INTRODUCTION
The Right of Children to Free and Compulsory Education (RTE) Act, 2009 requires recruitment of large
number of teachers across the country in a time bound manner. In spite of enormity of the task, it is
desirable to ensure that quality for recruitment of teachers is not diluted at any cost. It is, therefore,
necessary to ensure that persons recruited as Teachers possess essential aptitude and ability to meet
challenges of teaching at Primary and Upper Primary level. In accordance with the provisions of
Sub-Section (1) of Section 23 of the RTE Act, National Council for Teacher Education (NCTE) vide

Notification dated 23 August, 2010 and subsequent amendment dated 29 July, 2011 laid down
minimum qualifications/eligibility criteria for a person to be appointed as a Teacher to teach Classes
I to VIII. It had been inter - alia provided that one of the essential qualifications for making a person
eligible to be appointed as a teacher in any of the Schools referred to in clause (n) of section 2 of the
RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the
appropriate Government in accordance with Guidelines framed by the NCTE. The Ministry of
Education, Govt. of India has entrusted the responsibility of conducting Central Teacher Eligibility Test

(CTET) to Central Board of Secondary Education Delhi, and accordingly 20 Edition of CTET shall be
conducted on 14-12-2024 & 15-12-2024.
(A) PATTERN & SCHEME OF EXAMINATION: Objective Type Multiple Choice Questions. Each
question carries one mark. There will be no negative marking

While filling online application form, the candidate has to choose any two languages in which he/she wishes
to appear for CTET. The candidate should attempt the questions of Language which is mentioned on
the Admit card and Attendance sheet. Change of language during examination is not allowed. List of

The questions from serial no. 91-120 (Language–I) and questions from serial number 121-150
(Language -II) for Hindi and English languages are given in main test booklets. While for remaining 18
languages there are separate test booklets for each language which is having questions from serial
number 91-120 (Language -I) and questions from serial number 121-150 (Language - II).
The candidates should be given language booklets pertaining to language which is mentioned on their
admit card and attendance sheets. In no case, language booklet of other language should be given to
any candidate.
Candidates who intend to become a Teacher for Classes I to V and Classes VI to VIII would be
required to undertake CTET in Papers as mentioned below.
As per NCTE Notification no. 76-4/2010/NCTET/Acad dated 11.02.2011: A candidate who scores 60 % or more in
the TET exam will be considered as TET pass.
(a) School managements (Government, local bodies, government aided and unaided) may consider giving
concessions to person belonging to SC/ST/OBC, differently abled persons, etc., in accordance with their
extant reservation policy.
(b) Should give weightage to the CTET scores in the recruitment process however, qualifying the CTET would not
confer a right on any person for recruitment/employment as it is only one of the eligibility criteria for
appointment.

The main objective of Seating Plan is to facilitate Invigilators to ensure proper sitting of candidates
so that candidate sitting close by do not get Test Booklet of same code. If candidates are
seated together on a large bench, it may be ensured that they are not given/supplied Test
Booklets bearing same Code No. For sample seating plan, please refer to Appendix-I.
The Centre Superintendent shall ensure that arrangement of tables/chairs is adequate to
corresponding number of candidates allotted to centre. He/She shall particularly see that
seating arrangement is comfortable and there is no scope to tempt the candidates to use unfair
means during the examination. There should be adequate space between seats of two
candidates.
7. The Centre Superintendent should ensure hygienic drinking water facilities for candidates.
Facilities of separate Wash rooms for boys and girls should also be ensured.
8. The chart showing Roll Number of candidate allotted in each room/hall be pasted on each
room/hall for identification of seats of candidates.
9. A sticker indicating Roll Number of each candidate which will be supplied by the Board be
pasted on table/desk. In case of any mistake in Roll No. slip or non-availability due to any
reason, Roll Number should be written on table/desk with chalk.
10. The instructions/duties of Invigilators should be got typed and circulated to Invigilators by Centre
Superintendent.
10.1. The Centre Superintendent shall discuss with Deputy Superintendent/Invigilators,
matters relating to centre management, frisking of candidates at the entrance and in the
examination room/hall, mode of obtaining Test Booklet Packets, seating arrangement at
examination centre and distribution of Test booklets in the manner as specified in
Appendix-I, since there will be four sets of Test booklets e.g. A, B, C, D and M, N, O, P
for the examination in each paper, return of unused Test Booklets, collection of OMR
Sheets and Attendance Sheets at the end of examination and location of a room for
depositing materials.
10.2 The Centre Superintendent shall provide an Identity Card supplied by CBSE to all
officials associated with conduct of this examination. The Identity Card must bear name
designation and signature of official on duty. No official may be allowed on duty without
an identity Card.
10.3 The Centre Superintendent shall contact Police Authorities of the area for deputing at
least four Police Men and one Sub-Inspector in uniform at the centre to maintain law and
order for smooth and fair conduct of examination. CBSE has also sent a separate
request to the Police Authorities and District Administration for supporting Centre
Superintendent in discharge of his/her responsibilities.
10.4 After making all required arrangements, Centre Superintendent shall seal
examination hall/rooms and rooms meant for confidential work, one day before
examination.
10.5 Arrangement of wall clock in all examination rooms/halls used for CTET (an amount of
Rs.150/- to be paid on account of purchase of wall clock (if the same was not
purchased previously) The same clock is to be used in all examinations
conducted by the Board for next 3 years.

12. Opening of steel trunks/confidential parcel in the presence of Observers and Invigilators as per
schedule and distribution of test booklets (as per seating plan) to all the Invigilators in serial order
so that sets of test booklets may not be disturbed.
13. Notice regarding list of barred items as supplied by Board will also be displayed at entry gate of
examination centre.
14. A consolidated chart indicating Roll Numbers, From To ,
with allocation of Room Number/Floor be displayed at prominent places in the School
/Institution compound, such as Entry Gate, Notice Boards of each floor and also in the room of
Centre Superintendent. This important information must be clearly and adequately displayed so
that candidates do not face any difficulty. Class IV employees may also be deputed to facilitate
the candidates.
15. Invigilators should be informed about the place (room/hall number) of their duties on the day of
examination just before its commencement. The Centre Superintendent should also ensure that
none of the Invigilators or any other staff on examination duty carries mobile phone, or any other
electronic device.
16. List of Deputy Superintendent(s)/Invigilators/Clerk(s)/Class IV Staff should be displayed in the
room of Centre Superintendent.
17. The Centre Superintendent should depute and direct Invigilators to frisk candidates with
Metal Detector, if available and ensure that no candidate is in possession of mobile phone,
Bluetooth or other electronic device, and any other items related or not related with the
examination. These Invigilators will be present at entry point of examination centre for
frisking candidates. Female Invigilators will frisk female candidates and male Invigilators will
frisk male candidates. Based on number of candidates allotted at examination centre, both
male and female Invigilators will make two groups and will stand at two locations separately
at main entry. For the purpose, Metal detectors for frisking should be collected from
City Coordinator a day before the examination, if available.
18. To collect unused test booklets from Invigilators immediately after commencement of
examination for each paper and seal these test booklets in a cloth packet and take signature
of Observer/Board‟s Representative on Appendix-E. Sealed test booklets be kept under Lock
& Key to avoid any unfair use thereof. It may be ensured that seal of unused test booklets
areintact.
19. Centre Superintendent may also ensure that unused test booklets are not smuggled out of
Centre.
20. The OMR Sheets for each paper collected from different rooms be counted and arranged Roll
Number wise. It should be ensured that total number of used OMR Sheets received plus
number of absentees tallies with number of candidates registered. The OMR Sheets should be
given to Observer for counting before packing.
21. The following information for candidates should be prominently displayed:-
21.1 Do not carry any textual material, books, notes or any other material, printed or written, bits
of papers, calculators, slide rules, log tables, electronic watches with facilities of calculator,
mobile phone, electronic device, gold/artificial ornaments or any other material except
following inside examination hall/room.
· Admit Card
· Black/Blue Ball point pen
· Transparent Water Bottle
· One Photo ID Proof (PAN Card, Aadhar Card, Passport, Driving License, Voter ID Card.

21.2 Do not use correction/white fluid on the OMR Sheet and Attendance Sheet.
21.3 To sit only on the allotted seats as per seating plan.
21.4 To have their refreshment, Candidates may move from venue of examination after
Paper II, in case they are going to appear in Paper I also.
(G) DUTIES AND RESPONSIBILITIES OF DEPUTY SUPERINTENDENT(S)
1. The Centre Superintendent shall allot seniority order to Deputy Superintendent(s) so that in the
absence of senior, next person takes over the responsibilities.
2. The appointment can be withdrawn at any time by Centre Superintendent or authorized
Representative of Board, if considered necessary, in the interest of examination.
3. The Deputy Superintendent will assist Centre Superintendent in all matters pertaining to
arrangements for smooth and fair conduct of examination.
4. In the absence of Centre Superintendent, Deputy Superintendent will exercise all powers of
Centre Superintendent and will be fully responsible for fair and smooth conduct of
examination.
5. To prevent impersonation, Deputy Superintendent(s) should visit every examination
room/hall and check genuineness of candidates by comparing the identity of candidate
present with scanned photograph given on Attendance Sheet/Admit Card.
(I) DUTIES AND RESPONSIBILITIES OF INVIGILATORS
Invigilators are most important functionaries in smooth and fair conduct of any examination. Therefore,
they should be more meticulous, vigilant and attentive while performing their duties in examination
hall. Strict invigilation and discipline is one of the most important duties of Invigilators. Invigilators
should follow the instructions issued by Centre Superintendent as well as detailed here under:
1. DUTIES OF INVIGILATORS ON FRISKING DUTY
1.1 The invigilator will ensure that candidate is not carrying any other item except the
following Items inside examination centre:

ONE PHOTO ID PROOF (PAN CARD, AADHAAR CARD, PASSPORT, DRIVING
LICENCE, VOTER ID CARD)
BLUE/BLACK BALL POINT PEN
TRANSPARENT WATER BOTTLE
1.2 Invigilator will check Admit Card of candidate downloaded from CTET website and match
with actual candidate present along with photo ID Proof at entry gate of examination
centre. In case of doubt that photograph on admit card is not matching with actual
candidate or with photo id proof, the matter should be reported to Centre
Superintendent immediately.
1.3 Invigilator will make two groups and will stand at two locations separately at main entry for
frisking male and female candidates separately. Female Invigilators will frisk female
candidates and male Invigilators will frisk male candidates.
1.4 The invigilator may ensure that candidate may not carry following items inside the
examination centre:
Books, notes, bits of papers, geometry/pencil box, plastic pouch, pencil,
scale, log table, writing pad, eraser, cardboard, electronic
pen/scanners/whitener, mobile phones, earphone, microphones, Paper Health
Band, Speaker, headphones, pen-drives, pager, Bluetooth devices, calculator,
debit/credit card, electronic pen/scanners,

Do not remove any page(s) from Test-Booklet. If any candidate is found removing any
page from test booklet, he/she shall be prosecuted and will be liable for criminal action.
3.2 Related to OMR sheets.
Carefully read instructions given on Side-1 and Side-2 of OMR Sheet for filling
and marking particulars/responses.
To fill particulars on both sides and darkening Circles. Use only Black/Blue ball
point Pen. Any type of cutting/overwriting/ use of white fluid and pencil/other
Pen is strictly prohibited. Non-compliance may lead to declare OMR Sheet
invalid.
Carefully fill the particulars in OMR Sheet as per their Test Booklet and Admit
Card.
Do not fold/mutilate or make any stray mark on OMR Sheet.
After completion of test, OMR Sheet must be handed over to Invigilator after putting
signature on Attendance sheet second time.
3.4 Related to Language I (Part IV) Language II (Part V) for Paper-I and Paper-II
In Paper I and/or Paper II, Part IV contains 30 questions for Language I and Part V
contains 30 questions for language II.
Main Test Booklet given to all the Candidates, having questions pertaining to
English/Hindi as language I and English/Hindi as language II.
If Language-I or/and Language-II is other than English/Hindi, Supplement Language
Test booklet as mentioned in the Admit Card will be provided to such Candidates
and Serial number and Code of supplement language test booklet should be filled in
OMR Sheet invariably.
Please ensure to attempt questions of Language-I from Part-IV of Test Booklet
and Language-II from Part-V of Test Booklet. It should be ensured that Language-
I and Language-II should not be same and the questions should be attempted
strictly as per the Languages mentioned in Admit Card.
It may be ensured that in Paper I and Paper II, Test Booklet Code of Main Test
Booklet and Supplement Language Test Booklet (if other than English/Hindi) to be
distributed to the candidates are same, as per below given example :

3.6 The invigilator must check and verify that the candidate has written and filled following
particulars neatly and correctly on Test Booklet and OMR Sheet with Black/Blue Ball

3.7 The Invigilators must obtain signature of candidate in running hand on the side – 2 of OMR
Sheet at the time of obtaining signature on attendance sheet. The OMR sheet should be
countersigned by Invigilators also.
The Invigilators must check that candidate has written following particulars correctly on
Attendance Sheet with Black/Blue Ball Point pen only:-
1. Test Booklet Number 4. Left Hand Thumb Impression
(Main & Supplement)
2. Test Booklet Code 5. Mother‟s Name*
(Main & Supplement)
3. OMR Sheet Number 6. Candidate‟s Signature**
*Mother‟s name must be tallied with the List of Candidate. Any doubt in this regard must be
reported.
3.8 ** While delivering Test Booklet to a candidate it has to be ensured that the candidate has
simultaneously signed Attendance Sheet and put his/her left hand thumb impression at
appropriate place and same has been verified by him/her. (The candidate will be signing
Attendance Sheet twice, first at the time of receipt of Test - Booklet and second, at the time of
handing over OMR-Sheet to Invigilator). The Test Booklet should be distributed only after
verification of identity of the candidate and obtaining signature on the Attendance Sheet.
Attendance sheet must be countersigned by Invigilators also.
3.9 To make sure that OMR Sheet has been counter signed by invigilator. For this purpose they
will take round of seats in examination hall assigned to them immediately after commencement
of examination and check Admit Card and compare specimen signature and photograph
as given on Admit Card and Attendance Sheet to verify that the candidate appearing in
examination is genuine.
3.10 To prepare Absentee Statement and submit the same along with unused Test Booklets
immediately after commencement of examination for each paper.
3.11 To ensure that Test Booklets are distributed as per seating plan (refer Appendix-I) and Test
Booklets bearing same code are not given to the candidates sitting close by.
3.12 To collect OMR Sheets from candidates and obtain their signatures on Attendance Sheet
as soon as examination is over and hand over the same to Centre Superintendent duly counted
in Roll Number order.
3.13 The Invigilator must also sign Attendance Sheet simultaneously while obtaining signature
of candidates on Attendance Sheet at the time of collection of OMR Sheet.
3.14 Invigilators are under control of the Centre Superintendent during the period they are on
examination duty. They should not leave examination centre without permission of Centre
Superintendent.

3.15 They should act as witnesses when desired by Centre Superintendent for opening of Test
Booklets Packet(s) and sealing of bag/parcels of unused Test Booklets/OMR
Sheets/Attendance Sheets.
3.16 No candidate who reports after commencement of examination for each paper shall be allowed
to sit in examination.
3.17 They should ensure that the candidates do not leave their seats without permission of
invigilator and no candidate should be allowed to leave Examination Room/Hall unless
examination is over. Invigilators are responsible for maintaining fair, disciplined and proper
conduct of Examination in the room under their supervision and as such they should be
very attentive and vigilant while performing their duty as Invigilator. All the candidates
appearing in test should be under constant watch, continuous rounds in examination room
should be ensured.
3.18 The Invigilator should see that no candidate copies his/her answers with the help of another
candidate or notes/books etc. or makes use of any other unfair means at the examination. The
Desks/drawers should also be checked properly to ensure that candidate has not kept anything
which can be used as unfair mean. If an Invigilator finds a candidate talking or using unfair
means, he/she should report the matter to Centre Superintendent and then act according to
the instructions given by Centre Superintendent.
3.19 Also the Invigilators are expected to submit a written report to Centre Superintendent about all
such cases and put his/her signature on the required document(s) as per directions of
Centre Superintendent.
3.20 Maintaining silence in examination room is of utmost importance by candidates as well as the
persons on duty. No candidate should be allowed to talk to any other candidate, and also the
Invigilators should not indulge in talks or read any book, newspaper or Test Booklet during
the period of examination.
4. Invigilator should open the envelope containing Test booklets 15 minutes before
commencement of examination for each paper. They should ensure that each envelope has
Test Booklets according to requirement.
5. Test Booklet should be given to candidates with strict instructions that they should not open it
until they are told to do so by the Invigilator. THE DOOR OF CLASS ROOM SHOULD BE
CLOSED BEFORE HANDING OVER TEST BOOKLET TO AVOID RUN AWAY CASES.
6. Five minutes before commencement of examination, Invigilators will direct the candidates to
break the seal of paper to take out OMR Sheet from Test - Booklet. The Invigilators will ensure
that candidates have filled all the particulars on Side-1 and Side-2 of OMR Sheet. The
Invigilators will then ask the candidates to start answering the questions.
7. The examination for each Paper will start exactly as per time schedule given in Appendix “G”.
Unused Test Booklets should be returned to Centre Superintendent by Invigilators
immediately after commencement of Examination for each paper.
8. If any misprint or other ambiguity is noticed in Test Booklet, it should be brought to the notice of
Director (CTET), PS, 1-2, Institutional Area, I. P. Extension, Patparganj, Delhi-110092. No
comments on it be made by anybody at the centre.
9. Invigilators will take attendance on prescribed Attendance Sheet while delivering Test Booklets
to candidates before commencement of Examination for each paper. In case computerized
attendance sheets are not received by Centre Superintendent in time, he/she will see that
sufficient copies of same as per Appendix-C are kept ready to be used by the Invigilator(s) on
duty.

10. After taking attendance for each Paper, Invigilator will also write Roll Number(s) of
absentee(s) in the Attendance Sheet. In the Seating Plan for each room(s) for each Paper, Roll
No. of candidate who is absent be encircled with red ink indicating absent. A copy of the
complete Seating Plan for each paper be sent to Board‟s office. Please ensure that each Test
Booklet bears facsimile stamp of Centre Superintendent.
11. Immediately after the announcement „Stop Writing‟, Invigilators will collect OMR Sheets from
candidates.
12. Signatures of candidates will be obtained for the second time indicating that OMR Sheets for
each paper have been delivered to Invigilator(s) on duty. The Invigilators should count
Answer Sheets and tally with number of candidates present and ensure that no candidate
leaves room without handing over OMR Sheet and putting signature on Attendance Sheet.
13. Invigilators will bring their respective OMR Sheets to the room of Centre Superintendent.
They will serialize OMR Sheets separately in order of Roll Number and tally them with
Attendance Sheets. These will be deposited by Invigilator(s) with Incharge person(s)
designated by Centre Superintendent for this purpose. The person collecting OMR Sheet
from Invigilators will count and obtain signature of Invigilator concerned as per the format given
at Appendix-H.
14. It should be ensured that OMR Sheets for each paper are handled with clean hands and
adequate precautions be taken to avoid any stray marks on OMR Sheets. It should be
ensured that OMR Sheets are not folded either by candidate or by Invigilator.
The doors of examination centre should be opened at 7:30 am i.e. 120 minutes before
specified time of commencement of examination. No Candidate who reports after
commencement of examination in each paper as per time schedule given in
Appendix - „G‟ be allowed to sit in the examination.
15. All Exits from Examination Room/Hall should be closed immediately before Examination is
about to end. The Invigilators should then collect OMR sheet(s) from each and every
candidate and obtain their signatures and left hand thumb impression on Attendance
Sheet(s) before allowing candidates to go out of Examination Room. The Invigilators
should count OMR Sheets to ensure that no candidate has left examination room without
handing over OMR Sheet to Invigilator.
16. It would be personal responsibility of Invigilator to ensure collection of OMR Sheet of each
Paper from each and every candidate.
17. In case a candidate runs away with question paper and/or OMR sheet during examination,
the Invigilator(s) concerned shall be held responsible for the same.
18. No candidate suffering from any infectious disease like small-pox, flu, mumps etc. should be
allowed to sit in the room with other candidates. If such a case is reported, his/her seating
arrangement should be made in a separate room.
19. One of the Invigilators should always accompany a candidate wishing to make use of toilet while
examination is going on. It should be ensured that there is no copying material in toilets and
candidate return to his/her seat within normal time.
20. During Examination no candidate is allowed to leave.
21. Cases not covered under above rules should be referred to Centre Superintendent for
obtaining his/her guidance and necessary instructions.

While collecting material, Invigilators must check specifically that the candidate has written his/her
Roll Number on both Side-1 and Side-2 of OMR Sheet and also put his/her signature on Side-2 of
OMR Sheet and the same has been countersigned by the invigilator. Please ensure that
candidate should not take away OMR Sheet/Question Paper outside examination hall/room
during the period of examination.

(7) The Observer must ensure that packing and sealing of OMR Sheets is done within half
an hour after completion of each paper. Observer must be present at the time of packing of
OMR Sheets and ensure that whole process of packing of OMR Sheets as detailed at pages
16 and 17 of these instructions is strictly followed by Centre Superintendent. The Observer
will certify that packing has been done in his/her presence and he/she has personally
counted OMR Sheets before packing as per Appendix-O.
(8) Observer will see that Absentee Proforma which is provided at Centre is darkened properly
and handed over in separate envelope marked “Absentee Proforma” along with
Attendance Sheets to Representative of Board immediately after examination is over.
(9) All material would be handed over by the Centre Superintendent or his authorized staff to
Board‟s Representative at Examination Centre or Collection Centre, as the case may be, in
the company of Observer only.
(10) He will see that rules with regard to conduct of this examination as given in this booklet are
completely followed by Centre Superintendent.
(11) Observers will invariably send report of conduct of examination in prescribed format to the
Director (CTET), CBSE, PS, 1-2, Institutional Area, I.P. Extension, Patparganj, Delhi
110092 on the day of examination, through concerned City Coordinator
(12) Imp– If an Observer has been assigned any other duty by the Board, i.e. Centre
Superintendent; City-Coordinator etc. for CTET, in such a situation, duty of Observer
may please be treated as cancelled. He/she is requested to perform the duty of Centre
Superintendent/City Coordinator.

Centre Superintendent or any nominated responsible staff with a proper authority letter

along with Observer should collect sealed parcels of Test Booklets for Paper I & II on 14
th
December & 15 December, 2024 from authorized local Bank(s)/ Custodian by submitting
receipt as per Appendix–A as per time given by Board‟s Representative. For this work, fixed
amount as admissible under the rules of Board will be paid. These arrangements will,
however, be discussed and finalized by Representative of CBSE with city coordinator &
Centre Superintendent(s) and Observers a day before examination.
The sealed parcels containing Test booklets would be supplied in different cloth colours
which will be different for each paper and same will be notified at appropriate time.
2. OPENING OF TEST BOOKLET PARCELS/PACKETS
Sealed parcels containing Test Booklets of related paper should be opened by Centre
Superintendent in confidential room, 45 minutes before the time fixed for
commencement of examination of each Paper, on the said date. He/She shall do so in the
presence of at least four Invigilators as witnesses, one of whom at least must be other than
the school centre. They should put their signatures on Certificate (Appendix B) placed
in each parcel. In case number of Invigilators is less than 4, parcels should be opened in the
presence of all the Invigilators who must put their signatures on Question Paper
Envelope(s).
The witnesses will carefully see that:
The seals on cloth parcel and Test Booklet packets for each paper are intact.
Each packet contains as many Test Booklets as are shown on its top. A Certificate to this
effect as per Appendix-B be signed and handed over to Representative of CBSE for
each Paper.
Each Test Booklet is serially numbered. These numbers are indicated on each envelope
as well as on each cloth parcel.
The sealed parcels containing Test Booklets should be opened by cutting one edge of
parcel/packet with a scissor or knife in such a way that all Test Booklets remain intact. The
EMPTY PACKETS SHOULD BE CAREFULLY PRESERVED AND RETURNED TO
BOARD‟S REPRESENTATIVE ALONG WITH OTHER MATERIAL.
3. PROVISIONS FOR DIFFERENTLY ABLED CANDIDATES
The facility of Scribe/Reader/Lab Assistant should be allowed to any person
with benchmark disability as defined under section 2(r) of RPWD Act 2016
and has limitation in writing including that of speed if so desired by him/her.

The OMR Sheets for each paper collected from different rooms be counted and
arranged Roll Number wise It should be ensured that total number of used OMR
Sheets received plus number of absentees tallies with number of candidates
registered. The OMR Sheets should be given to Observer for counting before packing.
Duly checked, serialized and counted 500 OMR Sheets may be put in Plastic envelope
supplied by Board and plastic envelopes be stapled properly. Please ensure that
packing of OMR Sheets is done soon after examination for Paper-I is over so that OMR
Sheets of subsequent Paper-II do not get mixed up. The same procedure be followed for
packing of OMR Sheets of paper-II.
Stapled plastic envelopes should be packed in BLUE Envelopes for Paper-I and PINK
Envelopes for Paper-II and be sealed with cello tape after signing and putting facsimile
stamp of Centre Superintendent. The certificate of packing of OMR Sheets as given in
Appendix-D be filled up. It should be ensured that columns provided on BLUE & PINK
envelopes are filled properly.
All BLUE envelopes for Paper I & PINK envelopes for Paper II should be separately placed
between two pulp boards and then tied with strong thread in such a manner that the
edges of the BLUE or PINK envelopes are not damaged.
OMR Sheet(s) of unfair means case(s), if any, be packed in a separate envelope of
UNFAIR MEANS supplied by the Board.
The envelope of unfair means should be packed in cloth parcel of used OMR Sheet and
detail of material packed as per Appendix- K be prepared and attached. (Details for each
paper i.e. Paper Number, Number of OMR Sheets, Centre No. must be clearly written on
cloth parcel).
Please Note: Attendance Sheets and Absentee Performa should not be placed in the
bundle of OMR Sheets, but packed separately in envelope(s) provided for this
purpose and handed over to Representative of Board (refer Appendix-K).

7. The Observers should submit a copy of cancelled cheque to the Centre Superintendent to enable him to fill correct
details in IPS portal.

SOPs for BIOMETRIC REGISTRATION PROCESS
B. Infra Requirements
1. Center to provide required infrastructure requirements such as Tables, Benches, Chairs, Wireless
Internet Connectivity (Wi-Fi / Mobile Hotspots – wherever possible) and Charging Points (wherever
possible) to the biometric operators at the biometric location for smooth execution of the activity. The
operator / supervisor will communicate the needto the center staff on mock day
2. Biometric operators to be allowed to carry mobile phones at the biometric location in order to
synchronize data to the attendance portal for real-time attendance monitoringand reporting.
C. Biometric Enrolment Process (Exam Day) – [Ideal requirement – 120 minutes]
1. The center superintendent must ensure opening of entry gates at 7.30 AM on the day of
examination so that biometric registration of candidates may be started.
2. The operator(s) with Team supervisor will report to the center superintendent at 7.00 AM on the
day of examination at center location and set up the biometric machines so that biometric
registration may be started from 7.30AM.
3. The biometric registration process will start at the designated time and it will be carried out until the
end of entry window (i.e. 9.30 AM for Paper-II and 2.30 PM for Paper-I) at all the centers.
4. Biometric registration via Fingerprint Scanners will be done at the time of entry after Frisking and
Document check (To be done by Center Officials).
5. The centre superintendent will ensure that no candidate should enter the examination centre
without completing biometric registration.
6. The biometric registration of the candidates who have entered in the examination centre upto
last entry time (i.e. 9.30 AM for Paper-II and 2.30 PM for Paper-I) should be done by the
operator(s) and centre superintendent will allow all such candidates to appear in the examination.
7. Candidate‟s photograph will be captured after scanning the Barcode / QR code on the admit card.
8. Once the photo is captured, Left-Hand thumbprint to be captured at the time of enrollment. In
case of a Bad Finger impression, the Right-Hand Thumb, then Index Finger and so on will be
attempted to capture until a good finger can be captured for biometric enrolment.
9. After photo & thumbprint capture, a hologram will be attested on the admit cards to indicate
“Biometric Done” status for a candidate.
10. The candidates will be enrolled on the same roll number which is fetched from the

11. The invigilators will ensure that all the candidates appearing in the examination have the
hologram attested on their admit cards.
12. If any candidate is noticed by the invigilator without having hologram on the admit card, it
should be immediately informed to operator to complete biometric registration of the
candidate.
13. The center superintendent must provide roll number wise present & absent list (with the total
physical count of candidates present at the center) within 30-45 minutes after start of the
exam to the biometric operators at center level. The list will be matched by the operator with
the list of enrolled roll numbers and gaps, if any, will be covered by getting the biometric
registration done for left out candidate(s).
14. The roll numbers will be matched with the enrolled roll numbers in biometric subject to
availability of the present & absent list of roll numbers within the 30-45 minutes window after
start of the exam.
D. Impersonation Verification Activity (Exam Day)
1. For the cases of potential impersonations, highlighted by the Innovatiview team, the report of
photo mismatch will be provided to CTET Unit through email.
2. The CTET Unit will forward these cases to Board‟s officers/officials deputed in the concerned
city who will forward it to concerned centre superintendent.
3. The centre superintendent, observer and invigilators will interrogate such candidate to ensure
his/her genuineness. In case the candidate accepts impersonation, the centre superintendent
will take necessary action as mentioned in the Instruction Manual (Unfair Means Cases).
4. In case the candidate does not accept impersonation, the centre superintendent will get
the candidate‟s Aadhaar authentication done by the biometric operator at the centeron the
basis of Aadhaar card produced by the candidate.
5. The operators will only be responsible for performing the Aadhaar authentication (at no
additional cost) during the verification of such candidates for notice and further necessary
action of the exam conducting body.
6. Since the photo mismatch report is generated by the agency through software and in case the
candidate at its own or during interrogation confesses impersonation, FIR should be lodged in
local police station against such candidate, however, the operator should not be produced
before the police authorities.
E. Post-Enrolment Window Activity (Exam Day)
1. Center superintendents to provide Signature and Stamp on the Biometric Feedback
Report/Center Superintendent Report (CSR) after verifying the Enrolment count (Biometric) &
Physical count (Center).
2. The agency will provide count of candidates‟ absent-present centrewise immediately after the
examination is over.
