Sub: Special Drive on Shunting Precautions covering all shunting
locations of Indian Railways-Reg.
Ref: 1. Sr.DOM/SA Lr. No. SA/T/SD/2024/28 dated 26.12.2024.

Railway Board, vide letter under reference (3) above, has revised the Safety Audit for
one month from 25.12.2024 to 24.01.2025 issued vide reference (1) above, as follows:
In the audit, special emphasis shall be given on the following aspects:
1. Shunting should be done strictly following rules in GR 5.13 to 5.21 and associated SR,
especially in gradient sections.
GR 5.13: Control of shunting:
1.1 Shunting operations shall be controlled by fixed signals or hand signals or by verbal
direction.
1.2 The Loco Pilot shall not, however, depend entirely on signals and shall always be
vigilant and cautious.
1.3 The speed during shunting operations shall not exceed 15 kilometres an hour unless
otherwise authorized by special instructions.

GR 5.21. Loose shunting: Cranes, vehicles containing passengers, workers, explosives,
dangerous goods or live-stock or any other vehicle that may be specified under special
instruction, shall not be loose shunted and no loose shunting shall be made against them.
2. SR 3.10(ii). Starting Trains from beyond the Starter or Advanced Starter: The Loco
Pilot to start his train from beyond the Starter or Advanced Starter but within station limits
only with written memo given to him by SM after verification of points are set and locked in
the entire desired route.
3. Observance and compliance of rules/instructions as contained in G&SR and SWR during
shunting operations at stations and yards. Brake pipes of at least five vehicles from the
locomotives shall be connected.
4. Trains should run with proper BPC as per laid down norms. GDR checks on all rakes
coming out of terminals after loading /unloading.

5. Implementation of proper procedure by ASM/SMs, LPs, TMRs and concerned staff for
securing during stabling, shunting of rolling stock, loco changing.
6. It must be ensured that under no circumstances staff should adopt short cut methods
during maintenance/repair/work execution.
7. Availability of shunting equipment such as Flags, Handheld Lamps and Walkie-talkies, etc.
8. Whether shunting can be avoided or not: the unnecessary shunting can be avoided.
9. Ensuring availability of adequate staff and there training regarding shunting rules and
procedures.
10. Ambush check of shunting.
Apart from sending hard copy, shortcomings found during the inspections conducted
under this drive should be posted by the officer conducting the inspection using the Google

A report highlighting the details of inspections/checks conducted, deficiencies/
shortcomings noticed and remedial action taken/ initiated is to be submitted by 25.01.2025
without fail in order to put up a consolidated report to HQ.
