime schooling, he/she can
reimburse or collect the total amount collected without interest.

REVISED GUIDELINES FOR SHIPBOARD DEPLOYMENT

In connection with the revised guidelines for the implementation of the Approved Onboard Training for BSMT
and BSMarE Students, Annex F of JCMMC No. 1, series of 2023, particularly section 5. On board training
agreement which states that. The MHEI's shall ensure that an OBT Agreement is approved between the
shipping company or manning agency, the student and the MHEI, written in English language. Before the
commencement of the OBT and submit a duly notarized copy to CHED Office of Programs and Standards
Development Section 9 "Monitoring-MHEI's shall establish a system in monitoring students undergoing OBT
as part of its quality standards system.

Steps for enrolling the one (1) year shipboard deployment program (Apprenticeship):

1. In compliance with section 5 of the revised guidelines for shipboard deployment. Cadets intending to take
their apprenticeship on board inter-island vessels shall choose from amongst the shipping companies or
agencies to which the University of Cagayan Valley have existing and valid MOA;

2. The current shipping companies or agencies which the University is currently with MOA are the following;
-Medallion Shipping, Cebu City
-Millmarine Shipping, Manila
-KIMB Shipping Manila
-2GO Shipping, Manila

3. Pay the equivalent amount of shipboard apprenticeship training fees required by the partner shipping
agencies or companies directly to their mentioned banks and accounts;

4. Secure embarkation and contracts from the chosen company or agency.

5. Inquire on the enrollment portal of UCV then go direct to the Registrar's Office and request for the three
(3) copies of the enrollment forms,

6. Fill up all the required blanks of the enrollment forms and have it sign by the Dean of the College of
Maritime Education for his approval,

7. Pay the tuition fees equivalent to 40 units as required by CHED, whether by installment or cash and
return the paid enrollment form with attached embarkation and contract to the Shipboard Training Office
(STO);

8. Under no circumstance that the Cadet will not enroll his shipboard training or apprenticeship before going
on board as Cadet - otherwise the Cadet will have to repeat his/her one-year shipboard apprenticeship
training (Annex F, Section 6 "Enrollment");

MONITORING:

In compliance with the guidelines stated in section 9 (Monitoring) of Annex F, Joint CHED-MARINA
Memorandum Circular No. 1, series of 2023; "MHEI's are required to monitor the progress of students on
board training every month to effectively guide the students in complying with the OBT requirements
particularly on the accomplishment of the duties and tasks listed in the TRB". In view of all these, the
Cadets who wish to complete their shipboard apprenticeship program shall adhere to the following in
compliance with Sections 5, 6 and 9 of this regulation.

1. Cadets on interisland shipping shall choose only from the four partner shipping companies of the
university namely, 2Go Shipping, Medallion Shipping, KIMB Shipping and Milmarine Shipping in
compliance with Sections 5 and 9 of annex F of this joint circular,
2. Cadets who would prefer to board international vessels can choose freely the company they would be
employed, provided that the waiting period should not exceed one year (delayed shipboard deployment
regulations maybe applied accordingly);

3. Cadets on interisland shipping who would not board the partner shipping agencies as required by Section
5 and 9 of this guidance shall be denied enrolment;
4. The announcements regarding this shipboard training have been a regular topics in various orientations of
the College from their 1st year to 3rd year.

Mandate on General Weighted Average and Academic Performance for Maritime Cadets

By the authority of:

WHEREAS, the College of Maritime Education is committed to maintaining high academic standards and
ensuring that its cadets are prepared to meet the rigorous demands of the maritime profession;

WHEREAS, the academic performance of maritime cadets is a critical factor in maintaining the reputation of
the College, as well as ensuring that its graduates are fully capable of fulfilling their professional obligations as
seafarers;

WHEREAS, the Dean of the College of Maritime Education, Capt. Jaime M. Macawile, has instituted the
following academic requirements for all maritime cadets to maintain the quality and integrity of the maritime
program;

NOW, THEREFORE, under the direction of the Dean and by virtue of the powers vested in his office, the
following memorandum is hereby established:

Chapter I: General Provisions

Section 1. Title
This omnibus order shall be known as the "Mandate on General Weighted Average and Academic Performance
for Maritime Cadets."

Section 2. Scope
This order applies to all students enrolled in the College of Maritime Education at the University of Cagayan
Valley, effective from the date of its issuance.

Section 3. Purpose
The purpose of this mandate is to set academic standards that ensure the competence and professional
preparedness of maritime cadets in their respective fields.

Chapter II: Academic Requirements

Section 4. General Weighted Average (GWA)


All maritime cadets are required to maintain a minimum General Weighted Average (GWA) of 85% at the end
of each academic semester.

Section 5. No Failing Grades Policy


Maritime cadets must have no failing grades in any subject, whether core, elective, or supplementary, as part of
their academic evaluation each semester.

Section 6. Monitoring of Academic Performance


The academic performance of all maritime cadets will be monitored by the College of Maritime Education’s
academic office. Cadets failing to meet the prescribed GWA of 85% or receiving any failing grades in their
subjects will be advised to shift courses through a letter of advice addressed

to their parents/legal guardian to inform them regarding the performance of their child at the University.

Chapter III: Consequences of Non-Compliance

Section 7. Academic Review and Counseling


Maritime cadets (with their parents/legal guardian) who fail to maintain the required 85% GWA or who receive
failing grades will undergo academic review. The college’s academic office, under the guidance of the Dean,
will conduct counseling and recommend necessary measures for improvement.

Section 8. Shifting of Course


Cadets who consistently fail to meet the minimum academic requirements of the College, specifically the 85%
GWA and no failing grades, will be advised to shift to another course. This recommendation shall be formally
issued by the Dean in consultation with the student and their academic advisers.

Chapter IV: Enforcement and Final Provisions

Section 9. Authority and Enforcement

This mandate shall be enforced by the Dean of the College of Maritime Education, with the assistance of the
academic staff and advisers. Compliance shall be strictly monitored, and reports shall be submitted to the Dean's
office at the end of each semester.

Section 10. Effectivity


This memorandum order has taken effect immediately upon its approval and shall remain in force until
otherwise amended or repealed.

 All Cadets with General Weighted Average of 85% and above will have the privilege to be part of the
MODEL CADET SYSTEM of the department distinctively, effective first semester academic year
2025-2026. All model cadets will be endorsed by the dean to overseas shipping companies.
 Merit-Demerit System – Starting point is 100 points. There will be a system to award merits for good
behavior and performance of the cadets and demerits for violations. A small notebook will be provided
by each cadet to monitor their merit-demerit-points.
 Punishment for Low Merit Cadets:
a. First offense – Notice and Thesis Submission
b. Second offense – Deducted grade in Aptitude for Service
c. Third offense – Recommended for Expulsion

 Enrollment for Baccalaureate Degree – It is advisable to visit the Shipboard Training Office (STO)
within 1 month after disembarkation from your Apprenticeship for completion of your requirements and
submission of your documents as per Joint CHED-MARINA Memorandum Circular.

CME GENERAL POLICIES

 Uniform Code – It is mandated to wear the Monday to Saturday proper uniform.

NOTE: The alternative uniform must be worn every Tuesday and Thursday by First year cadets only.

 Haircut Policy – 3,0 for midshipman and neat bun for midshipwoman.
 Proper Cadet Etiquette – Proper aboarding, attention on deck, proper salute, proper removing of
pershing caps, and proper baba kamay every flag ceremony.
 Proper Execution – The Crowd Masters and Senior Masters will demonstrate the proper execution. We
are imposing semi-military discipline.
